KLICKITAT VALLEY HEALTH is looking for a full-time DIRECTOR OF OUTPATIENT CLINICS to oversee our Family Medicine, Behavioral Health, Dental and Optometry clinic.

This salaried, exempt position, offers great benefits including medical, vision, dental, Rx, retirement, life insurance, long term disability and generous PTO accrual.

KLICKITAT VALLEY HEALTH *is a rural, critical-access hospital located in scenic Goldendale, Washington only two hours from Portland along the breathtaking Columbia River Gorge. KVH offers emergency and acute inpatient care and a full scope of ancillary services including General Surgery, Diagnostic Imaging, Laboratory, Respiratory Therapy, PT / OT, Behavioral Health, Dental, Pain Management and Hospice. The hospital also owns a busy, well-established primary clinic that is located on hospital campus. Inpatient care is managed by 24/7 Hospitalist staff. KVH employs over 300 staff.

GENERAL SUMMARY:*
The Director of Outpatient Clinics directs the business, technical, and clinical support activities of a multi-specialty
rural health clinic. Functional areas include Primary Care, Express Care (Same Day Clinic), Pain Management,
Behavioral Health, Dental Clinic and Optometry Clinic. The Director works closely with the Medical Director and
Supervisors to establish and maintain safe, efficient, patient-centered processes and workflows. The Director
prepares the clinic’s annual budget, ensures optimal daily patient flow and allocation of resources to meet demands
for services and facilitates communication and collaboration with staff, providers, and other departments to problem
solve and/or manage projects. The Director of Outpatient Clinics serves on the Senior Leadership Team and
reports directly to the CEO.
ESSENTIAL FUNCTIONS / RESPONSIBILITIES (but not limited to):

  • Mission, Vision and Values: Organizational mission, vision, values and strategic goals are clearly understood and demonstrated. Maintains a positive work and growth environment for all Family Medicine employees. Supports planned change. Promotes KVH in the community by participating in sponsored events when available.
  • Planning and Coordination of Services: Services are planned, coordinated and delivered with the patient’s needs as the primary focus. Ensures patient access through provider schedule management and patient flow coordination. Monitors the delivery of services to ensure compliance with all regulatory agencies including the Department of Health, as well as hospital policy; Serves as a liaison between clinic, internal support departments, community, referral sources, referral targets, external vendors. Assists with analysis of monthly and annual data from various sources (fiscal, quality and customer satisfaction surveys). Implements plans to address areas needing attention.
  • Communication: Listens to and attempts to resolve multifaceted concerns of patients, families, employees and physicians/providers as needed. Written and verbal communications are accurately delivered in a timely, clear and respectful manner. Appropriately communicates with staff regarding expectations, operations, work methods and changes. Uses interpersonal skills to give constructive feedback/criticism in a nonjudgmental, positive and confidential manner. Ensures each functional area conducts a monthly staff meeting.
  • Process Improvement: Process improvement (PI) is provided through services which reflect understanding and attempt to meet patient/customer needs and expectations. Promotes “cost effectiveness” through identification and implementation of cost saving measures where practical, while maintaining quality. Researches and presents ideas and/or information to enhance clinic operations.
  • Safety: Promotes a clean, safe work environment and ensures staff receive training in the use of Personal Protective Equipment (PPE). Reports any unsafe work conditions or occurrences through the appropriate channels. Enforces organization’s Infection Prevention, Safe Patient Handling and other safety-related standards and policies to minimize risk of harm to patients and staff. Ensures proper and safe handling and disposal of all hazardous materials.
  • Budget Management: Develops the department budget, reviews/monitors monthly budget reports for expenditure appropriateness, analyzes variances and adjusts or takes corrective action as needed to ensure annual budget objective compliance for: operating expenses, productivity utilization/FTE staffing requirements, use of resources, etc. Ensures that necessary supplies are ordered and available when needed.
  • Strategic Management: Develops and implements the clinic’s goals and objectives for service lines, operational effectiveness, quality measurement outcomes, service delivery modification/change, etc. and maintains current action plans. Interfaces with providers regularly to facilitate proactive communication. Focuses on provider retention and satisfaction to manage preventable turnover.
  • Department Administration: Develops, administers, evaluates and interprets policy and practice for all employees in the delivery of patient care; provides training for employees and educates on best practices; in cohort with the Medical Director, address provider concerns and clinic productivity.
  • Staffing/Selection: Participates with HR in the recruitment, interviewing, selection, training and evaluation of providers and clinic leaders. Assesses educational needs of staff and develops or provides educational resources to meet those needs. Establishes and maintains work schedules to ensure adequate clinic coverage. Responds to daily staffing needs/adjustments as needed. Monitors staff turnover and evaluates controllable factors/causes which influence/impact employee separations.
  • Personnel Management: Acts as a role model for staff; determines appropriate staffing levels/requirements as well as experience/skills/qualifications needed; manages and motivates employee relations/behaviors/performance by inspiring through coaching, feedback, evaluation, recognition; conducts performance appraisals of employees; and disciplines staff as needed.
  • Productivity: Monitors quantity and quality of daily work output and implements low census staffing adjustments as needed. Manages productivity of providers and physicians in conjunction with the Medical Director.
  • Customer Service: Promotes a culture of “service excellence” within the department by putting courtesy before efficiency. Ensures that employees understand customer service departmental goals, expectations and the connection between patient experience and loyalty. Continually seeks avenues to provide enhanced customer service.
  • Compliance: Demonstrates knowledge of and abides by applicable statutory, regulatory and administrative requirements relative to the clinic’s operation/accreditation and accountable for compliance. Participates on assigned committees / work groups.
  • Professional Development: Participates in other healthcare and clinic professional organizations, and networks with other clinic leaders as possible. Supports improvement and innovation in the work place.
  • Performs other duties as assigned.

