Our Director of Security provides professional direction, leadership, and coordination of all aspects of Serco’s national / industrial security program across the entire North American division to include Canada.

The primary mission of Serco’s Security organization is to focus on, and ensure the protection of, U.S. national security interests, including thorough adherence to the company’s Foreign, Ownership, Control, and Influence (FOCI) mitigation agreement, the Special Security Agreement (SSA), and the requirements of the National Industrial Security Program Operating Manual (NISPOM). To achieve this mission, Serco Security will provide training and advice to our employees on SSA requirements and the proper handling of classified information and respond promptly to inquiries regarding SSA and industrial security matters. We are committed to enhancing SSA and industrial security awareness and serving the needs of our internal and external customers.


You will lead the development of work scopes, security operational procedures, policies, and overall strategic planning for the multifaceted security activities to include the Insider Threat Program. You will oversee the operations of fifteen cleared facilities and the integration of security systems, operations, and technologies designed to protect the national security interests of the United States per the NISPOM and other regulatory requirements.

You will also provide strategic leadership, consultation, and expertise related to Serco’s physical security environment and security technologies.


The CSEC team consists of a diverse and decentralized team ranging from coast to coast and border to border. The team ranges in experience from one year to over 20 years with a combined experience pool of over 250 years. The focus is on the protection of national security interests and team collaborations.

This role will interact routinely with executive staff at all levels and members of our Board of Directors. In addition, you must be able to work directly with DCSA and other government security offices.


This position will report to our Senior Vice President and General Counsel.


In this role, you will:

  • Serve as a principal point of collaboration, leadership, and expertise to both internal and external stakeholders on professional and operational matters pertaining to the mission, goals, objectives, and work scope of the program.
  • Provide advanced technical leadership and direction to subordinate staff, and community organizations and representatives within a broadly specified area of professional expertise, in accordance with program goals and objectives.
  • Recommend, participate in the development of, and establish security policy and procedures; establish and implement short- and long-range departmental goals, objectives, policies, and operating procedures; monitor and evaluate program effectiveness; effect changes required for improvements.
  • Represent the organization to internal and external customers and serve as primary security liaison between governmental agencies and/or investigative agencies.
  • Oversee all facets of the daily operations of the security program, ensuring compliance with regulatory requirements.
  • Participate as a member of NCMS and management team; provide input and subject matter expertise to leadership regarding security matters.
  • Develop and manage annual budgets for the organization and performs periodic cost and productivity analyses; plan and develop strategies and programs for generating revenues for departmental use.
  • Oversee the supervision of personnel, which includes work allocation, training, promotion, enforcement of internal procedures and controls, and problem resolution; evaluate peak performance and make recommendations for personnel actions; motivate employees to achieve peak productivity and performance.
  • Perform miscellaneous job-related duties as assigned.

Qualifications:
To Be Successful in this role you will have:
  • Bachelor's degree; at least 10 years of experience related to the duties and responsibilities specified with 5 years of supervisory experience managing large, diverse, decentralized team.
  • Advanced knowledge and understanding of concepts, principles, methods, and techniques within the security field to include, personnel, COMSEC, classified processing and storage, physical and technological security.
  • Expert knowledge of National Industrial Security Program Operating Manual, Intelligence Directives, and Foreign Ownership Control and Influence (FOCI) mitigation agreement required.
  • Experience overseeing the operations of cleared facilities and the integration of security systems, operations, and technologies designed to protect the national security interests of the United States per 32 CFR Part 117 National Industrial Security Program (NISPOM) and other regulatory requirements.
  • Experience in the planning, development, implementation, and operation of a security program for cleared facilities.
