DSHS's Behavioral Health Administration is looking for a project manager to oversee the development of a new system.

As a Senior IT Project Manager, you will provide SDLC oversight for critical BHA IT projects. The primary objective of this role will be the delivery of a new pharmacy software solution to meet the business and clinical needs and reporting requirements.

You'll lead projects that integrate innovative technologies and new ways of conducting business!

You will be responsible for providing project management of IT development initiatives: including new system development, and significant enhancements for mission-critical BHA projects which are rated as Risk Level 2 or 3 (highest) by the Office of the Chief Information Officer (OCIO). The Project management of the full Software Development Life Cycle
(SDLC) is to include the development of project charters, requirements documents, risk management artifacts, project schedule and resource planning, change management, as well as status reports to the project’s Governance Committee and post-implementation “lessons learned”.. Additionally, you will provide tactical leadership and mentorship for staff. Your use of project management best practices and coordination with stakeholders will facilitate the delivery of complex technology solutions used to ensure patient safety. Your business analysis skills will give DSHS technology options that transform lives by supporting sustainable recovery, independence, and wellness.

This job is Olympia HQ-based with a telework option, although allows for mobility as you interact with staff at campuses throughout the state. There may be some onsite work at the state psychiatric hospitals working directly with the pharmacy staff. Although temporary, this full-time project assignment is funded through June 2023. Be prepared to use your project management and business reasoning, interpersonal, and technical skills as you help lead our modernization efforts that transform behavioral healthcare in WA State.

Some of what you will do:
  • Create all required project initiation and planning documents to comply with OCIO, DSHS, and BHA standards.
  • Lead meetings in conjunction with the project Technical Lead to ensure that project tasks are on track and document weekly status reports with updates to the MS Project plan actuals.
  • Create and maintain all dynamic project plans, i.e., project schedule, resource plan, risk log, issue log, etc.
  • Provide all OCIO-required project documentation, including the Implementation Plan, per OCIO guidelines.
  • Manage and coordinate agency project targets, facilitate project meetings, and work with staff to assign tasks, and coordinate changes.
  • Ensure that identified risks that merit mitigation has strategies and owners assigned and monitor the efficacy of those strategies.
  • Ensure Organizational Change Management (OCM) practices are in place for a smooth adoption.
  • Serve as a Business Analyst for potential IT projects, which standardize across all BHA facilities.
  • Guides an assigned Business Analyst to develop organizational change materials, including communications end-user training, and provide Go-Live (implementation) support.

Required qualifications: -
  • A Bachelor’s degree in a related field, such as Information Systems, Project Management, Business Administration, or Healthcare Management.
  • If the degree is not in Project Management of Business with a focus on Project Management, then Completion of at least 35 classroom hours of Project Management Training from a college or university or from a Project Management Institute (PMI) Registered Education Provider. (Holders of the PMI PMP automatically meet the Project Management 35 hours education requirement.)
AND
  • Seven years of consultative, administrative, or supervisory experience in the information technology business analysis or project management.
  • A Master’s degree in a related area may substitute for one year of the required experience.
  • AND (may be concurrent) Two years of scheduling or managing project schedules using MS Project.
AND
  • A minimum of two years of experience working in a hospital setting, working with clinical or administrative staff. Two years of consulting work with hospital clients may substitute for this required experience. A CPHIMS certification may also substitute for this requirement as it demonstrates the required hospital – IT knowledge.