QUALIFICATIONS:Minimum Education, Training & Experience (includes licenses or certifications):

Education / Licensure:

  • Bachelors degree or equivalent in training and experience required.
  • Medical Office Management certification including CMPE, CPPM, CMOM, or CMM required.

Experience:

  • Minimum three years progressively responsible leadership experience in an ambulatory care setting.
  • Experience working in a designated Rural Health Clinic or Federally Qualified Health Clinic strongly preferred.

Skills/Knowledge/Abilities:

  • Thorough knowledge of clinic operations, best practices and standards.
  • Requires critical thinking skills, decisive judgment and the ability to work with minimal supervision.
  • Must be able to remain calm under stressful circumstances and take appropriate action.
  • Demonstrated ability to accomplish the delivery of safe and efficient services including knowledge of the business, financial, and regulatory requirements of a Rural Health Clinic.
  • Demonstrated ability to effectively manage personnel including creative staffing solutions, proactive performance management, strong communication, team-building, and conflict resolution.
  • Positive and effective interpersonal and communication skills with colleagues, patients, families, and providers; ability to share information and resolve conflict in a calm, productive, professional manner.
  • Promote/develop/deliver excellent customer service to both internal (patients, physician and staff) and external customers (visitors and vendors).
  • Adaptability is essential to manage the needs of a department with unpredictable volume and limited staff.
  • Detail oriented and able to analyze data to drive decision-making.
  • Excellent organizational and multi-tasking skills with ability to anticipate tasks and prioritize assignments.
  • Ability to produce action plans, clearly delegate work assignments and manage projects / productivity.
  • Experience with using everyday electronic tools (e.g., email, data retrieval, voicemail, fax machine, copier and internet/intranet) as well as ability to effectively utilize an Electronic Medical Record.
  • Proficiency with basic computer programs including Microsoft Word and Excel, and good typing skills.
  • Ability to read, write, speak and understand English.
