Description of Job




We are looking for a collaborative leader to provide strategic agency partnership, service management, service catalog, and demand management to all OIT services and customers. This includes taking an end-to-end view of the quality of IT services and being proactive in the continual improvement of service delivery. At OIT, service management includes service lifecycle governance, service strategy, service design, service management, service pricing and bundling, service demand, and service improvement.

As our new Director of Service Line Management you will work to create and maintain an accountable culture to meet customer needs along with a service management culture throughout the state government by establishing policies and strategies that ensure business-focused objectives, processes and procedures, as well as consistency in how services and systems are planned, budgeted, managed and controlled throughout their life cycle.

Your day to day work will entail the following:

  • Driving initiatives around business metric improvements, value add improvements, simplification of service offerings, and shared services adoption.

  • Providing business management, governance, and direction to ensure overall success of large, complex initiatives and services.

  • Partnering and coordinating with technical owners on service launches/rollouts and service obsolescence/transitions.

  • Analyzing service performance, competitiveness, and trends in the marketplace to develop strategies that grow revenue, shared adoption, and agency/customer satisfaction.

  • Identifying initiative scope and definition of work backlogs/requirements including financial benefits, ROI, and business case.

  • Coordinating with OIT stakeholders, finance, and technical owners on service forecasts, volume outlooks, and pricing; to meet goals.

  • Monitoring the day-to-day operations and rhythm of the business for the service portfolio assigned, establishing and maintaining the working plan and roadmap.

  • Developing and implementing processes, methodologies, and sharing best practices to support customers and the technical team in their goals and objectives.

  • Contributing to the establishment of a common set of practices, tools and templates for the product and service management program and ensuring standards are being followed.

  • Identifying and escalating issues that threaten a product offering's roadmap success, making recommendations on how to mitigate or solve issues.

  • Facilitating planning sessions to support and produce a prioritized list for technical owner consideration.

  • Assisting with preparations for service review presentations and coordinating with cross-functional teams.

  • Communicating the service offering(s) roadmap(s) plan in coordination with the OIT‘s current objectives and value propositions.

  • Understanding the business’s drivers and strategy including long range planning, strategic roadmap creation, transparent financial and service reporting.

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.

Minimum Qualifications:


A minimum of ten (10) years of experience in an occupational field related to the work assigned to the position. Experience must include the following:

  • IT Service Management/program management leading programs/projects within IT and with external providers.
  • IT finance, billing, and chargeback methodology experience.
  • Sales/business relationship management experience.
  • IT process and governance experience.
  • Technical or business product ownership.
  • Technical or business strategic roadmapping, planning, and delivery.

A minimum of three (3) years of management experience which may include indirect management of teams within a matrixed organization.

Bachelor’s degree from an accredited institution in a field of study related to the work assignment or the equivalent in relevant work experience.

Substitutions:


Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications.

Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.

Additional, appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.


Preferred Qualifications:

Master’s degree in above areas, especially Business Administration or Information Technology.

Relevant IT certifications (e.g., PMP, Scrum, ITIL, ADKAR, Lean, Six Sigma, etc.).

Relevant experience in building customer relationships and intelligence.

In-depth knowledge of OIT finance, billing, and methodology

Conditions of Employment:


OIT employees must comply with any screening procedures in place at state entity locations where they might be required to perform work.

A pre-employment background check will be conducted as part of the selection process.

Positions supporting some agencies such as the Department of Corrections and the Department of Public Safety will also require a pre-employment drug test.

This position may require travel within the specified geographic area, and to locations across the state as needed.

This position may require on-call duties as needed by the position.


Supplemental Information

If this posting indicates “remote from anywhere in CO” in the title, periodic reporting to the primary state work location designated for the position is required. All remote work must be performed in Colorado.

While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position. A reasonable timeframe for relocation will be established on an individual basis, while considering business needs, and determining a start date.
