The Work You Will Do:

Organization: Phosphate Management Program within the Division of Water Resource Management


This is a highly responsible engineering position in an environmental control program. All aspects of environmental permitting, compliance and enforcement activities are included such as reviewing specifications, plans and engineering reports, inspecting facilities, and performing other comparable field, office, or laboratory work.

The work performed is essential to implement Florida’s laws for the sound and effective regulation of phosphate industry activities and impoundments such as phosphogypsum stack systems and clay settling areas. The program is designed to ensure protection of Florida’s surface and ground water resources under the state’s industry specific regulations that were adopted pursuant to ss. 403.4154 and 403.4155, Fla. Stat. This role also coordinates with other agency programs, such as Mining and Mitigation to provide comprehensive oversight of the phosphate industry operations.

The Phosphate Management Office is located in Temple Terrace, a small city just outside of Tampa. Tampa is close to the Gulf Coast with beautiful white sand beaches. It is considered a major business center while also known for its museums and cultural offerings. Places such as the Busch Gardens Theme Park, historic Ybor City with its many restaurants and nightlife, the world’s longest continuous sidewalk along Bayshore Blvd., and a sports enthusiast haven are just some of the many activities people can enjoy in the area. Pay:

$36,357.66 - $39,000.00/annually (Commensurate with experience)


Your Specific Responsibilities:

  • Maintains all field sampling equipment, calibration logs and state vehicles and related equipment. Conducts site visits, field investigations, and participates in sampling inspections for both surface and ground sources. Inspects phosphogypsum stack systems and phosphate mine dams for compliance with applicable rules. Documents all field activities and prepares detailed technical reports.
  • Reviews permits and discharge monitoring reports to ensure all required ground water and surface water monitoring data on computer as needed.
  • Inputs compliance inspection reports and related data in the appropriate DEP database. Maintains database to track pending compliance actions as noted in inspections and compliance letter until satisfactory resolution. Prepares periodic reports for review. Performs computer-related work such as hardware specification, installation, and maintenance and troubleshooting as needed.
  • Familiarizes self with wastewater treatment processes and disposal methods used in phosphate fertilizer manufacturing. Plots and verifies location of phosphogypsum stack systems on reference maps. Organizes and catalogues a photograph (digital and print) library of program-related activities at each plant site.
  • Meets and coordinates with various state and local regulatory agencies on sampling needs and events. Meets with various vendors for the specifications of sampling equipment.

Required Knowledge, Skills, and Abilities:

  • Knowledge and skill in the use of a personal computer
  • Ability to travel by air, automobile and foot for site visits and inspections of phosphogypsum stack systems, phosphate mines and related facilities, and for job related workshops or meetings.
  • Ability to carry or maneuver a 30-pound ice chest, samples or equipment in open field conditions as evidenced by application and interview
  • Ability to organize sampling events and prepare technical reports documenting sampling and inspection activities.
  • Ability to establish and maintain an effective working relationship with others.
  • Ability to communicate technical information effectively both orally and in-writing.

Minimum Qualifications:

  • A bachelor’s degree from an accredited college or university with a major in engineering, environmental science or one of the natural sciences OR 4-years of related professional experience.
  • A valid Driver License.
