Finance Manager and Accountant

Information on District:

Parachute Battlement Mesa Park & Recreation District (PBMPRD) is located mid-way between Glenwood Springs and Grand Junction, Colorado. The District supports approximately 7,000 residents and provides recreational activities to unincorporated Battlement Mesa and the Town of Parachute, as well as surrounding communities. Grand Valley Recreation Center is a 53,000 sq. ft. rec center with a junior Olympic pool, sauna, tennis & pickleball courts, a gymnasium, cardio and weight rooms, racquetball courts, fitness and conference rooms. Battlement Mesa Golf Club is an 18-hole award winning course with a full pro-shop selling merchandise and a restaurant. PBMPRD provides programs, events, and activities for youth and adults. The District also supports and maintains the Community Park with a Western Town and numerous playground equipment.

Position Concept:

The Finance Manager is responsible for all accounting and financial management of the district including the Battlement Mesa Golf Course, Grand Valley Recreation Center, Community Parks. The Finance Manager will work closely with the District Manager to provide guidance on expenditures and revenue. Must have experience in capital financial management. Will be responsible for all district accounting, payroll, audits, budgets, financial management, report preparation and accounting statutory filings.

Job Requirements:

· A minimum of a bachelor's degree in finance, accounting, or business. Or over 10 years’ experience in full scale accounting and knowledge of (GASB) Governmental Accounting Standards Board.

· A minimum of five years supervising employees or contractors.

· Experience in increasing revenue, monitoring expenditures, and ensuring budget expenditures do not exceed annual budget.

· Ability to provide financial analysis and communicate that information to the Board.

· Experience in financial capital project management, monitoring progress and approving work completed.

· Strong communication skills and ability to set priorities in work and expenditures.

· Anticipate potential financial issues or problems and provide solutions to Board.

· Ability to manage investments and reserves.

Park & Rec 2022 budget: $2,364,909 operating budget with additional $913,000 in capital expenditures

Total Compensation:

Annual Salary compensation for employee status: $65,000-$75,000 (depending on qualifications and experience) with medical, dental, vision, life insurance and short-term disability, paid leave time and up to 3% contribution match to 457B retirement.

Annual compensation for independent contractor status: $75,000-$85,000 (depending on qualifications and experience).

Pay: $119,750.93 - $132,842.06 per year
