Purpose and Scope:
Works under the direct supervision of the ELOP Site Supervisor according to set procedures. Assists in providing age appropriate instruction and recreational activities for students in the Extended Learning Opportunity Program (ELOP) after-school program for students in PreK – 12 at assigned school site.
Essential Job Functions :
  • Guides a developmentally appropriate program of activities for school-age children in PreK – 12 grades in accordance with the Tennessee State Department of Education standards of School-Administered Child Care (Chapter 0520-12-01) and the public extended day outline.

  • Follows all applicable District policies and procedures, state and federal laws and regulations, and standards of quality and safety. Explains policies, procedures, laws and regulations to staff and parents when necessary.


  • Models behaviors that reflect knowledge and understanding of special needs, growth and development patterns of children in PreK - 12 grades and appropriate activities for that age group.

  • Guides assigned groups of children in activities which may include literacy enrichment, instructional interventions, homework assistance, meal time, recreational and structured play and special events.

  • Observes student behavior and provides appropriate redirection for their safety and well-being.

  • Assists in implementing behavioral objectives. Models appropriate social and play skills. May work with individual students to help them adjust behaviorally in social situations.

  • Provides instructional support and homework assistance as needed.

  • Assists in cleaning and storing of materials after completion of activities.

  • Assists students with special needs and/or in need of special attention. Provides assistance with daily living routines, skills and concepts including personal hygiene, toileting, dressing, self-feeding. May assist with physical health needs and adjusting special/adaptive equipment for student use. Lifts or assists students in and out of special needs equipment as necessary.

  • Performs routine clerical tasks as required

  • Organizes and/or participates in special programs or projects as assigned.

  • Performs other related duties as assigned or directed.
Minimum Qualifications:

A program Site Worker shall be at least twenty-one (21) years of age if hired after June 30, 2017 and shall meet at least one (1) of the minimum qualifications listed below:

Minimum experience required


Two (2) years of college training or a Department recognized credential in business or management, child or youth development, early childhood education or related field.

One (1) year of full-time or two (2) years of part time school age care documented work experience (paid or unpaid) in a group setting


High school diploma or equivalent educational credential recognized by the Department: Tennessee Early Childhood Training Alliance (TECTA) certificate for completing thirty (30) clock hours of orientation training, or the equivalent as recognized by the Department.


Two (2) years of full-time or four (4) years of part time school-age care documented work experience (paid or unpaid) in a group setting. Four (4) years of full-time experience in a group setting.


Has been continuously employed as an on-site program director or child care agency owner since July 1, 2000.

Within the first thirty (30) days of employment by a program, a Site Worker shall complete an orientation provided by the Department of Education.


Shall Complete at least thirty (30) hours of professional development each school year.

Knowledge, Skills, and Abilities:
  • Basic knowledge of child growth and development, instructional procedures and practices applicable to students in PreK - 12, and policies of the District
  • Knowledge of age appropriate activities for children in PreK – 12 grades
  • Ability to guide instructional plans for homework, arts or crafts and computer skills
  • Ability to assist with the implementation of a specialized instructional program
  • Ability to watch and redirect inappropriate student behavior
  • Ability to work effectively with children and adults
  • Ability to follow written and oral instructions and to perform all required task
  • Ability to communicate effectively, both orally and in writing.
Physical Requirements and Working Environment:
Physical Demands: Requires sedentary work involving standing or walking for brief periods, exerting up to 10 pounds of force on a regular basis; and some dexterity in operating office equipment; must be able to use hands and fingers.


Unavoidable Hazards: The position is exposed to no unusual environmental hazards.


Sensory (ADA) Requirements: The position requires normal visual acuity and field of vision, hearing and speaking abilities.
