Responsibilities


GENERAL PURPOSE:
Plans and manages fire safety and prevention program for the University including Strong Memorial Hospital. Manages the staff of the Fire Safety Unit (FSU). Ensures that the fire safety program is integrated with other health and safety programs at the University.

JOB DUTIES AND RESPONSIBILITIES:

  • Manages the fire protection and prevention program for the University including SMH. Makes budget recommendations for EH&S fire safety operations and to SMH and University Administration for capital budget considerations. Advises EH&S and University management of significant fire protection/prevention deficiencies and works with management to define priorities for corrective action. Keeps EH&S and University management informed of current updates on local and state codes, standards, and recommended practices for life and fire safety. Keeps management informed of impact of changes on University operations.
  • Supervises FSU staff. Ensures that FSU staff attend courses and seminars lo keep abreast of current codes, regulations, and trends in fire safety and protection. Ensures necessary records are maintained as required for code compliance. Using these records, determines trends and problems associated with fire safety at the University. Ensures that fire safety staff recommendations for improvements and corrective actions are completed. Oversees staff internal investigations of fires and ensures staff collaboration with the Rochester Fire Department to determine cause and extent of fires. Reports findings and recommends corrective actions to prevent recurrence of fires to EH&S and University management.
  • Maintains familiarity with and ensures University compliance with current state/local codes and recommended practices/standards. Oversees fire safety staff planning and implementation of new fire protection and prevention programs for compliance. Represents the University with state and national agencies on matters concerning fire prevention and protection. Serves as a member of appropriate University, government, and trade safety committees. Works with local, state, and national organizations on standards development such as fire-retardant interior finishes, furnishings, and alternative suppression technology.
  • Ensures Fire Safety has a strong presence in planning and execution of large public events across the University campus. Develops and implements evacuation and occupancy requirements according to State/local codes, and University best practices. Ensures that staff maintain relationships with the Rochester Fire Department concerning fire prevention and building familiarization and with the Building Bureau for code interpretation. Coordinates staff in working with representatives of governmental agencies, insurance carriers, and accreditation organizations in inspections of facilities and review of procedures. Ensures management is kept fully informed of any problems or deficiencies and that deficiencies are appropriately addressed and that priorities are set.
  • Ensures that employees and students receive adequate training in fire safety and prevention for compliance with regulations as well as the protection of health and prevention of University liability. Works as part of EH&S safety team to ensure that all safety training and programs meet legal requirements and quality standards.
  • Ensures active FSU participation in all construction and renovation projects. Coordinates and approves staff reviews of plans and specifications on all new construction and renovation projects during the design stage. Also ensures that staff oversight of compliance with codes and regulations during construction phase is correct and thorough.

QUALIFICATIONS:
Bachelor's Degree in Fire Science or related engineering field required. 5 years of fire prevention program management required or equivalent combination of education and experience. Certification as a New York State Code Enforcement Officer required
