JOB SUMMARY:
Under the supervision of the Head Start Director, the Health Manager is primarily responsible for the administration, implementation, and management of a comprehensive health service in accordance with Federal and State guidelines and local program plans. The Health Manager also provides liaison with local health providers and community agencies, works closely with the program’s Family Health Advocates, Head Start teachers and management.


DUTIES AND RESPONSIBILITIES:

    • Assist in developing program plans, policies and procedures concerning health.
    • Implement policies and procedures on Health and Dental Plans.
    • In collaboration with managers and other consultants, develop and maintain policies and procedures in specialty areas.
    • Respond to identified health needs within the Head Start Program and provide expertise and support in specialty areas.
    • Assist in the planning of Health curriculum in accordance with Head Start Performance standards.
    • Review the Health Plan with the Health Advisory Committee, Policy Council, Parents, and other staff as needed.
    • Plan and implement meetings with the Health Services Advisory Committee
    • Establish and maintain relationships and collaboration with the medical and dental communities and other community agencies and partners.
    • Participate on community projects, workgroups, initiatives and data collections.
    • Participate in conducting and analyzing community assessment.
    • Provide education programs for staff, parents and families on medical, dental, nutritional, and mental health issues.
    • Implement and collaborate health services with parents and families.
    • Tracking follow up needs concerning medical and dental homes, medical and dental follow –up, and nutritional, hearing, vision concerns.
    • Facilitate transitions for families and transfers of child’s health records.
    • Meet regularly with other service area management to assure continuation of provision of health services.
    • Develop and implement a plan of regular monitoring and evaluation of health services to assure compliance with Performance standards and other regulatory requirements.

    • Responsible for the health area’s annual budget which include health supplies ordering and supplies inventory.
    • Track and ensure that documentation for the certificate of immunizations record for each enrolled and applying child is up-to-date.
    • Analyze monthly health report and children data entered in the ChildPlus Data Engine
    • Responsible for collecting, analyzing and reporting the Child’s Incident/Accident report.
    • Must attend pertinent meetings and trainings, and travel to all work locations.
    • Recruit and assist in managing HSAC (Health Services Advisory Committee)
    • Participate on community projects, workgroups, initiatives and data collection.
    • Conduct visits at all Head Start locations to promote problem solving and support to regional staff.
    • Participate in the coordination of the program's annual self-assessment and conduct annual team performance reviews at each Head Start location.
    • Assess, identify (includes individual child assessments) document, plan and evaluate all health related services to ensure best possible health outcomes for children and families.
    • Complete monthly area board report and submit it to the Head Start Receptionist in a timely manner.
    • Use multidisciplinary team approach to develop and implement health services to children, families, and staff.
    • Provide information, referral, and coordinating efforts to link staff and families to appropriate community resources.
    • Provide guidance to managers and be active in the safety committee regarding the assessment and follow-up of safety concerns and hazards.
    • Design and deliver training to staff, parents and community organizations to include best practices in the health field as well as community collaboration opportunities and services in Head Start location.


JOB QUALIFICATIONS:


  • Bachelor’s degree in a related field of study.
  • One to two years of administrative experience.

3. Two years of medical records administration, detailed record keeping and excellent communication, computer data base and keyboarding skills

4. Preferred that the Health/Nutrition Manager possess current CPR and First Aid Certification

5. Two years’ experience in community nutrition including services to children 0-6 or could have been concurrent with or a part of training.

6. A home economist that meets the requirements above would also be qualified.

7. Must have empathy for children and low-income families.

  • Must understand and respect confidential information regarding children, families and the program.
  • Must exercise discretion and sound judgment in the performance of assigned duties.
  • Willing to attend evening meetings, as well as meetings and/or training both in and out of the area, when necessary.
  • Willing to travel to twelve (12) Head Start Centers on a consistent basis.
  • Current driver’s license and access to use of a vehicle with current insurance.
