The Engineering Planner II will be responsible for the development and maintenance of a comprehensive plan for the Yakama Nation Transportation System. The Transportation System consists of all trails, roads, streets, bridges, railroads and other transportation facilities within or near the Yakama Reservation. This individual will work with various groups to optimize mobility and safety of Tribal Members and other users of the Transportation System on and near the Yakama Reservation.

Examples of Work Performed:

  • Coordinate with Tribal, Federal, State and local governments and the public to identify and report on Transportation System and any associated utilities.
  • Assist in developing and updating long range transportation plans coordinating with any associated utilities.
  • Develop and implement plans to acquire or relinquish right-of-way for transportation and irrigation construction projects on fee and trust land.
  • Coordinate with Department of Natural Resources staff and other groups to ensure projects are in compliance with cultural and environmental rules and regulations.
  • Utilize current funding sources and seek additional funding to implement Transportation System improvements.
  • Contribute to the preliminary engineering stages of construction projects by participating in field reviews and project development meetings to become familiar with project plans, specifications and estimates.
  • Assist in managing construction, maintenance and professional service contracts by measuring and documenting work performed by contractors for use in preparation of progress reports and pay estimates.
  • Update and maintain the Road Construction Priority list, Transportation Improvement Program (TIP) project list and the Road Inventory Field Data System (RIFDS) to best utilize Indian Reservation Road (IRR) funding to improve and maintain the Transportation System.
  • Assist with processing and executing WIP permit applications from individuals, utility companies and transportation-related entities.
  • Other duties as assigned.

Knowledge, Skills and Abilities:

  • Knowledge of intermodal transportation systems and traffic engineering.
  • Knowledge of irrigation system operation with respect to transportation infrastructure.
  • Knowledge of established procedures, methods, and regulations contained in specification manuals for the development of plans and construction projects.
  • Skills demonstrated experience and expertise in developing presentations to public and governmental bodies on complex transportation issues. Must include 3-D visualization techniques; animation and multi-media programs.
  • Ability to use a computer to develop documents, spreadsheets, presentations, engineering drawings and databases.
  • Ability to acquire right-of-way and construction easements on fee and trust land.
  • Ability to perform construction management duties.
  • Ability to write contracts and contribute to grant proposals.
  • Ability to travel one week per month attending; seminars, conferences, training and meetings.

Minimum Requirements:

  • Bachelors degree in Planning or related field.
  • Four years experience in Planning.
  • Must possess a valid Washington State Driver's License with the ability to obtain a Yakama Nation Driving Permit.
  • Required to pass pre-employment drug test.
  • Ability to acquire federal clearance to access RIFDS.
  • Enrolled Yakama Preference, but all qualified applicants are encouraged to apply.

  • Masters Degree in Planning or related Field.
