The Work You Will Do:

This posting is for an Environmental Specialist III located at the Department of Environmental Protection’s Central District Office located in Orlando, Florida. This position is with the Office of Emergency Response (OER) section. This position will be responsible for the completion of a range of assignments independently under limited supervision. The work requires applying a scientific understanding to analyze problems of a specialized nature in a wide range of applications. The incumbent responds to hazardous material and petroleum release emergencies that threaten the environment or the public health and safety.

Your Specific Responsibilities:

  • Responds to reported hazardous materials or petroleum related incidents which require Department assistance or oversight. Works to ensure environmental emergencies are stabilized and remediated.
  • Ensures incident responses are done in accordance with Department/District guidelines and that resources are utilized responsibly.
  • Manages Emergency Services Contracts and monitors Office of Emergency Response (OER) contractor responses.
  • Monitors Responsible Parties’ contractor actions for appropriate response for environmental protection.
  • Coordinates with other parties or agencies when cooperative effort is required to resolve the emergency.
  • When immediate response is required, responds within reasonable timeframe, pending circumstances.
  • Determines when it is necessary for the Department to take over an incident and manages the Department’s contractor.
  • Ensures all safety procedures are followed, required paperwork is completed and ensures proper labeling, packaging, placarding, and completion of required shipping documents/manifests as required by USDOT regulations.
  • Reviews and signs hazardous waste manifests on behalf of the Department in compliance with RCRA.
  • Reviews hazardous waste profiles for accuracy according to analytical results and in compliance with RCRA.
  • Participates in case development and collection of materials for forensic sampling.
  • Conducts Natural Resource Damage Assessments (NRDA) as required following the discharge of pollutants as required by F.S. 376.121.
  • Manages waste generated by OER contractor responses in accordance with applicable rules.
  • Performs on-call duties as assigned on a 24 hour a day basis.
  • Provides incident response training to other OER staff

Performs other duties as assigned by management, including but not limited to:

  • Handles citizen complaints and responds in prompt and effective manner.
  • Assist with managing inventory of equipment, ordering equipment, maintaining required documentation for LQG status, maintaining calibration logs, equipment maintenance, etc., as assigned by manager.

  • Helps maintain inventory of all responder equipment, keeping track of quantity and location of all consumable and non-consumable items.
  • Helps maintain OER shed organized and in good working order and ensures storage of hazardous waste generated from incident responses at shed location is managed in accordance with RCRA requirements.
  • Assists with completion of tasks that will help the OER team in accomplishing its objectives and responsibilities as needed.

Required Knowledge, Skills, and Abilities:

  • Knowledge of the terminology, principles, and analytical techniques of the physical or natural sciences.
  • Ability to collect, evaluate, analyze, and interpret scientific or technical data.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to multiple environmental programs.
  • Ability to communicate effectively in writing and verbally.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to work in a team or independently.
  • Ability to prepare technical and programmatic reports.
  • Ability to understand and follow legislative policy direction as established in Florida Statutes.
  • Ability to deal with the public in tactful and courteous manner
  • Ability to establish and maintain effective and professional working relationship with others.
  • Ability to problem solve, work in high stress situations, manage conflict and negotiate mutually acceptable outcomes across multiple disciplines
  • Ability to perform field inspections including climb ladders and stairs, walk on slopes, lift and carry 40 pounds over a distance up to 100 yards.
  • Ability to use safety equipment, work in various levels of personal protection equipment (PPE) up to and including Level A, and completion of 40-hour HAZWOPER course.
  • Ability to work outdoors for extended periods of time in temperatures and weather conditions typical of South Florida.
  • Skilled in the use of personal computers, computer programs, spreadsheets, industry database applications and various electronic devices.
  • Ability to maintain a valid driver’s license and travel overnight when required.
  • Ability to conduct and complete work assignments without close supervision.
  • Ability to establish and maintain effective and professional working relationship with others.
  • Ability to problem solve, work in high stress situations, manage conflict and negotiate mutually acceptable outcomes across multiple disciplines.

Minimum Qualifications:

  • Valid Driver License
  • Complete initial OSHA 40-hour HAZWOPER refresher annually thereafter.
  • Participate in Medical Monitoring
  • On-Call Emergency Response
  • Bachelor’s degree or higher or 4 years of related professional work experience can substitute for degree requirement and minimum of 2 years of regulatory inspection/compliance/permitting or other professional related experience.
