Position Overview

Family Planning 2030 (FP2030) is a global partnership of governments, civil society, multilateral organizations, donors, private sector partners, and researchers committed to supporting the rights of women and girls who wish to use contraception. Our vision is a future where women and girls everywhere have the freedom and ability to lead healthy lives, make their own informed decisions about using contraception and having children, and participate as equals in society and its development.

The FP2030 Support Network consists of five hosted regional hubs: North, West and Central Africa; East and Southern Africa; Asia and the Pacific; and Latin America and the Caribbean, and North America and Europe. The FP2030 Support Network is led by an Executive Director, supported by an Executive Directorate team, who reports to the Governing Board. Each Regional Hub is headed by a Managing Director supported by a small team, and hosted by an NGO within the region.

The FP2030 Support Netwok is hosted by the United Nations Foundation (UNF), which hosts the North America and Europe Hub and the Executive Directorate team.

FP2030 was recently awarded a multi-year grant from USAID and is looking to bring on a Compliance Manager to lead in building and implementing compliance processes and practices to ensure compliance with USAID requirements and alignment with other FP2030 bi-lateral funders and non-governmental funders and UNF’s policies and processes. Specifically, the Compliance Manager will work across the FP2030 team (Executive Directorate and all Hubs) to ensure that our approach, including tools, forms and systems are well developed and operating optimately across the team. They will also work closely with UNF core teams including Finance, Agreements & Compliance, Information Technology, and Strategic Planning & Incubation as needed to ensure that FP2030’s compliance processes and policies are in full alignment with UNF’s processes and policies. The Compliance Manager will be responsible for coordinating with the NGO hosts of each Regional Hub to ensure Hub compliance with the terms of FP2030’s funding agreements.

The Compliance Manager reports to the Director, Finance & Grants.They will also work closely with the Officer, Finance & Grants. Together, these three roles form FP2030’s fiduciary team, which is responsible for FP2030’s financial management and compliance and is part of the Executive Directorate.

This position is based in Washington, DC or U.S. remote.

Essential Functions

Ensuring Compliance through UNF’s Systems

  • Working with the Director, Finance & Grants, collaborate with UNF’s Finance and Agreements & Compliance teams to determine procedures and systems for ensuring that FP2030’s USAID spending is in compliance with all USAID requirements, including around documentation and reporting requirements; ensure that these systems are operating smoothly.
  • Maintain an ongoing assessment on whether FP2030’s current systems and tools are adequate to deliver under USAID. Collaborate with Director, Finance & Grants to identify and implement solutions where adjustments are needed.

Ensuring Policy Alignment between FP2030 and UNF

  • Working with UNF’s Agreements & Compliance team, identify applicable policy requirements within FP2030’s agreements (USAID and other current and future bi-lateral and private funders); collaborate with UNF core teams including Agreements & Compliance, Finance, People & Culture, and Strategic Planning & Incubation as appropriate to determine where FP2030 current policies and practices align with UNF existing policies and procedures, where gaps exist and where FP2030 funder specific policies and procedures need to be created.
  • Proactively identify general best and minimum recommended practices of FP2030’s funders; make recommendations as to where FP2030 may wish to explore developing additional policies.

Establishing and Implementing FP2030 Compliance Policies and Processes

  • Communicate FP2030 policies and processes to FP2030 staff and staff at regional hubs, such as a FP2030 USAID travel policy and a procurement policy.
  • Oversee the implementation of FP2030’s policies, including developing new or amending existing policies as needed, and establishing a system for documenting approved exceptions, including:
    • Providing guidance and assistance to the FP2030 team, determining applicability in various situations;
    • Collaborating with the FP2030 team and UNF core teams to determine applicability within each regional Hub and support with hub implementation;
    • Developing guidance on situations that need special approvals. Designing and implementing a system for collecting waiver, prior-approval, or concurrence requests.
    • Monitoring procurement documentation to ensure ongoing compliance, and making recommendations for adjustments in process or escalating issues to the Director, Finance & Grants needed.
  • Draft formal requests for USAID prior-approval or waiver for submission by the Director, Finance & Grants; document approvals.

Sub-Recipient Oversight and Monitoring

  • Working with the Director, Finance & Grants, design and implement a system of and schedule for FP2030 sub-recipient monitoring that encompasses both up-front documentation requirements and ad hoc documentation requests.
  • Create guidance on what policies must be collected and reviewed prior to executing sub-recipient agreements (such as procurement, travel, and conflict of interest policies). Oversee collection of these materials and provide FP2030 review for compliance and maintain applicable documentation.

FP2030 Team Training & Affirmations

  • Under the guidance of the Director, Finance & Grants, identify compliance trainings required for all FP2030 team members annually.
  • Working with UNF’s P&C team as applicable, determine the format and timing to provide these trainings to all FP2030 team members.
  • Monitor the FP2030 team members’ compliance with training requirements, raising issues of non-compliance to the Director, Finance & Grants.
  • Identify all affirmations needed from FP2030 team members for full funder compliance; implement a process for collecting and storing these affirmations.
  • Design and lead trainings for relevant FP2030 team members on areas related to policies, trainings, compliance, and reporting.

Support Audits and Internal Control Reviews

  • Provide support to UNF’s Finance and Agreement & Compliance teams and the FP2030 Director, Finance & Grants to address any compliance-related requests for UNF’s annual USG financial audit, such as providing documentation for FlyAmerica Act compliance, timesheets, or copies of FP2030-specific policies or agreements.
  • Support the Director, Finance & Grants with any funder- requested programmatic audits, including providing access to documentation of sub-recipient and FP2030 overall compliance to funder representatives.
  • Support the Director, Finance & Grants in providing information to the FP2030 Governing Board’s Finance & Audit Committee for FP2030-wide internal control reviews on an as-needed basis, including documentation of appropriate policies, monitoring, and systems.

Other Duties

  • Maintain working knowledge of the UNF agreement process (for both contracts and grants), and when to utilize the proper templates accordingly. (As applicable to the role)
  • Draft and review agreements and maintain an understanding of all agreement terms and applicable flow-downs, consulting with UNF’s finance/contracts team as needed. (As applicable to the role)
  • Attend training sessions provided by UNF’s contracts team to maintain and keep up to date with UNF’s current policies and procedures. (As applicable to the role)
  • Maintain a strong knowledge of UNF’s Salesforce database to be able to process and track agreements, extract information and prepare reports. (As applicable to the role)
  • Other duties as assigned.

Selection Criteria

  • Bachelor’s degree required; Master’s degree preferred.
  • 5-7 years of experience in grant management or compliance required, including 3-5 years experience with federally funded grant awards, USAID preferred.
  • International program experience preferred.
  • Thorough knowledge and experience in the rules, regulations and procedures of 2 CFR 200.
  • An interest in and passion for global health, public health, family planning, reproductive health, international development, or women’s rights issues preferred.
  • Knowledge of grant management software (Salesforce, GovGrants, etc.)
  • Demonstrated ability to design and implement compliance approaches and procedures.
  • Strong attention to detail and demonstrated excellence working in a fast-paced environment.
  • Strong professional interpersonal skills and diplomacy.
  • Established reputation for integrity, confidentiality, and discretion.
  • Ability to meet regular attendance/tardiness policy.
