DEFINITION
Under close supervision, develops the knowledge, ability, and other qualifications to perform the duties of an Electric Lineman/Linewoman. Performs a variety of semi-skilled and skilled tasks in the construction, maintenance, repair and inspection of the Electric Utility Department's transmission and distribution systems and performs related duties as assigned. This work may involve operating backhoes, derricks, bucket trucks, etc. This position is subject to emergency call back for after-hours work.

The Electric Line Apprentice classification is considered a climbing job. Electric Line Apprentice function is in a learning capacity and assists in the duties specified below. Once learned and at the completion of the apprenticeship program, incumbents will be expected to demonstrate the ability to "journey-up" to the full working level of the Lineman/Linewoman classification series.

SUPERVISION EXERCISED AND RECEIVED
Receives supervision from the Electric Foreman/Forewoman or from others as conditions require.

Examples of Duties

Duties may include, but are not limited to the following:

Constructs, reconstructs, repairs and maintains overhead and underground distribution circuits, subtransmission circuits and substations.

Installs, connects, removes, maintains and repairs equipment on lines such as transformers, cutouts, capacitors, lightning arresters, streetlights, re-closers, regulators.

Installs poles, anchors, crossarms, insulators and strings wire.

Installs vaults, conduits and pulls conductor.

Terminates cable systems on poles, transformers, switching equipment and in vaults.

Installs distribution substation equipment such as transformers, circuit breakers, disconnects, buswork, etc.

Runs new services from poles or service boxes to customer facilities.

Troubleshoots and tests individual customer services.

Performs complex rigging techniques using winches, block and tackle, ropes, slings, hoists, etc.

Frames, sets, removes, wood or steel poles and associated anchors and guys.

Makes connections and performs work on lines energized @ 120V through 230 KV using rubber gloves and hot line tools.

Climbs wood poles, steel structures, or ladders.

Constructs/removes/maintains transmission towers.

Installs/removes cross-arms, guy wires, insulators, disconnect devices, switches, capacitors, and various pole top apparatus.

Lay out, measures, cuts, installs, terminates, and splices various types of cable.
Connects pole bolt, pad mount, and submersible transformers.

Assists Electricians in the installation, maintenance, and wiring of electric substations.
Performs phasing tests on high voltage circuits.

Performs maintenance functions on transmission and distribution lines.

Installs and maintains night-lights, streetlights and street lighting equipment.

Applies principles of electrical theory to line construction and maintenance of network underground systems.

Operates various types of equipment including; backhoes, tractors, front-loaders, rock saws, hole diggers, boom trucks, digger derricks, forklifts, water trucks, bobcats, cable pullers, cable-tensioners, trenchers, pole-stubbers, portable generators, portable/hydraulic pole setters, jackhammers, and other related equipment.

Operates aerial lift trucks and boom trucks.

Operates Lodi Electric vehicles, in the course of work, that may require a class "A" license.

Installs/repairs cubicle/transformer wells, transformers, sprinkler systems, fences, landscaping, driveways, walkways, sewer/water pipes, and storm drains.

Mixes, pours and finishes cement/concrete.

Assembles/disassembles/pre-fabricates various material/parts.

Installs residential and commercial meters of various types.

Inspects trench, conduit, transformer pad/well, switching cubicle, pull box and vault installation.

Inspects for G.O. 95 and 128 infractions.

Cleans up and transports hazardous materials and toxic substances, such as PCBs.
Uses chemicals for various tasks.

Installs shoring, backfills, jets and compacts trenches and other various excavations.
Performs cable locating, when necessary.

Uses various types of tools to paint.

Picks up and delivers materials.

Removes and installs asphalt.

Digs holes, trenches, splice pits manually or using power equipment.
Assists in traffic control.

Instructs, directs, and may train subordinates.

Uses mobile data terminals, as required, to process appropriate documents in order to accurately report time and reconcile jobs.

Installs/removes and performs routine maintenance on dusk to dawn street lights.

Installs/removes and performs maintenance on overhead and underground residential and commercial services.

Connects/disconnects electric service.

Inspects and approves customer service facilities.

Performs minor tree trimming.

Performs testing, phasing and energization of new and reconstructed circuits.

Performs maintenance functions such as inspections, pole testing, resagging, cleaning of vaults and enclosures and necessary repairs and corrections.

Diagnoses, locates and clears trouble on primary and secondary overhead and underground lines and streetlighting systems.

Participates in switching operations of the system and obtains loading data for system studies.

