Pay Range

$136,500 - $183,888 Annually for the TSS.3 level

$163,740 - $220,632 Annually for the TSS.4 level

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Job Description

We have an opening for a Directorate Security Manager who will serve as the Directorate Security Officer (DSO) to serve as a senior staff security adviser and subject matter expert to Global Security (GS) management. You will work in a fast-paced and diverse work environment responsible for advising GS personnel and management on DOE/NNSA and institutional security policy and procedures, and working with GS personnel to implement those requirements within GS.

This position will be filled at either the TSS.3 or TSS.4 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.

In this role, you will

  • Oversee GS security requirements, functions, operating procedures and all personnel and physical security responsibilities and activities for all GS areas except for those covered by the Field Intelligence Element.
  • Provide support to the Principal Associate Director’s response to security and safety incidents, communicating with the Deputy Principal Associate Director for Operations and the Assurance Manager, and affected Program Managers as appropriate.
  • Provide policy interpretation and implementation of DOE and LLNL security policy and procedures.
  • Plan and Lead assessments of directorate organization security activities and facilities; make recommendations to the GS management as to whether security practices are consistent with institutional security policies and procedures. This may require interaction with internal/external sponsors and LLNL senior management.
  • Partner with GS SMEs (IT, Cyber, ES&H, Assurances, Strategic Rollup Zone, Select Agent Program) in support of security compliance.
  • Research, develop, coordinate, and review GS and LLNL security policies and procedures; solve unprecedented and highly sensitive security problems; and recommend, prioritize, and oversee creative and innovative improvements.
  • Prepare and review security plans; conduct inspections, audits, and other work activities related to the physical and personnel security of GS Programs; and formulate and maintain compliance records and/or corrective action plans.
  • Perform Technical Surveillance Countermeasure (TSCM) equipment inspections; serve as TSCM Coordinator.
  • Responsible for ensuring that GS workers have sufficient information, guidance, and training such that they can effectively mark, store, account for, and destroy classified matter in accordance with applicable guidance.
  • Provide direction and guidance and serve as the GS point-of-contact for GS and matrix employees on all security requirements and policies.
  • Develop and maintain proper documentation for information, personnel, and physical security procedures as required by DOE/NNSA and sponsor directives.
  • Serve as the Freedom of Information (FOIA) request point-of-contact and Operations Security (OPSEC) Committee representative for Global Security.
  • Perform other duties as assigned.

In Addition, at the TSS.4 Level

  • Serve as the primary subject matter expert and liaison with external/internal sponsors and senior management regarding assurance of compliance with DOE Security Orders and integration of LLNL policies, procedures and issues crossing LLNL security disciplines. Solve unprecedented and highly sensitive security problems and recommend, prioritize, and oversee improvements.
  • Manage the implementation of GS security requirements, functions, operating procedures and all personnel and physical security responsibilities and activities for all GS areas except for those covered by the Field Intelligence Element.
  • Coordinate and communicate proactively with the Organizational Information Systems Security (OISSO) Officer and team to plan and validate cyber security systems.

Qualifications

  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time if hire.
  • BA/BS degree in a security or related field, or an equivalent combination of education/training and related experience in security discipline(s); may require knowledge of multiple security disciplines.
  • Extensive knowledge and understanding of DOE/NNSA orders governing a variety of safeguards and security disciplines and LLNL security policies and procedures.
  • Experience administering security requirements in physical, technical, information, personnel, or cyber security; including: analyzing and interpreting policies and directives, writing and reviewing security plans, and identifying and conducting assessments, audits and inspections.
  • Extensive experience conducting and analyzing self-assessment and audit findings and conducting root cause analysis and developing corrective actions.
  • Demonstrated organizational skills to work with conflicting demands under tight time constraints and effectively handle multiple projects involving security activities, and DoD or DOE/NNSA security practices.
  • Experience developing and writing clear and concise policies, procedures, investigative narrative, formal reports, or other correspondence.
  • Demonstrated effective presentation, communication and interpersonal skills to effectively present, direct, negotiate, influence and coordinate with all levels of management and personnel across the Laboratory, DOE/NNSA complex and other government agencies.
  • Experience working in a classified environment with comprehensive knowledge of classified document accountability, processing, markings and storage requirements.

In Addition, at the TSS.4 Level

  • Extensive and in-depth knowledge in a variety of security disciplines. In-depth knowledge, understanding, and significant experience applying regulatory requirements/guidelines, DOE compliance issues, and security principles related to multiple security disciplines.
  • Significant experience analyzing self-assessment and audit findings; experience developing corrective actions, risk assessments and root cause analyses for multiple areas within a security discipline(s).
  • Significant experience anticipating needs, reporting and recommending solutions, and developing and executing programs, policies, and other measures to ensure compliance with pertinent security directives.

Qualifications We Desire

  • Experience applying knowledge of LLNL/DOE requirements/guidance, orders and regulations governing all areas within related security disciplines in the development and implementation of security policies and procedures. Ability to work with and maintain effective working relationships with a broad cross-section of management, technical and administrative personnel.
  • Authorized Derivative Classifier or willingness to earn authority and Proficiency with computers using Microsoft Office.
  • May have professional certification in specialized security discipline(s).
