Minimum Qualifications

Bachelor’s degree in human services or related field and one year of experience in human services; or an equivalent combination of training and experience. Ability to comprehend and apply housing program, policies and regulations sufficient to make eligibility decisions independently; ability to schedule and manage workload (i.e. interviews, appointments and verifications) sufficient to meet deadlines for completion of job responsibilities while adapting to changes in priorities; skill in computer software such as word processing and database applications; ability to interview customers to collect and analyze statistical data for financial accountability sufficient to recognize gaps and conflicting information, to ensure completeness and accuracy of data to make eligibility decisions, and to detect fraud; and ability to communicate orally and in writing. Bilingual skills preferred. Current valid driver’s license and good driving record required. Based on the Virginia DMV point system, record must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty-six months. Out of state driving records must be obtained by applicant and presented at time of interview. Records must reflect at least three years of history and be dated within thirty days of interview date. Pre-employment drug testing, FBI criminal background check and education/degree verification required.

Duties

Assists low-income families with housing by determining their eligibility for Housing Choice Voucher Program. Reviews at least annually, ongoing eligibility of clients, works with landlords concerning provider requirement/responsibilities and assures housing units meet required standards. Process applications for eligibility and computes gross family income contributions. Conducts owner and family briefings on rules/regulations. Conducts field inspections of assisted units according to housing quality standards. Reviews and approves lease agreement addendums and housing contracts. Processes rent adjustments and changes in lease agreements/contracts. Reviews VHDA required reports, mediates landlord/tenant disputes and investigates allegations of fraud and program abuse. Perform other work as required.
