The Office of International Students and Scholars (OISS) at the University of California, Santa Barbara (UCSB) serves the needs of international students and scholars as well as the UCSB community who work with this international population. OISS provides administrative assistance, counseling, advising, and programming to the campus community. The staff meet with students and scholars about immigration, employment, housing, health care, financial concerns, academic problems, travel, and personal issues.

Brief Summary of Job Duties

Responsible for department services, processing of immigration documentation, and compliance of federal immigration regulations for international students and scholars. Oversees the department's mission, services, mission continuity, goals and priorities. Serves as the Primary Designated School Official and the Responsible Officer for the campus. Interfaces with the U.S. Department of Homeland Security, U.S. Department of State, and state and other government agencies as well as international education groups. Develops internal controls to mitigate risk, and maintains a current business continuity plan to ensure immigration processes remain in status. Applies knowledge of immigration regulations for F-1 & J-1 students as well as H-1B's, a scholar program visa categories to ensure compliance. Reviews and interprets federal laws, regulations pertaining to international students/scholars, and advises campus partners on impacts of campus policy and decisions. Using advanced knowledge and specialized skills, advises students and scholars regarding federal regulations, academic, personal, financial and acculturation issues; responds to crisis situations involving the international community. Responsible for the overall management of a $1.6 million departmental budget with multiple fund accounts. Hires, trains, directs, supervises, and evaluates staff, including the OISS Designated School Officers and Alternate Responsible Officers with SEVIS oversight. Works with the IT team on the IT needs for the department to include UCSB's Student Exchange Visitor Information System (SEVIS) and integration with SUNAPSIS. Serves as a liaison and consultant on all areas for the campus in regard to immigration regulations and policies as well as international exchange activities. Advises and assists the international student and scholar community.

Required Qualifications

  • MA in Higher Education or a related field, or five years of related experience in a higher education setting.
  • Experience working with international students and scholars.
  • Knowledge of immigration regulations for F-1 & J-1 students as well as H-1B scholar program visa categories and how they relate to campus policies regarding student registration/leave/withdrawal and employment. Analytical ability to interpret federal regulations.

Preferred Qualifications

  • Interpersonal, written and verbal communication and presentation skills to communicate effectively to diverse audiences, and to interact sensitively with international and multicultural constituencies.
  • Experience with Sunapsis, Google suite, and Microsoft Office products

Job Functions/Percentage of Time/Duties

35% Department Leadership

  • Responsible for department services and processing of immigration documentation for students and scholars. Oversees the department’s mission, services, mission continuity, goals and priorities. Ensures that programs, technical resources and administrative operations are congruent with departmental objectives, values and pedagogy. Responsible for management-level decision making regarding departmental personnel, policies, and resources.
  • Ensures compliance of federal immigration regulations for international students and scholars. Serves as the Primary Designated School Official and the Responsible Officer for the campus. Develops internal controls to mitigate risk, and maintains a current business continuity plan to ensure immigration processes remain in status.
  • Implements and maintains a comprehensive department assessment plan to include strategic planning; learning/operational outcomes, data management and analysis, evidence-based decision-making and alignment of practice to the division and university’s mission.
  • Responsible for holding in-depth knowledge of policies/regulations affecting all international students and scholars. Defines, interprets and establishes policy consistent with federal regulations and campus policy to facilitate international student enrollment and campus international exchange activities. Maintains current knowledge of all information regarding immigration, state and federal international policies & regulations pertaining to students and scholars. Works with campus departments and colleges on all financial, academic, and policy matters that pertain to international students and scholars. Works with UCSB’s Academic Senate to analyze the impact of policy decisions on international student and scholars’ immigration status, enrollment and activities.
  • Represents OISS on relevant committees such as the Senate Committee on International Education, UC Systemwide Committee of Director of International Offices, UCSB Task Force For Global Engagement, etc., and reviews and comments on the agreement between UCSB and other universities.
  • Assists the Assistant Vice Chancellor with functional areas related to academic support services. Participates in the SASS Directors group and works as part of a team to ensure cluster mission continuity, collaboration, integration of IT and strategic planning.
  • Works with campus initiatives to support campus’s diversity, equity and inclusion, and accreditation and retention efforts as needed.


