Position: We’re looking for an experienced Events and Program Planning Manager to support a government contract with the Defense Security and Cooperation Agency (DSCA) standing up the new Irregular Warfare Center (IWC).

The IWC intends to build strong bilateral and multilateral relationships between the United States and partners, including academia and industry from around the world, focusing on Irregular Warfare (IW) threats and mitigation strategies. The Center will meet the knowledge needs of U.S. and international national security professionals by providing a forum for rigorous examination of the challenges that shape the security environment. The IWC will provide a focal point where decision-makers can gather to exchange ideas and explore tools for cooperative problem-solving. The IWC will seek out and promote allied and partner nation IW best practices through its global network of subject matter experts and practitioners. Additionally, the IWC will serve as a center of excellence on IW curriculum development across the DoD for domestic and international audiences.

The primary tasks related to implementation of the IWC include initial establishment of the center, curriculum development, focused research, support for existing IW related alumni activities, and designing partnership activities that complement existing DoD security cooperation efforts. The establishment effort includes identifying infrastructure requirements, facilities management, and resource alignment. Curriculum development will in large part be driven by the Strategic Futures and Research Department (SFRD), which will also be stood up as part of the IWC’s initial structure. In addition to generating IW requirements via the SFRD, the IWC will evaluate existing courses across the DoD, to include both resident and online programs for U.S. and partners and integrate key IW concepts where necessary.

Responsibilities:

  • Work with internal/external resources to secure needed materials and services.
  • Develop and ensure short- and long-term milestones are tracked and reached, and all functional support requirements are integrated and met.
  • Act as the overall project or event functional services integrator.
  • Conduct research and recommend vendors, based on analysis and rationale of at least three sources, to support programs.
  • Evaluate current planning procedures, recommend improvements, and implement modifications.
  • Manage staff of Events Program Planners and academic intern program; create assignment schedule for event program planners and updates as required; conduct performance evaluations of Event Program Planners and academic interns; create training materials for new event program planning employees and implement standardized training programs specific to IWC operating system; and manage and standardize execution of seminar components which are universal to IWC seminars.
  • Develop and update standard operating procedures (SOP) for domestic and international events and conduct in-progress reviews (IPR) and after-action reviews with event planners. Assist Event Program Planners with travel requirements; acquiring airline tickets, filing pre and post travel vouchers, compile security information and manage cable transmissions, when necessary.
  • Travel in support of international programs and train staff to properly perform pre/onsite/post international event requirements. Conduct programs as assigned. Provides summary of activities and financial commitments to USG through the service contract’s management on a weekly basis or as requested.
  • Routinely engages with senior executive leaders across industry, academia, and government both in the US and internationally as a senior representative of IWC.

Desired Experience:

  • Bachelor’s Degree from an accredited college or university or 5 years of relevant experience.
  • Four (4) or more years of experience planning domestic and international events.
  • DOD Conference experience preferred.
  • Two (2) or more years as a senior event planner and knowledge of hotel and conferencing contracting structure.
  • Must be able to work occasional evenings and weekends.
  • Possess outstanding written and oral communication skills and attention to detail as well as the organizational and project management planning skills to manage multiple tasks, synchronize functional support efforts, and meet deadlines as required.
  • Must be able to conduct cost estimates and maintain accurate project cost spreadsheets.
  • Proven ability to contribute as a team player and strong interpersonal skills to negotiate problems in the U.S. and internationally.
  • Ability to adapt in ambiguous environments as we develop a new center.

Work Location:

This position is a remote role with frequent travel to the Washington, D.C. area. Applicants within 50 miles of Crystal City, VA is highly preferred.
