Position Overview

The Illinois Department of Public Health is seeking a highly motivated individual to perform complex technical and advisory functions to evaluate quality, completeness, and validity of cancer data, to identify program problems and prepare methods to alleviate the problems. Under direction for the Illinois State Cancer Registry, organizes, plans, executes, controls, and evaluates the operation of the health informatics section of ISCR. Develops innovative applications of technology and systems to address public health priorities related to cancer statistics. Evaluates how data are collected, organized, and used. Recommends new and creative methods of disseminating data and streamlining data collection practices.

Job Responsibilities

  • Organizes, plans, executes, controls, and evaluates the operation of the health informatics section of ISCR.
  • Evaluates how data are collected, organized, and used.
  • Develops an informatics strategic plan for the Illinois State Cancer Registry.
  • Designs, coordinates, and maintains public health informatics project goals, objectives, and priorities.
  • Evaluate and develop approaches for strengthening the standardization and utility of national health information systems with emphasis on electronic data exchange.
  • Evaluates need for and develops presentation of demographic, statistical, programmatic, and scientific information for technical, scientific, and non-scientific audiences.
  • Solves context-specific problems related to cancer by using knowledge and principles of the health status of population, determinants of health and illness, factors contributing to health promotion and disease prevention, and factor influencing the use of health services.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

1. Requires knowledge, skill and mental development equivalent to completion of four years in college, preferably with courses in business or public administration.
2. Requires two years of responsible administrative experience in a public or business organization.

Preferred Qualifications

1. A master’s degree in Health Informatics or equivalent
2. Certified Tumor Registrar (CTR) certified.
3. One year experience with medical data evaluation and problem solution.
4. One year experience with XML, HTML, Tableau, ASP.NET, and statistical software such as SAS, SPSS, or R.
5. One year experience working in Microsoft software products including Word, Excel, PowerPoint, Access, etc.
6. One year experience with project management.
7. One year experience preparing data visualization material for lay audiences.
8. Ability to establish and maintain satisfactory public contacts and working relationships with cancer reporters, cancer registrar organizations, and staff in national standards-setting organizations.