35% Immigration Policy, Exchange & Government Relations Management

  • Acts as a liaison and consultant for the campus in all areas related to immigration regulations and policies as well as international exchange activities. Appraises college deans, provosts and Office of Research on changes and developments pertaining to international student and J-1 visa scholar exchange activities. Provides follow-up briefings, materials, etc. as requested.
  • Advises the University Office (system wide) Education Abroad Program (EAP) office on immigration regulations and visa policies that affect international students and J-1 visa scholars who come to the UC system through the auspices of UC EAP. Collaborates with the Graduate Division on the development of petitions and leave policies and assists in the development of graduate student exchange agreements.
  • Monitors and develops campus response to proposed and implemented changes in federal and state laws and policies that affect non-immigrant students and scholars.
  • Provides guidance/support for the issuance of Certificate of Eligibility forms for F-1 and J-1 non-immigrant students and scholar statuses; and the transfer of immigration sponsorship of F-1 and J-1 students and scholars. Provides guidance/support to the campus to address international student and scholar policy analysis needs, and to facilitate recruitment efforts for international faculty, researchers and lecturers applying for H-1B.
  • Understanding of the Export Control compliance considerations required for international scholars.
  • Evaluates the effectiveness of the J-1 Exchange Program. Provides summary of cross cultural activities, identifies areas that may affect quality and quantity of the J1 Visitor Program, and recommends actions for implementation and correction. Provides an annual report to the Department of State.
  • Advocates, in collaboration with the UCDC Office and UCSB's Government Relations office, with federal and state personnel and agencies for laws and policies that affect non-immigrants including immigration, visas, social security, and driver's licenses. Responds to requests from the UC Office of the President to evaluate the impact of federal and state regulations on non-immigrant students and J-1 exchange visitors.
  • Maintains liaison relationship with various United States government agencies (Department of Homeland Security, Department of State, Social Security Administration), U.S. and foreign embassies, consulates and private organizations (such as Institute of International Education, Latin American Scholarship Program of American Universities, AMIDEAST, NAFSA: Association of International Educators, Tri-County International Educators Network).


25% Department Management

Financial Management

  • Responsible for the overall management of a $1.6 million departmental budget with multiple fund accounts. Ensures compliance in use of various funds and accounts. Prepares budget and recharge proposals, and reports for division leadership. Oversees fees and the budget for orientation programs. Responsible for working with the Student Affairs’ Grants and Development to seek new funding sources through private donations and grant opportunities. Also works with development staff to coordinate annual stewardship reports and to cultivate new potential donors as opportunities arise.


Human Resource Management

  • Oversees the management of human resource processes and approvals. Supervises career staff, and provides leadership and guidance to staff in accordance with their goals and job objectives. Responsible for establishing standards of performance, and reviewing appropriate classification of duties. Convenes staff for training, morale, strategic planning and assessment.
  • Hires, trains, directs, supervises, and evaluates staff, including the OISS Designated School Officers and Alternate Responsible Officers with SEVIS oversight. Ensures training of all staff members who are responsible for various aspects of interpreting immigration policies, applying immigration laws (as per US Federal regulations), and issuing documents to students and scholars.
  • Ensures compliance with department, campus and federal policies and procedures, and that departmental goals and objectives are met accurately, effectively, and on a timely basis. Responsible for staff decisions that affect non- immigrant students and scholars in terms of their immigration and/or employment status. Consequences of such errors could result in stakeholders’ loss of legal status, inability to be employed, and deportation from the United States.


Informational Technology Management

  • Works with the IT team on the IT needs for the department to include UCSB's Student Exchange Visitor Information System (SEVIS). Responsible for the administration and management of SEVIS for as it pertains to immigration processing for students in the F-1 status and for exchange visitors in the J-1 status. Works with campus IT to implement and oversee vendor software contracts (e.g. SUNAPSIS) and ensure integration to campus systems and data integrity and accuracy.
  • Uses advanced knowledge of federal regulations and campus policies to identify problematic individual student status issues in the SEVIS data and works with appropriate campus and federal officials to bring students into campus and/or federal compliance.
  • Oversees the review, evaluation and correction of SEVIS transactions created by OISS staff. Updates events on SEVIS RTI (Real Time Interface) that cannot be processed using SUNAPSIS software. Oversees data fix requests to SEVIS Help Desk at the Department of Homeland Security.


5% Support Services & Student Advising

  • Oversees informational workshops on immigration/visa regulations, particularly as they relate to work permission and travel. -Ensures department offers orientations for all incoming international students and scholars, cultural and social events and conversation programs.
  • Oversees the management of timely and accurate communication to student organizations, and the UC International Student Advisors listserv.
  • Advises and assists the international student and scholar community, responds to local and national events that trigger distress for the international student and scholar community and ensures collaboration with relevant departments to address crisis situations. Liaison/advocates on behalf of students with campus departments, other educational institutions, community and government agencies. Works to resolve high pressure immigration with relevant parties on and off campus.
  • Provides general academic advice/assistance within the context of immigration/visa regulations and university policies related to completion of degree requirements, academic probation and disqualification, major/course selection, leave of absences, graduate school admission and other educational issues and goals.
  • Advises, assists and/or refers for further assistance, international students and their dependents on matters pertaining to campus and federal regulations (U.S. visa processing, maintaining immigration status, compliance with SEVIS regulations, employment authorization, change of non-immigrant status, extension of status, reinstatement to student status, etc.), and financial and legal issues.
  • Provides information and appropriate referrals to other campus departments and community resources. Work with staff, campus and UC partners to create an inclusive environment for students and scholars. Provides consultation to the campus about how to facilitate international student inclusion and adjustment to the university, and American culture.
