The Housing Authority of DeKalb County (HADC) announces an opening for the position of:
HCV Research & Payment Analyst
The Research & Payment Analyst oversees all reporting systems and performance measuring data for the Housing Choice Voucher (HCV) Program. The HCV Research & Payment Analyst is responsible for interpreting reports using a variety of techniques, ranging from simple data aggregation via statistical analysis to complex data mining independently.
The HCV Research & Payment Analyst is responsible for researching payment issues of HCVP Landlords and participants. Investigates and analyzes operational challenges; problem solves, develops resolutions and coordinates ongoing monitoring and analysis. The individual is also responsible for the validation of the HAP Run to ensure the quality and accuracy of the payments of landlords and participants.
The position requires an individual knowledgeable in data system analysis, accounting, finance, business analysis and management reporting in order to support, inform and enhance decision making at the management and executive levels of the organization. Works closely with the HCV Reporting & Portability Manager.

DUTIES & RESPONSIBILITIES:
Essential functions for this position relate to the responsibility are as follows:

Maintains effective and open lines of communication with HCV staff, property owners, landlords, property management staff, and is fully engaged in the relationship management of customers.
Maintains adequate monitoring and reporting systems to ensure the adequacy, quality, and timeliness of work.
Works collaboratively with management in reviewing trend and analyzing quality of work performance.
Manage the receipt of monies due from participants and landlords due to repayment agreements.
Monitor and update Debts Owed Report in PIH systems.
Works closely with Landlords to assist with resolving payment issues, including annual 1099 information.
Identifies analytical requirements.
Analyzes designs, develops, implements and maintains business reports and solutions.
Investigates and analyzes operational challenges; problem solves, develops resolutions and coordinates ongoing monitoring and analysis.
Presents findings and develops analytical reports and graphs.
Diagnoses problems related to operational processes; assesses and recommends solutions to management team in response to changing business needs and program design.
Research inquires received regarding department’s HAP payments, UAP payments.
Acts as Liaison with HADC Finance department to monitor and resolve finance operations and accounting matters including regulatory reporting.
Maintains proper systems and operational controls.
Leads special projects as assigned.

QUALIFICATIONS:
Bachelor’s degree in business administration, accounting, finance, IT or related field.
An equivalent combination of education, training and experience that provides the required knowledge and abilities will be considered.
Requires functional proficiency with technology used on-the-job to include Microsoft Office Suite and proprietary software, as well as proprietary database operations and other technology applications used to support organizational objectives.
Strong Customer Service skills.
Working knowledge of HCV Program, financial operations, principles and practices.
Strong competency in Microsoft office applications and other analytical tools and applications.
Must possess outstanding verbal and written communication skills, including strong presentation skills.
Strong organizational skills and the ability to prioritize and handle multiple tasks.
Ability to solve problems and have a proactive approach in regard to identify and troubleshoot issues.
Ability to achieve desired results in a deadline driven environment. Must be able to interface with other departments, various levels of management and front line staff.
A working knowledge of public housing policies and regulations a plus.
