Responsibilities:

The Director of Project Planning and Delivery (PPD) reports to the Senior Director of Infrastructure and provides overall management and leadership of PPD for Mission Support and Test Services (MSTS). Enterprise-wide infrastructure is undergoing historic consolidation and modernization efforts to meet current and future mission needs, and this position is integral to driving required project planning, execution, and performance. PPD plans and executes all infrastructure projects in support of the various mission areas of the NNSS in accordance with company policies and procedures. These projects vary from recapitalization of major elements of the NNSS infrastructure (power, water, roads, etc.), design and construction of new facilities, to installation of new capabilities with our major mission facilities such as the Device Assembly Facility and U1a Underground Complex. The value of the overall project portfolio will vary from year to year and can be in excess of $200M.

The Director is responsible for leadership, oversight and execution of the projects, supporting Project Managers and execution teams with necessary critical reviews and evaluations, development and implementation of resulting response plans, and to ensure successful execution of projects including meeting cost, schedule, and performance requirements. The Director will be required to be resident at the NNSS and/or NLV Campus for the majority of the time to ensure proper leadership of the projects which are in various stages of execution. In addition, the Director will work directly with the sponsoring Program Managers for funding and customer interface requirements, Engineering, Construction and Procurement for project execution requirements, and other MSTS support organizations.


Key Responsibilities
  • Support the achievement of Infrastructure’s organizational goals and objectives embracing the company’s core values and expected behaviors with a commitment to operational excellence.
  • Develop and implement a strategy for effective integrated project team application.
  • Responsible for Integrated Project Team efficacy for programs and projects under his/her purview.
  • Support development of Critical Decision documents in accordance with DOE O 413.
  • Develop, manage, and execute line-item projects in accordance with MSTS policies and procedures and DOE O 413.
  • Managing PPD team to Schedules/Budgets.
  • Responsible for the overall performance, efficacy, and direction of PPD.
  • Ensure PPD achieves cost and schedule objectives through sound project management principles.
  • Plan and implement an annual expense budget.
  • Develop coordinated long-range programs, plans, and budgets in accordance with Company policy and objectives.
  • Coordinate functional capabilities through integrated long-range planning to accomplish present and future mission.
  • Responsible for Integrated Project Team efficacy for programs and projects under his/her purview.
  • Embrace and model the Company values and expected behaviors with a commitment to operational excellence.
  • Drive a continuous improvement mentality and actively encourage the use of lean principles within areas of responsibility.
  • Lead a coordinated and integrated approach to meet NNSA/NFO and NNSA strategic initiatives for the programs, projects, and activities under his/her purview.
  • Actively assist in defining technologies, competencies, and skills required to develop and accomplish directorate goals.
  • Anticipate risks and assures risks inherent in operations are identified, controlled, or mitigated.
  • Serve as an official Company representative to partners, clients, industry groups, representatives of government and regulatory agencies, and the general public in the community of the establishment.
  • Hold managers and individual contributors accountable to Company policies, procedures, behaviors and core values.
Qualifications:
  • Master’s degree in related field or equivalent training and experience, plus a minimum of 20 years of related and progressively responsible experience.
  • Demonstrated ability to lead an organization comprised of bargaining and non-bargaining (~ 400 people).
  • Leadership experience within the DOE/NNSA Facilities Complex to include conduct of operations principles and integrated work control requirement understanding and compliance.
  • Ability to obtain a Department of Energy Q Clearance (position will be cleared to this level).
  • Management experience in federal government sector, NNSA/DOE highly preferred.
  • Management experience in maintenance program implementation/improvement for customers with multiple facilities/locations.
  • Management experience with budget for large maintenance portfolios and programs, including the use of subcontractor execution.
  • Excellent verbal and written communication ski`lls on technical and non-technical topics.
  • Ability to exercise clarity and directness in all forms of communication.
  • Innovative and have good problem-solving skills.
  • Ability to make sound decisions based upon limited information.
  • Demonstrated ability to negotiate creative and innovative solutions at the executive level from competing sets of interests and perspectives.
  • Demonstrated success as an enabling team member and partner for mission and mission facility operations.

  • The primary work location will be at the Losee Road facility in North Las Vegas, Nevada.
  • Work schedule for this position will be 4/10’s, Monday-Thursday (subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver's license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Department of Energy Q Clearance
(position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $206,315.20- $340,412.80.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