Performs many of the above functions on energized lines, utilizing appropriate hot line tools.

Maintains tools and equipment in clean and workable condition and assures that all tools from the tool room are returned after each use.

Maintains good housekeeping in the job, around the yard and on the vehicles.

Typical Qualifications

Knowledge of:
Basic math;

Basic safety rules and procedures;

Safe use of hand and power tools.

Ability to:
Make satisfactory progress toward obtaining skills necessary to become a journey-level Electric Lineman/Linewoman;

Fully develop the qualifications of an Electric Lineman/Linewoman within three and one-half (3 ½ years) of employment in the position, including successful completion of the journey-level Electric Lineman/Linewoman examination;

Read and understand job manuals, safety procedures, and training manuals on electrical theory and principles of electric distribution;

Read and interpret written instructions;

Remember and follow a series of directions;

Work safely on and around high voltage conductors and equipment;

Climb wood poles, steel structures, and ladders;

Perform work at heights in a safe manner;

Perform physically strenuous work for extended periods of time;

Learn to operate line trucks and other equipment safely;

Learn line construction methods and techniques;

Learn knots and rigging used in line work;

Learn material and tool nomenclature;

Learn work site protection and safety precautions;

Learn hazard identification;

Learn Lodi Electric radio operation and etiquette;

Learn to read a wire print and diagram;

Learn to operate a variety of equipment safely;

Attend classes after normal working hours to obtain knowledge required for the job;

Obtain and maintain a Class A Driver's License;

Learn and operate line construction equipment and tools.

EDUCATION AND EXPERIENCE
Any combination of experience and education that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education: High school diploma or equivalent. Completion of a course of study at a recognized Electric Line Apprentice college.

LICENSES AND CERTIFICATES
In possession of a valid Driver's License (Class C) issued by the California Department of Motor Vehicles by time of hire. Incumbent must obtain a valid Class A California Driver's License within 6 months of employment.

WORKING CONDITIONS

Environmental Conditions- Works outdoors in varied weather conditions including cold, hot, rain and high winds. The work environment will occasionally include high noise levels and/or exposure to hazardous substances (i.e., solvents, PCB's chemicals, etc.) that could, if precautions are not followed, pose a health risk. Approved respiratory and safety equipment shall be worn when hazardous substances are being handled. Work near energized power lines and equipment.

Physical Conditions- Essential and marginal functions may require maintaining physical condition necessary for sitting, standing, bending, stooping, and walking for prolonged periods of time. Carrying up to 40lbs and 70lbs occasionally. Climbing will include but not limited to, climbing up and down poles and ladders, and climbing into and down from vehicles. Work in locations inaccessible to mobile equipment and in confined spaces such as underground vaults. Emergencies, critical system conditions, or outage limitations may require that work be done at night and/or under time restraints. Use various office equipment and handheld devices. System priorities may require extended periods of overtime including working weekends.

United States citizenship is not required. All new appointees are required to successfully complete a probationary period of twelve months.


EMPLOYMENT BENEFITS


SALARY - The starting salary is the first rate shown on the job announcement. Advancement to the higher steps of the salary range is based upon merit in accordance with the Salary Ordinance and Rules for Personnel Administration. Eligibility for the first merit increase is effective after 12 months and for additional merit increases after one year intervals until the employee has reached the maximum step.


HOLIDAY, VACATION, SICK, AND ADMINISTRATIVE LEAVE - Holiday - An average of 13 paid holidays per year. Vacation - 2 weeks paid vacation annually, increasing with length of service depending upon the appropriate labor agreement. Sick Leave - 10 days per year depending upon the appropriate labor agreement. Administrative Leave - Management/Mid-Management positions receive 80 hours per fiscal year, and specified professional/technical positions receive 40 hours per fiscal year (Pro-Rated).


HEALTH INSURANCE - Medical, Dental and Vision plans are available for employee and dependents. A portion of the premiums may be the employee's responsibility.


LIFE INSURANCE AND LONG TERM DISABILITY - The City pays the full premium for employee and dependent life insurance, and offers a long-term disability plan that provides up to approximately 2/3 of an employee's salary.


RETIREMENT AND DEFERRED COMPENSATION - The City of Lodi is a member of the Public Employees' Retirement System (P.E.R.S.). Lodi is not a member of the Social Security System except for the required medical contribution. Employees may participate in a 457 Deferred Compensation program.


FLEXIBLE SPENDING ACCOUNT - Employees may participate in a Section 125 Flexible Spending Account.
