Director of Operations Job Description

Summary of Basic Functions & Responsibilities

Under the supervision and direction of the Superintendent, the Director will have supervisory duties over the Lead Custodian and Lead Maintenance Technician. The Director will, through Lead staff, indirectly and directly oversee all property management operations, will directly oversee all transportation operations for the school, and will be involved in the management of construction projects. Additionally, the Director will seek grant funds to help with improvements to building operations and facility infrastructure.

  • Work with Lead staff to supervise, develop and evaluate maintenance, grounds, equipment, operations, and custodial personnel ensuring adequate levels of safety and skills training, efficient utilization of resources, high productivity, and a high morale work environment.
  • Work closely with administration, principals, Lead and other staff to confirm that special facility needs related to education programs are completed.
  • Work with Corporation Business Manager to prepare annual budgets for materials, equipment, and personnel and associated annual plan and objectives.
  • Work with Lead Maintenance Technician to regularly perform required and appropriate inspections of school facilities safety conditions including coordination with outside agencies and inspectors.
  • Oversee and coordinate hazardous materials management and disposal.
  • Oversee outside use of facilities activities at the sites to ensure adequate staff training and uniform and equitable application of policies and procedures.
  • Provide leadership and training for the professional development of lead and building-level staff.
  • Develop, establish and maintain District-wide equipment, materials, performance and task standards for the work of site facilities, grounds and custodial staff and develop systems to affirm and hold employees accountable to set standards.
  • In coordination with Lead Maintenance Technician and Lead Custodian, plan, and oversee summer deep cleaning activities.
  • Manage the Corporation’s trash and recycling programs.
  • Develop systems alongside Lead staff to regularly perform required and appropriate inspections of school facilities conditions to identify preventive and remedial maintenance and safety needs.
  • Develop, implement and execute short and long-term plans, consistent with available budgets, to complete building, equipment and other facility preventative and remedial maintenance and repairs and remodeling cost-effectively and with good quality.
  • Work alongside Lead staff to manage the District’s Integrated Pest Management program.
  • Manage the disposition of surplus materials and equipment.
  • Provide timely and effective communication to appropriate District and site personnel.
  • Gather and provide appropriate data required to evaluate status of annual objectives and performance of job elements.
  • Attend South Henry School Corporation Board meetings, as requested, to share information about buildings, grounds, projects, etc.
  • Work with Lead Maintenance Technician to gather quotes, as needed, for goods and services related to transportation, maintenance, custodial, etc.
  • Manages the development and delivery of major bond construction and special projects related to design, alteration, remodeling, and inspection of new and existing district buildings, structures and site improvements.
  • Participate in the development of facilities construction work plan; assign work activities and projects; monitor work progress; review and evaluate work products, methods and procedures.
  • Mitigate the impact of construction and construction sequencing on educational programs by working collaboratively with the project consultants and contractors.
  • Understand and work effectively with people from different cultures.
  • Performs other duties as assigned that support the overall objective of the position.

  • Establish all regular bus routes, schedules and stops. Develop route maps for drivers, schools, etc. as appropriate.
  • Coordinate student transportation activities with school officials, department heads and other interested groups or individuals.
  • Check school bus specifications, to meet the need of the division and fully comply with state and federal regulations.
  • Recommend procurement of additional or replacement buses and disposal of old or uneconomical units.
  • Work alongside the Corporation Business Manager in the development of the transportation department budget and administer the expenditure of funds as allocated;
  • Maintain appropriate and required transportation records.
  • Collect data and develop all required school bus transportation oriented reports and insures their submission on a timely basis.
  • Insure compliance with the codes and pertinent policies regarding training, licensing, registration, and operational permits.
  • Recruit, recommend for employment, and evaluations of transportation department personnel.
  • Arranges for special transportation for summer school and other special needs circumstances.
  • Conducts continuing bus driver training and traffic safety program.
  • Supervise general maintenance program with specific attention to safety inspections.
  • Implement procedures to insure adequacy of maintenance phase of the safety programs.
  • Establish performance standards and supervise operational care, service and maintenance of all vehicles within the department.
  • Conduct accident investigations and supervise accident report to appropriate law enforcement and insurance agencies.
  • Work with Lead staff to evaluate safety of road conditions during inclement weather and provide timely information to superintendent.
  • Performs other duties as assigned that support the overall objective of the position.

Qualifications

Knowledge and Skills:

  • General terms, procedures and practices in the planning, design, construction, rehabilitation, maintenance, and operation of school buildings and facilities.
  • Effective group process and facilitation skills and public relations techniques
  • Effective written and oral communication using correct English and grammar skills.
  • Knowledge of grants and grant management.

Abilities:

  • Aid in the design of appropriate, effective, efficient, and safe facilities.
  • Interpret data from a variety of sources to extract necessary data for preparation of plans and reports.
  • Listen, analyze problems, and develop solutions.
  • Conduct research, prepare, and present oral and/or written reports and represent South Henry School Corporation locally, regionally, and beyond.
  • Control quality of project, schedules and budgets.
  • Perform a wide range of professional, administrative, advocacy, and liaison duties involved in the facility planning process.
  • Establish and maintain effective working relationships with District administrators and representatives of a wide variety of public agencies, community groups and private industry.

Education:

  • Degree or work-based experience in facilities management, general contracting, architecture, construction management, civil engineering or related field desirable.

Experience:

  • Five years professional management experience in school leadership, facilities planning, or construction work preferred.

Licenses & Certificates:

  • Requires a valid driver’s license.
  • Requires valid criminal history check and other child safety measures.
  • Class B Commercial Drivers License (CDL) preferred.
