The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:

1.1 BACKGROUND

The USCG Training Center Cape May located at 1 Munro Ave, Cape May, NJ, 08204 requires a pianist and organist necessary to perform Religious Support Services. The service requirements include Protestant Religious, and Catholic Religious services. Provided services will cover regularly recurring services and rehearsals, as well as special events and rehearsals conducted at TRACEN Cape May IAW this SOW.

1.2 SCOPE

Musical participation is an integral and required part of Christian faith practices. As such, a professional pianist and organist (herein referred to as “director”) is required by the Command Religious Program. It is paramount that the director come from a relevant musical background, whether that be a formal or non-formal setting. The nature of the work requires active participation in a religious community on the base.

1.3 OBJECTIVE

The goal of this solicitation is to find a suitable music director to fulfill the musical needs of the command religious program at Training Center Cape May.

2.0 SPECIFIC REQUIREMENTS/TASKS 2.1.1 The Music director shall provide service for 104 regular services, 52 regular rehearsals, up to ten (10) special services during each 12- month ordering period. The Music director can expect that a majority of this work may be performed outside of the core hours and on weekends or holidays. Rehearsal day/time may change based on the services or Government’s needs. The Music director shall be present for the entirety of a rehearsal, service, program or event.

The Music director shall support up to ten (10) special services each year. The Unit Technical

Representative will notify the Music director’s Program Manager when/if these services are required and the approximate length of the special service. These services shall include a one-hour rehearsal and set up/tear down for each.

2.1.2 Specialized Qualifications for the Director: The director shall possess the appropriate qualifications to play an eighty-eight (88) key upright piano, and a one hundred and twenty-two key (122) and thirty-two (32) pedal organ. “Qualifications” is defined as documentation proving a minimum three years-experience accompanying a vocal choir for comprehensive worship service requirements. The director must demonstrate rhythmic accuracy, music sensitivity, and an overall appreciation for sensible music aesthetics. The director shall possess the ability to sight-read undergrad level music.

The director shall provide the necessary support to facilitate worship music at the religious services. Musical selection is prescribed by the chaplains as their religious service requires.

Music shall range from traditional and liturgical hymns to modern and contemporary worship songs. The director may not deviate from programmed music and activities without the approval of the Chapel Staff.

2.1.3 The Music director’s preparation for rehearsal shall include, but is not limited to, taking direction from the Chaplin or representative for the service in order to be fully prepared to perform the worship set consistent with the common practice and theology of the service in a professional manner.

2.1.4 The Music director shall provide professional accompaniment for specified congregation in all services. The Music director shall arrive no less than 30 minutes prior to start and stay 30 minutes after the end of service for set up/tear down. The Music director shall provide a pre-lude and postlude in consultation with the Chaplin or his/her representative. The Music director shall coordinate their performance with any volunteer directors that may participate in the service.

2.1.5 The Music director shall provide musical direction for specified congregation in all services.

The Music director shall arrive no less than 30 minutes prior to start. The Music director shall provide a

prelude and postlude in consultation with the Chaplin or his/her representative. The Music director utilizes regular services for the recruiting, equipping, motivating, and developing directors and/or choir members as appropriate for the service.

2.1.6 The Music director’s preparation for rehearsal includes, but is not limited to, taking direction from the Chaplain and providing creative planning for the services in order to prepare a worship set that is consistent with the common practice and theology of the service.

2.1.7 The Music director shall set up and clean up their work area to include musical support equipment prior to and upon completion of functions. The Music director shall clean up all debris and discarded materials resulting from operations at the end of day. Music director shall ensure that the facility used is properly secured upon departure.

2.1.8 Services under this contract are not considered to be mission essential. Payment will only be made for services actually provided. The Government will not be held responsible for services which were scheduled but not provided, including, but not limited, to closures/cancellations due to inclement weather or power outages.

2.1.9 The Music director shall consider all information and conversations within the chapel environment to be confidential in nature and shall not reveal information related to patrons or chapel business. This includes, but is not limited to, social media. The Music director shall not share information about individuals or families who attend chapel services or are at the chapels for any reason.

2.1.10 Attire: All Music directors and sub-Music directors will dress in business casual at all times.

Shirts: Button-down shirt, blouse, sweater, polo shirt, short or long sleeve, is acceptable. No tshirts or tank tops. Shoulders and cleavage are to be covered.

Pants: Dress pants. Must be clean, pressed, and free from frays at the hem. No jeans, yoga pants, leggings, or athletic wear of any kind.

Dresses or Skirts: All skirts and dresses shall be a minimum of knee length.

2.1.11 Attendance: The Music director’s Program Manager will notify the Unit Technical Representative in writing of any inability to complete any section of the contract due to staff absences no fewer than three (3) business days prior to the event.

2.1.12 The Music director shall uphold the integrity of the Religious Support Office. All behavior and language shall be in keeping with the US Coast Guard Values. This includes, but is not limited to social media.

2.1.13 The Music director shall, at his/her own expense, obtain all necessary permits, give all notices, pay all license fees and applicable taxes, comply with municipal, State, and Federal laws, ordinances, rules and regulations applicable to the business carried on under this contract.

2.1.14 Director Responsibility The director is responsible for reporting any issues or necessary upkeep relating to the musical instruments provided by the chapel. The director must observe all safety and security requirements before, during, and after performance of duties. The director is expected to present a neat and clean image and to wear appropriate professional business attire in the performance of their prescribed duties.

2.1.15 TRACEN Specific Requirements TRACEN Cape May is a boot camp setting, and the majority of church attendees are Coast Guard recruits. At a minimum the director shall limit direct interaction with recruits to what is strictly necessary to perform their duties and shall not pursue interpersonal relationships with recruits during their time at TRACEN Cape May. The director will direct any recruit who interacts with them toward the chaplains or chapel staff in any situation regardless of how significant or insignificant the director may perceive it to be.

3.0 MUSIC DIRECTOR PERSONNEL

3.1 CONTINUITY OF SUPPORT

The Music director shall ensure that the contractually required level of support for this requirement is maintained at all times. The Music director shall ensure that all contract support personnel are present for all hours of the workday. If for any reason the Music director staffing levels are not maintained due to vacation, leave, appointments, etc., and replacement personnel will not be provided, the Music director shall provide e-mail notification to the Contracting Officer (KO) prior to employee absence. Otherwise, the Music director shall provide a fully qualified replacement.

4.0 PERIOD OF PERFORMANCE

The period of performance for this contract is a one-year base period with four one-year option periods for a total of up to five years service.

4.1 PLACE OF PERFORMANCE

The primary place of performance will be TRACEN Cape May chapel (building 281), Cape May, NJ 08204 or at the designated location where TRACEN Cape May command religious programs are to be performed.
