JOB TITLE: Environmental Compliance Technician
DEPARTMENT: Public Works & Transportation

SALARY: $17.23/hr, ($35,847.36/yr)

Job Summary/Scope
Primary responsibilities are to administer the City’s Fats, Oils, & Grease (FOG) Program including permitting, inspection, grease interceptor/trap monitoring, and enforcement at Food Service Establishments (FSE). Assists other staff with the Combined Sewer Overflow (CSO) monitoring program, Industrial Pretreatment Program, Municipal Separate Storm Sewer System (MS4) Program, and Hauled Waste Program. Collects water, wastewater, soil and other samples to support all division efforts and conducts laboratory analyses of samples as needed. Performs data-entry work, prepares reports. No supervisory or budgetary responsibilities.
Essential Duties and Responsibilities
  • Administers FOG program and the respective permitting process.
  • Performs compliance inspections of FSEs and takes appropriate enforcement actions when needed.
  • Coordinates educational, public relations, and regulatory oversight activities with commercial, industrial, and residential sources of FOG.
  • Completes all administrative tasks and summarizes all inspection records, reports and documentation associated with inspection program.
  • Maintains and repairs in-plant and remote wastewater sampling equipment.
  • Prepares fresh reagents and standards for tests as needed.
  • Maintains accurate and current sampling logs, chain of custody records and RECORDS test results.
  • Performs laboratory testing such as gravimetric, colorimetric, and wet chemistry analyses.
  • Assists customers in complying with ordinances and regulations.
  • Performs illicit discharge monitoring (MS4).
  • Performs sampling of industrial users and other sampling as required.
  • Collects FOG samples for laboratory analysis.
  • Monitors grease interceptors and traps at restaurants, schools, churches, residential care facilities, etc.
  • Ensures compliance with applicable City Ordinances relating to FOG.
Other Duties and Responsibilities
  • Assists in general laboratory procedures as required.
  • Assists in all aspects of Pretreatment, MS4, CSO, and Hauled Waste Programs as needed.
  • Performs all other related duties as assigned.

Required Knowledge, Skills and Abilities
  • Skills in record keeping and general laboratory analyses.
  • Knowledge of wastewater treatment process and ability to learn the operation of composite wastewater sampling equipment.
  • Ability to use laboratory equipment including computer, analytical balance, solids phase extraction machine, dissolved oxygen meter, ion selective electrode meters and automated samplers.
  • One year of experience in lab bench work and proper analytical and testing protocols expected in the industry.
  • Valid driver's license required.
  • Solid working knowledge of Microsoft Excel & Word.
  • Ability to follow verbal and written instructions.
  • Ability to program electronic samplers.
  • Ability to work independently without direct supervision.
Material and Equipment Directly Used
Uses a range of instruments and equipment related to laboratory operations of a wastewater treatment plant. Other equipment used includes personal computers, D.O. meters, gas detectors, and various other wastewater instruments. Drives light vehicle. There may be times when use of personal vehicle may be required.
Working Conditions/Physical Requirements
Work is performed in a variety of conditions, ranging from indoor work within a controlled laboratory environment, to outside tasks performed in a variety of extreme conditions in the field such as cold, heat, dust, fumes, wind, wet, and varying degrees of noise (e.g. lift stations and lagoons, industry users and local businesses, etc.). Some exposure to hazards such as electrical shock and chemicals. Must have hearing and visual acuity, and be able to stand for lengthy periods of time. Environment requires ability to walk over uneven terrain, bend, stoop and perform other similar manual tasks. Requires period of bending, climbing, kneeling, crawling and other physical activities. Frequently required to lift from 10 to 20 pounds. Some overnight or day travel may be required for business purposes. Vacation and other leave scheduling shall be requested of and approved by the appropriate supervisor.
Education
High school diploma or equivalent required. College level course work in biology or chemistry preferred. Must obtain a Missouri Wastewater "D" Level Operators License within two (2) years of employment.
Passing of a drug screening required prior to appointment.
