The RCPE will ensure effective challenge and compliance oversight of the Global Financial Crimes and Customer Protection function on a day-to-day basis, partnering with various First Line of Defense (FLOD) stakeholders, GEM&O, as well as key compliance Subject Matter Experts to drive adoption, quality, and consistency of the Risk & Compliance Program.

Meet our team:

The Risk and Compliance Program Enablement team is part of the larger Risk, Legal and Customer Operations organization at PayPal and acts in a Second Line of Defense (SLOD) capacity. The primary focus of the team is to support First Line of Defense organizations in the execution of their day-to-day activities related to Risk Management. Additionally, this team acts as an Effective Challenge and/or approver to the Risk Management activities documentation efforts in the First Line of Defense.

Your way to impact:

As the RCPE focusing on the Global Financial Crimes and Consumer Protection area, you will have direct impact on the risk assessment results for AML/CTF and Consumer Protection risks. Additionally, you will be an approver for all Issues identified by the FLOD teams. Other activities included for oversight, challenge and approval include, but are not limited to: Business Continuity Management, Annual Risk and Compliance Plans, Incident Management, and Regulatory Change Management. Moreover, each quarter, you will compile are Risk and Compliance Report (RCR) for the FLOD areas in your remit that measures the Progress and Effectiveness of their risk management program.

Your day to day:

In your day-to-day role you will interact directly with all levels if the GFCCP team as on oversight function for risk management activities.

  • Provide support on all risk management matters relating to the oversight of risks and controls for critical business processes/activities for all relevant risks. This includes being prepared with agreed upon reporting and responding to ad-hoc business support requests.
  • Providing ongoing support of business unit’s issue management and remediation efforts.
  • Supporting key risk and compliance initiatives, including but not limited to internal process transformations, system implementation readiness, and organizational change.
  • Overseeing the development of new products to ensure identification and mitigation of all risks and that regulatory requirements are met, providing appropriate read outs and escalations to key risk partners.
  • Assisting in oversight of regulatory change management, risk assessments, business process mapping, and root cause analysis.
  • Supporting targeted compliance monitoring and/or testing, by regulators, internal audit, first line testers, and second line testers.
  • Assisting with the development of SOPs and applicable policies.
  • Preparing ongoing reports summarizing the business units’ risk and control environment.
  • Engaging key Risk and Compliance SMEs/program stakeholders to help support business unit initiatives and risk identification.
  • Building strong relationships with Business Risk & Controls Leaders (BRCLs), Subject Matter Experts, Market Compliance Officers and other Risk and Compliance Program Owners and specialists.

What do you need to bring:

  • 8 years of Audit, Compliance, Regulatory, Risk Management or similar experience.
  • Typically requires a minimum of 8 years of related experience with a Bachelor’s degree; or 6 years and a Master’s degree; or a PhD with 3 years experience; or equivalent experience.
  • Certified Financial Crime Specialist or Certified Anti Money Laundering Specialist certifications desirable, but not required.
  • Deep understanding of financial crime and anti-money laundering detection and management processes.
  • Extensive experience in risk identification and remediation related to financial crime programs.
  • Proven ability to work in a highly matrixed environment to ensure the effective execution of PayPal’s risk management program.
  • Demonstrates strong and effective leadership skills and ability to operate comfortably and independently within a complex cultural/global environment.
  • Strong project management skills and proficiency in managing large scale changes.
  • Possesses sound judgment, flexibility, and nimbleness in changing courses and solving problems swiftly.
  • Ability to multitask effortlessly and manage competing priorities under demanding deadlines.
  • Demonstrated ability to learn quickly, manage projects and drive/achieve results.
  • Strong MS Office, Word, Excel, Visio, and PowerPoint skills.
  • Superior verbal and written communication skills with an ability to effectively engage at all levels of the organization.
  • Operate with strong integrity with the ability to handle projects of a sensitive and confidential nature.
  • Bachelor’s Degree or higher.
