Position Title: EI Childhood Mental Health Specialist

Department: Clinical Services

Reports to: Director of Clinical Services

FLSA: Exempt

Supervisor responsibilities: N/A

Pay Range: $55,830.53 - $56,156.80 annually (this rate based on 1.0 FTE, PT and Flex will adjust to reflect FTE category)

General Description:

Provide early childhood mental health services for children 0-6 years of age according to the requirements of the CDHS Early Childhood Mental Health Services Grant, focusing on building capacity of early care and education providers, promoting best practices in the implementation of strategies, and timely provision of early childhood mental health support, especially for those at higher risk because of behavioral difficulties and disabilities.

Essential Duties/Responsibilities:

  • Assessment:
    • Assess the needs within the early care and learning environment related to supporting positive social emotional development in young children and managing challenging behaviors using the following tools:
      • Preschool Mental Health Climate Scale – Pre and Post-Consultation.
      • Devereux Early Childhood Assessment – Clinical (DECA-C) – Pre and Post-Consultation for both parent and classroom.
    • Monitor expulsion and suspension trends and discuss trends with ECMH supervisor to create plans and potential solutions.
    • Assess the needs of parents to support consistent strategies for supporting positive social emotional development in young children and managing challenging behaviors using the following tools as appropriate:
      • Parenting Stress Index – Pre and Post-intervention.
      • Pregnancy related depression screenings to support appropriate referrals.
      • Ages and Stages Questionnaire (ASQ and ASQ-SE) to screen for possible developmental and social emotional delays to support appropriate referrals.
  • Intervention:
    • Provide evidence-based interventions within the classroom and/or family home based on the Coaching Plan for each site/classroom and family.
    • Utilize intervention strategies that build on the routines of the child, classroom schedule and family.
    • Build on the strengths and the priorities identified by classroom staff and families to guide appropriate supports and services.
    • Develop strong, positive, collaborative relationships with classroom staff and families to enhance the effectiveness of supports delivered.
    • Respond to the cultural and linguistic diversity of children and families.
    • Carry out observation and assessment with sensitivity and regard for the uniqueness of each child.
    • Demonstrate knowledge of early childhood development and early parenthood relationship development.
    • Practice proactive strategies when responding to families at risk.
    • Empower classroom staff and parents to implement strategies within natural environments and routines
  • Teaming:
    • Provide consultation in team meeting format and 1:1 for sites and families referred.
    • Participate in regularly scheduled Learning Collaborative/Technical Assistance calls facilitated by the ECMH Unit of CDHS/OEC.
    • Participate in regularly scheduled reflective supervision
    • Participate in regularly scheduled El Paso County Coaches meetings

Other Duties/Responsibilities:

  • Participate in professional opportunities (committees, workshops, conferences, journal readings) based on personal professional development plan.
  • Act as transdisciplinary team facilitator and/or scribe on a rotating basis as needed.
  • Participate on the Early Childhood Mental Health team, and share ideas/best practice with other professionals.
  • Other duties as assigned.
  • Driving responsibilities related to job.

Job Qualifications:

Knowledge, Skills and Abilities:

Knowledge, background and training in general development, with focus on addressing behavioral challenges with children in day care settings. Specific experience with Early Childhood Mental Health issues and intervention strategies. Strong written and verbal skills. Strong attention to detail and excellent time management skills. Experience leading and ensuring quality control efforts.

Education and Experience Requirements:

Minimum: Master’s Degree and eligible for licensure in Clinical Social Work, psychology, or related field with focus on early childhood mental health (LPC, LCSW, Clinical Psychologist, etc.). Three years’ experience working with young children with social emotional concerns or behavioral challenges and working within an early care and education environment.

Preferred: Licensed professional, such as LCSW, LPC, Clinical Psychologist; Level 3 or 4 endorsement in Infant Mental Health. Five years working with young children in a transdisciplinary team model.

Material and Equipment Directly Used: Computers/tablets, Printers, Copy Machines, Personal Vehicle, Cell phones/telephone, Cloud based systems and software, etc.

Working Environment/Physical Activities: Office and Community Sites. Moderate physical activity required, such as walking, sitting, standing, and lifting up to 20 pounds. Frequent sitting and standing. ADA accommodations at the request of the employee. A working vehicle, valid CO driver’s license (unless active Military family), and auto insurance coverage with bodily injury and property damage liability coverage ($100,000/$300,000/$100,000 coverage recommended) are required.
