JOB OVERVIEW:

The Grant Compliance Analyst will oversee the compliance of the Early REACH (Raising Educational Access for Children in Harris County) program (“program”). The Analyst will provide leadership and monitor all related aspects of the program by collaborating with other departments, personnel and grant recipients to ensure overall compliance. Performs oversight of all functions related to compliance with grant, including accounting, grant reporting, monthly payroll reporting for grant reimbursements, preparation of annual reporting and maintaining required schedules for internal/external reporting, tracking of adherence to the grants accounting operating budgets during the year, as well as preparation and maintenance of annual payroll budgets.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

  • Manages and oversees the maintenance of the grants awarded to the United Way of Greater Houston (“UWGH”). Reviews and/or prepares journal entries, accounts payable, expense statements, and internal grant financial reports, including Statement of Expenditures of Federal (State) Awards (SEFA/SESA). Ensures the correct, accurate and timely accounting classification and proper documentation of all allowable grant expenditures. Ensures that internal controls over grants is in place and operating effectively.
  • Provides oversight and monitoring of each of the grant awards and related compliance requirements, including reconciliation of allowable expenses to grant awards; ensures reconciliation with accounting records, and monitors adherence to the approved budgets throughout the fiscal year. Responsibilities include accounting and compliance of Federal and State grants, management of funds received and to help determine what allowable expenditures can be paid by each funding stream; and auditing federal grants to ensure all required elements of the Federal / State Grants are appropriately complete.
  • Prepares monthly payroll reports for grant reporting and other payroll reports as needed for budgets and operational needs. Assists with monthly payroll journal entries and closing entries related to payroll.
  • Directs work paper preparation and provides counsel and support for the external Single Audit of UWGH.
  • Provides the Sr. Director, Accounting, and others in senior management with information necessary for developing forecasts and financial plans related to grants and payroll. Provides advice and counsel on grants and related compliance matters to the managers of other departments.
  • Performs additional duties and other special projects as requested by the Sr. Director, Accounting, and others in senior management.

Work Experience:

3 Years of Nonprofit accounting experience, specifically in grants accounting and compliance. Must have understanding of Uniform Guidance Administrative requirements and Audits for Federal & State Awards. Must have ability to build payroll projection and forecast models in Excel. Strong computer skills with high proficiency in MS Office and other accounting based software programs. Excellent interpersonal skills with ability to interact productively with co-workers, financial advisors, auditors, etc.

Education: Bachelors or better in Accounting or related field.
