Kleinfelder is seeking a Environmental Planning Practice Lead for the southern California region to join our team. This full-time, salaried position is an amazing opportunity to join Kleinfelder's growing West Division Environmental Planning & Permitting (EP&P) team. Kleinfelder's California EP&P team includes over 200 archaeologists, architectural historians, biologists, ecologists, and paleontologist. In addition to our core practice line of engineering & design, geotechnical, remediation, construction management, and materials testing experts. The Environmental Planning Practice Lead could report any of our southern California offices (Los Angeles, Laguna Hills, Riverside, Santa Maria or San Diego).
Kleinfelder is a well-established industry leader providing engineering and environmental services for over 60 years. We are seeking a CEQA/NEPA Subject Matter Expert (SME) to lead, develop and complement our existing EP&P contracts and Team. The Environmental Planning Practice Lead will serve a key role for the company in providing comprehensive and defensible environmental analyses and documentation. The ideal candidate is an experienced professional ready to take their career to the next level and help build a group to provide the highest quality deliverables our clients expect from our services. The ideal candidate will have experience in the renewable energy, transportation, water/wastewater, municipal and public utility markets; and have existing client relationships in California. Position responsibilities and qualifications are summarized below.
Job Responsibilities:
The responsibilities of this position include, but are not limited to the following job description:
Marketing and Business Development
  • Manage and execute existing CEQA contracts and projects, and hire/recruit staff as needed to support
  • Lead business development efforts for CEQA and NEPA services, and other environmental permitting services
  • Coordinate with internal and external clients to expand EP&P service
  • Contribute to expanding Kleinfelder's professional reputation as a leading AES consulting firm
  • Evaluate and advise on service market changes and strategic growth opportunities
  • Identify teaming opportunities with other consultants and subconsultants
  • Champion proposal opportunities in collaboration with the existing EP&P Team leads and serve as CEQA SME for contract interviews and prepositioning with clients.
Technical Excellence
  • Manage multiple projects simultaneously, coordinate reports and deliverables, and track projects for on-time and within-budget delivery
  • Mentor, train, grow our team of CEQA/NEPA practitioners
  • Lead/direct/manage preparation of CEQA documentation (e.g., Initial Studies, Mitigated Negative Declarations, and Environmental Impact Report); NEPA documentation (e.g., Environmental Assessments, Environmental Impact Statements) - experience preparing Environmental Impact Assessments and/or Social Impact Assessments for private clients is also a plus
  • Track multiple incoming assignments, coordinating technical reports (internal and subconsultant), and packaging projects for on-schedule deliveries
  • Manage task orders for existing environmental and permitting on-call contracts
  • Provide quality assurance/quality control of project documents with a focus on environmental planning and compliance, with client and regulatory agency processes, procedures, and policies and regulations
  • Provide expert advice and lead/contribute to public meetings, hearings and stakeholder engagement and outreach on projects
  • Ensure deliverables conform to client standards and expectations, comply with all applicable permits, licenses, and right-of-way or easement conditions
Organizational Leadership
  • Work with other project managers, subject matter experts and other internal staff at various levels of experience and technical knowledge
  • Participate/lead/contribute to public meetings, hearings and stakeholder engagement and outreach on projects requiring environmental compliance
  • Promote diversity and inclusion, and foster high health and safety standards
  • Monitor and report initiatives and financial performance (project profitability, utilization, labor projections, revenue forecasting, and progress toward business plan objectives) of their CEQA/NEPA Practice
  • Facilitate communication and collaborate within our regional environmental planning team, other discipline leaders, and corporate departments
  • Collaborate with West Division leadership team on staff hires, development, advancement, and corrective actions, as needed
Minimum Qualifications of an Ideal Candidate:
  • 10+ years of experience managing and preparing environmental documentation in accordance with CEQA and NEPA
  • BS/BA Environmental Science, Law, Planning, Policy, or other related degree in a technical area related to the CEQA threshold categories (Master's degree and/or American Institute of Certified Planners (AICP) certification a plus)
  • Extensive working knowledge of California and federal environmental regulations (e.g., CEQA, NEPA, ESA, CWA, NHPA, etc.)
  • Strong project management, staff management, and overseeing technical quality
  • Experience with contracts, including on-call and master service agreements
  • Focused business development approach for new and existing clients, including independent research, subcontractor teaming, competitive proposal writing, and statements of qualification
  • Strong public speaking and confidence working in a collaborative and communicative team
  • Ability to maintain client, team relationships, and identify risks/liabilities early and often
  • Work travel for projects throughout California
  • Strong commitment to safety, including following established Health and Safety protocols
  • Active membership and involvement in professional groups or associations (ex. Association of Environmental Professionals)
Compensation:
  • Compensation is determined at the time of hiring and commensurate with experience.

The expected salary range for the position is displayed in accordance with the California Pay Transparency Law. Final agreed upon compensation is based upon individual qualifications and experience. Salary range: $80,218-$133,657.
