The Georgia Department of Community Health (DCH) is one of Georgia's four health agencies serving the state's growing population of over 10 million people. DCH serves as the lead agency for Medicaid, oversees the State Health Benefit Plan (SHBP) and Healthcare Facility Regulation, impacting one in four Georgians.

Six enterprise offices support the work of the agency’s three program divisions. DCH employees are based in Atlanta, Cordele and across the state.

The Department of Community Health is seeking qualified applicants for the Financial Analyst 1 position for the Office of Financial Reimbursement. The Financial Analyst 1 position requires a knowledge of healthcare and a financial reimbursement background and/or experience. This is a hybrid position that requires in-office and remote work with the approval of your supervisor. Your days of frequency in the office can change at any time during your employment based on the business needs of the organization.

Job Responsibilities

Under general direction, the Financial Analyst 1 will assist the Financial Analyst Supervisor in areas including monitoring of Nursing Home Cost Reports and Provider Fee Reports, processing of appeals, recalculation of case mix index scores, analysis of trends, and preparation of revisions to the state plan, as well as policies and procedures.

Job Responsibilities:

  • Assists in the quality review of provider data elements utilized in calculating the quarterly per diem rates for nursing facility service providers utilizing case mix and quality incentive data.
  • Assists in the reviewing the reimbursement rates in the DXC/MMIS system on a quarterly and as needed basis due to rate adjustments.
  • Assist in the review of provider rate adjustments for property transactions as well as provider appeals of the quarterly/annual rate components.
  • Assist in completing the Cost Settlement process for Nurse Aide Training and Testing costs.
  • Respond to internal/external inquiries from over 350 nursing home providers, accountants, advocacy groups, and internal staff related to open records requests, policy clarification, estimates and facility rate information.
  • Assist in the cost report process to include cost report/provider fee report approvals, updates, audit review coordination, and related policy changes.
  • Interpret and apply state and federal reporting regulations, guidelines, policies and procedures enacted into law.
  • Performs job responsibilities with minimal supervision.

Minimum Qualifications

Bachelor's degree in a related area from an accredited college or university OR Associate's degree in a related area from an accredited college or university AND One year of experience in a related area OR One year of professional experience in general accounting, billing and collection systems and/or claims.

Preferred Qualifications: Preference will be given to candidates, who in addition to meeting the minimum qualifications listed below possess the following:

  • Professional accounting/auditing experience in a healthcare related environment;
  • Intermediate Excel skills;
  • Completed a degree in Accounting at the level of a Bachelor’s or above;
  • One years’ experience with Medicaid policies, particularly related to nursing homes;
  • One years’ experience with Medicaid or other cost reporting especially related to nursing homes.
