  • Salary Range: $96,907.20 - $142,563.20

PURPOSE
: The NIOSH Health Physicist 3 has the primary operational Health Physicist responsibility for Data Collection efforts for assigned covered sites under the Energy Employees Occupational Illness Compensation Program Act (EEOICPA). Conducts technical document reviews, analyzes data needs to develop formal data requests, leads data collection efforts, which includes traveling to various locations across the U.S., writes document descriptions, and collects information for reports, documents, and presentations.
Responsibilities:
  • As the primary operational Health Physicist point-of-contact to Objective 1 and Objective 4 for data collection, works closely with the Technical Basis Document (TBD) authors, the co-exposure team, and the Special Exposure Cohort (SEC) group to research and analyze data, identify data needs, and develop formal data requests to sites. Travels (up to 35% of the time) to the data collection site and serves as the Lead HP for the site visit team, which also may include personnel from the National Institute of Occupational Safety and Health (NIOSH), the President’s Advisory Board for Radiation Worker Heath (ABRWH) or their contractor Sanford Cohen & Associates (SC&A). Guides the team on the review and selection of relevant documents. Attends routine conference calls to provide records provenance and information helpful to identify the data needs. Applies comprehensive knowledge of applicable Health Physics issues to all aspects of Objective 1, Objective 4, and support to NIOSH with the ultimate goal of supporting claims and petitions submitted under the Energy Employees Occupational Illness Compensation Program Act (EEOICPA). Also serves as direct Health Physics data collection POC to individual NIOSH researchers in support of special NIOSH requests related to data/information needs, commonly known as “G2Ks”.

  • Develops and fosters professional working relationships with Department of Energy (DOE) facilities, Universities, National Archives and Records Administration (NARA), and Federal Records Center (FRC) facilities, or other source locations. Maintains routine communications with POCs through open data collection activities. Negotiates for the identification of records locations, develops and submits formal data requests to the various sites, establishes site visit dates, and works with management to compile appropriate resources needed for the site visit.

  • Guides the review and selection of relevant documents, which are useful for the development of TBDs, ORAU Technical Information Bulletins, Co-exposure studies, SEC Evaluation Reports and various technical Reports. Completes a successful capture of information needed for the NIOSH Dose Reconstruction Project, which includes an e-mail announcement to include a brief descriptive of the data collected to a broad NIOSH and ORAU Team distribution. This announcement includes file location information for researchers to immediately view the data collected, while in queue for uploading to the Site Research Database (SRDB).

  • Conducts electronic searches and selects documents/boxes of interest to the NIOSH Project from established government sources that require approved user ID and password (e.g., Defense Technical Information Center (DTIC), DOE Noncompliance Tracking System (NTS), DOE Occurrence Reporting and Processing Service (ORPS), and other site-specific databases. Analyzes data to ensure the data provided meets the needs of the Project and submits relevant documents for uploading to the Project SRDB. Synchronizes efforts to ensure that the priorities for Internet searches are in line with the Project’s priorities and that completion of all deliverable deadlines are on or ahead of schedule.

  • Maintains documented details of research efforts, findings, methods, and results of data/records research activities (e.g., detailed notes on where historical collections reside in facilities across the United States, maintaining the Data Collection Points-of-Contact spreadsheet, clearly identified finding aids, post-COVID-19 protocols). Documents data collection efforts to identify what was reviewed (e.g., box numbers, file folder names, file cabinet numbers), was collected/not collected, and other pertinent information for a specific data collection effort.

  • Conducts detailed research within the SRDB and known external sources to learn about the radiological conditions and operations of a covered facility. Shares historical information with the Technical Basis Document, Co-exposure, and Special Exposure Cohort teams.

  • Serves as a POC for requests received from the DOE POC who is responsible for updating the DOE Office of Environment, Health, Safety, and Security (EHSS) Covered Facilities web page. Conducts research and analysis of data held within the SRDB and provides information regarding potentially responsive documents.

  • Gathers information for reports, documents, and presentations. Operates a personal computer to create and maintain complex data files utilizing project management, spreadsheet, database, presentation and word processing software programs. Drafts documents for reporting or information purposes.

Qualifications:
Master’s Degree in Health Physics or related fields and 3 to 5 years’ experience; or Bachelors in Health Physics and 5 to 7 years’ experience.

  • Familiarity with the principles of Health Physics.
  • Knowledge of Health Physics terminology, methods, and procedures used in monitoring for internal, external, environmental, and/or medical radiation exposures, specifically in recognition and evaluation of records that either directly or indirectly may be used to retrospectively reconstruct occupational radiation doses.
  • Strong analytical skills (e.g., critical thinking, data analysis, research and communication) to solve complex issues.
  • Detail-oriented and well organized
  • Requires a high level of proficiency with all Microsoft software products.
  • Knowledge of methods and procedures used in monitoring for internal and external radiation exposures, specifically in recognition and evaluation of records that either directly or indirectly may be used to retrospectively reconstruct occupational radiation doses.
  • Experience with DOE facilities, Atomic Energy Commission (AEC), Energy Research Development Administration (ERDA), and DOE records systems.
  • Must meet multiple deadlines and deliver completed work with high level of competence. Must have excellent verbal and written communication skills and have demonstrated ability to effectively contribute to team efforts. Must have the ability to work independently and be detail-oriented, well organized, and self-motivated.
  • Must be willing to travel up to 35% of the time, and be able to obtain and maintain a National Agency Check with Inquiries (NACI) background investigation. A DOE “Q” security clearance or Top-Secret clearance with the Centers for Disease (CDC) is optimal.

  • The candidate’s starting salary will be determined upon hire and ORAU will use salary survey data, internal comparators, and the candidate’s qualifications to determine salary.
