The North Tahoe Community Alliance (NTCA) collaborates with regional stakeholders to support a vibrant, year-round economy that benefits residents, businesses, and visitors of North Lake Tahoe. The organization also advocates for and funds local transportation and workforce housing solutions, visitor services, and promotes responsible and off-peak season travel with a focus on stewardship education. Governed by a volunteer Board of Directors and committees comprised of local business owners and their representatives, the NTCA is funded by a Tourism Business Improvement District (TBID) in contract with Placer County. Role Profile

The Grant Framework Manager in partnership with the NTCA CEO leads the NTCA’s destination management efforts for planning, infrastructure, transportation, capital improvement, and workforce housing development projects and programs in the North Lake Tahoe region. This position will collaboratively research, design, and develop short and long-term initiatives and destination stewardship projects to the benefit of regional economic health, community vitality, and environmental stewardship. This position will develop critical collaborative relationships by convening and participating with partners such as but not limited to, NTCA committees, NTCA Board of Directors, TBID members, Placer County Staff and Board of Supervisors, and other key stakeholders such as federal, state, regional and local agencies and public. Identifies key funding strategies and opportunities to fulfill community projects and objectives, tracks, measures and shares out project KPIs and results.

Competencies

· Requires strong strategic thinking related to community infrastructure development in areas like housing and transportation, and how they interface with the local economy and stewardship goals

· Requires demonstrated strength in engaging a diverse stakeholder group in community consensus-building and leadership

· Requires strong project management skills

· Requires excellent verbal/written communication, facilitation, and organizational skills

· Has strong understanding of the use of data and analytics to shape strategic direction

· Leadership experience with budget development, management, and tracking

· Requires 4-year degree in related field

Core Responsibilities & Duties

  • Guides development of recommendations on the use of TOT and TBID dollars to offset impacts of tourism, through economic health, community vitality and environmental stewardship pillars of the NTCA
  • Manages and implements successful grant framework consisting of multi-year sponsorship, annual, and out of cycle grant funding programs
  • Convenes and coordinates TBID Advisory, TBID Zone 1, TOT and CAP committee meetings, and other community workshops.
  • Partners with communications team to ensure effective project and process communication with key agency partners, community stakeholders, and public.
  • Conducts research and facilitates public input for project development in areas including but not limited to workforce housing, transportation, capital improvement, tourism mitigation and other needs as identified by guiding documents, community feedback, and partnership opportunities
  • Attends and actively participates in meetings, forums, workshops, etc., with federal, state, regional and local legislative bodies and agencies, that cause NTCA projects and positions to result in successful resolution
  • Develops and expands partnerships to support and accomplish guiding document and Management District Plan objectives
  • Works to develop and take advantage of all opportunities for partner match funding to better leverage TOT/TBID funds
  • Prepares detailed project descriptions, prepares RFPs, selects consultants, negotiates, and manages contracts, and performs budget and payment tracking and scrutiny
  • Works with project partners and NTCA accounting team on planning finance and budget needs associated with project/program grant cycle initiatives
  • Attends and participates in community meetings which further the missions and goals of the NTCA
  • Works through NTCA Advisory Committee, Zone 1 Advisory Committee, TOT-Housing/Transportation Committee, CAP Committee, and NTCA Board of Directors to set work plans, project priorities, investment strategies and timelines necessary to carry out the tasks of the NTCA grant framework
  • As a member of the NTCA Leadership Team, works to support team in developing and team culture and implementation of cross functional goals and supporting initiatives
  • Ensures that diversity, equity, and inclusion are a part of the NTCA’s culture
  • Prepares and presents written progress reports to CEO and NTCA Board
  • Works closely with other NTCA department heads to ensure strong and effective communications interdepartmentally
  • Performs other duties as assigned or requested
