**Annual salary noted above is based on an 8 hour day and full days worked calendar. Any position that is less than a full FTE/8 hours per day or late start will be prorated accordingly.

PRE-EMPLOYMENT REQUIREMENT


The successful new hire or rehired candidate will be responsible to complete and incur the fingerprinting and processing fee of $54.50 through an appropriate fingerprinting vendor and the Colorado Bureau of Investigation, within 48 hours of offer acceptance.

RESPONSIBILITIES


SUMMARY: Responsible for transportation services for students and school staff to and from schools and for regularly scheduled and special events in the most effective and efficient manner possible while providing ultimate safety for passengers. Responsible for all District support vehicle fleet services. To provide acquisition, maintenance, compliance, and disposal services for all District vehicles and major equipment items.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.

Lead the largest student transportation program in Colorado. Ensure the safe transport of nearly 20,000 students and nearly 25,000 total miles every school day. Supervise and evaluate approximately six senior staff members and indirectly supervise 200 bus drivers serving approximately 210 bus routes, including special bus routes for students with disabilities, and over 11,000 athletic and special trips per year. The budget for this program is approximately $28 million annually for operations and $2 million annually for capital acquisition. Accountable for set up of appropriate controls to approve expenditure for wages, operating expenses, equipment, vehicles, contracts, materials, and supplies.

Ensure timely preventative maintenance and routine and special safety inspections for approximately 425 buses and over 700 support vehicles district wide, ensuring that these vehicles can operate safely in all kinds of weather and road conditions.

Respond to concerns and questions from parents, citizens, school personnel, employees, and the media regarding various topics related to student transportation. Act as District's expert on all issues related to the transportation of students. Ensure that all required state reports are accurate and submitted by deadlines.

Ensure all drivers meet state and federal requirements for training and preparation to transport students in a safe manner. Analyze and establish instruction and training programs to promote safety and efficiency.

Manage and supervise administrative, professional/technical, and classified employees. Ensure that annual evaluations are conducted. Counsel employees related to conduct or performance issues. Resolve and respond to grievances. Participate as a District representative during contract negotiations.

Plan, organize, and lead the planning and procurement for all District vehicles across all departments, schools and support sites. Coordinate spending and processes with Board of Education, Cabinet, and other district staff as appropriate.

Solidify a working partnership with departmental Executive Directors, Central Administrators, and collaborate on projects such as district wide start time project, Minority Employee Advisory Committee, deadlines, and district strategic planning.

Partner with Human Resources, Transportation Directors, Fleet Services Administrator to co-coordinate the logistics of Hiring Processes, Administrator Evaluations, Individual Classified leaders and Department Goals.

Act as a department based crisis backup responder for the Chief Operating Officer and Transportation Directors sites.

Coordinate with Communication Services department to communicate emergencies, weather events and needs and activities in the district to the schools, staff, students, parents, communities, taxpayers and citizen committees.

Coordinate and confer with the District legal counsel on departmental legal matters.

Facilitate and coordinate industry-based professional development leadership training and mentoring programs for department administrators and classified leaders.

EXPERIENCE 10 years of experience in supervision of school bus transportation, including five years' of administrative experience in a student transportation program with at least 50 bus routes.

EDUCATION AND TRAINING Bachelor's degree in Business Administration, Transportation, Communications, or other related area strongly preferred. Internal Jeffco candidates may substitute additional experience for degree requirement.

CERTIFICATES, LICENSES, REGISTRATIONS First Aid and CPR certification required for hire. Valid Colorado Commercial Driver's License preferred. Drug and alcohol testing supervision certificate, and accident investigation training advisable.

SKILLS, KNOWLEDGE, & EQUIPMENT Excellent written/verbal communication skills, interpersonal skills, and de-escalation techniques for dealing with angry individuals. Experience in all aspects of student transportation including, training, dispatching, scheduling, budgeting, personnel and public relations. Basic understanding of vehicle mechanical components and maintenance requirements. Knowledge of state and federal laws regarding DOT/CDL regulations, drug testing, driver qualifications and vehicle inspections is mandatory. Business and accounting skills are necessary due to the budget preparation and control processes. Knowledge of Microsoft Office Suite, computerized routing and scheduling system, and Global Position System (GPS) required for hire; Special Trip Management Software, Outlook, PeopleSoft Financials/HR within 3 months of hire; Zonar and Transfider Mapping and Routing Software and Campus student information software within 6 months of hire.

DECISION MAKING Responsible for expenditures authorization of general funds up to $100,000. Decisions regarding vehicle acquisitions in amounts up to $120,000 per vehicle and in combined amounts of several million dollars per year. Decisions regarding an employee's status are made regularly. Responsible for safety of nearly 20,000 students every school day, including over 11,000 special trips annually. Decisions made by this position regarding an employee's actions with children, the location of bus stops, or mechanical attributes of school buses could have negative impact for the children and the District. Civil litigation against the District could be highly problematic and could result in substantial embarrassment or cost to the District.

COMMUNITY RELATIONS Daily contact with classified staff within/outside department, professional staff within/outside department, parents, citizen or patron committees, and general public, community members to discuss routine internal matters, obtain/furnish information, resolve routine corrections/adjustments, policy interpretation, maintain relationships, and to negotiate controversial matters; and with students to obtain/furnish information, resolve routine corrections/adjustments, policy interpretation, maintain relationships, and negotiate controversial matters. Weekly contact with vendors, contractors, engineers, developers, public agencies, and local government to discuss routine internal matters, obtain/furnish information, resolve routine corrections/adjustments, policy interpretation, maintain relationships and negotiate controversial matters. Monthly contact with advisory committees, school support team, media news, press, television to discuss safety/maintenance, and National Association of Pupil Transportation (NAPT), Colorado Department of Education (CDE), Colorado Association of School Bus Officials (CASBO), Colorado School Pupil Transportation Association (CSPTA) and Department of Transportation (DOT) to discuss routine internal matters, obtain/furnish information, resolve routine corrections/adjustments, policy interpretation, maintain relationships, and negotiate controversial matters. Annual contact with administrative leadership team, the Board to recommend policy, and with the State legislature or Congressional staff to negotiate controversial matters.

SPAN OF CONTROL Directly supervises six administrative/supervisory positions; indirectly responsible for approximately 350 employees. Positions supervised include Directors of Transportation, Fleet Manager, Training Technician, Trainers, Service Specialists, Lead Mechanics, Diesel /Truck Mechanics, Secretaries, Fleet Analysts, Parts Acquisition Technician, School Bus Drivers and School Bus Assistants. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints; and resolving problems. Responsible for budget development and accountability.

EDUCATIONAL DELIVERY Lead the largest student transportation program in the State of Colorado and ensure the safety of nearly 20,000 students during travel to and from school and for athletic and field trips, including specialized transportation for individuals with disabilities. Provide direct services for implementation of instructional programs and the supervision and evaluation of personnel who work with students on a regular basis. Provide educational programs for students in their schools regarding safety and behavior while riding a school bus. Responsible for presentations for state and national associations such as the Colorado State Pupil Transportation Association and the National Association for Pupil Transportation. The majority of time is not spent on the school site.

COMPLEXITY OF WORK Requires independent thinking, analytical skills, judgment, consistency, conflict management, and interpretation of facts prior to making a decision. Must be able to establish exacting protocols and standards to ensure the safety of students and employees as they travel on District buses or work using District provided equipment in all types of weather and road conditions. Ability to apply Federal and State regulations and District policies and procedures when applicable.
