SUMMARY

Reporting to the Chief Operating Officer, the Director of Facilities Management is responsible for all aspects of the University facilities, including plant operations, mail/shipping/receiving, deferred and preventive maintenance, departmental administration, including budgets and planning, university space planning & moves, and facilities event setup & coordination. The Director is also responsible for the environmental health and safety, energy management and sustainability, and coordinating campus capital projects. This position is designated as an essential personnel position requiring the incumbent to report to campus as needed, regardless of whether the University is closed, has a delayed opening, or closing early.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other related duties may be assigned.

Plant Operations

  • Lead the mechanical technicians, general maintenance, and custodial/housekeeping teams or related business partners. Provide vision, direction, and support to all team members to ensure effective strategic and operational alignment of staff performance, with a focus on service, responsiveness and quality.
  • Oversee operations, processes and systems to optimize effectiveness and performance of all facilities/building systems, including HVAC/Mechanical, Windows, Roofing, Utilities, Grounds, Work Tickets, etc. The incumbent will be expected to utilize appropriate metrics, industry benchmarks, and reporting to achieve targeted strategic and operational outcomes.
  • Implement proactive and best practice preventive and deferred maintenance plans to improve building programs, and manage schedules in compliance with all applicable building codes, licenses, and inspections.
  • The Director will implement and manage a inventory management system for plant supplies and equipment. Expected outcomes will be to minimize supply chain / logistic issues, lower spending, and to build effective preventive maintenance and planning into operations.
  • Oversee all facilities vendor management processes in conjunction with Director of Procurement/AP and in compliance with all applicable university policies related to soliciting competitive bidding/pricing, RFP/RFIs, Purchase Requisitions and Orders.
  • Develop and implement overall safety programs for all facilities in compliance with all applicable safety standards, including OSHA, Environmental Health, etc. Incumbent will be expect to manage the certification process regarding proper storage and disposal of hazardous and controlled waste in compliance with appropriate regulations and guidelines.
  • Accountable for energy/utility management for the university, including managing energy contracts & exploring sustainable or green energy options, coordinating with applicable utility companies, and compliance with prevailing energy compliance regulations.
  • As a member of the University's Emergency Management Team, the Director will be responsible for facilities emergency management plans, actions to ensure the safety of all students, faculty, staff and visitors. Coordinates with Chief of Public Safety on applicable safety protocols and systems.

Mail/Shipping and Receiving

  • Responsible for the timely and accurate receipt/distribution of all university mail and packages, including leading the mail team & establishing staffing backup processes, setting up delivery schedules, and coordinating with shipping/receiving companies.
  • Develop and implement related process documentation, stakeholder training and communication plans to keep the university community informed on how to best ship and receive packages and mail.

Space Planning and Events

  • Responsible for the implementing university space planning processes and building documentation to optimize building utilization and function. This includes managing requested offices moves and furniture needs, and providing expertise and related recommendations to business partners and other stakeholders.
  • Oversee all facilities event setups to make sure requested events are setup timely and consistent with work ticket/event calendar request.

Department Administration

  • Responsible for the overall management of the departmental office administration, including staff scheduling, office policies and procedures, compliance with applicable university policies.
  • Oversee departmental budget and planning processes, including both operating and capital budgets, strategic alignment and integration. Coordinate with the COO, CFO and Budget office to manage departmental and project budgets, conduct variance analysis with related corrective actions to bring budgets on plan and on time.
  • Maintains working rapport with township zoning officer, state fire marshal, EPA and similar governmental agencies.
  • Other duties as assigned.

SUPERVISORY RESPONSIBILITIES

  • Direct Reports include Supervisors for Technicians, General Maintenance, Housekeeping, and the Facilities Office Manager. Responsible for the overall direction, coordination, and evaluation of these units. Carries out supervisory responsibilities in accordance with University's policies and applicable laws. Responsibilities for interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
  • Responsible for supervising all external vendors and partners, project managers that provide maintenance service to all university facilities, building and grounds, including but not limited to landscaping, HVAC/Mechanical systems, snow removal if applicable.

Education/Experience

  • Bachelor’s degree in engineering, construction management or related field or associated experience required. Related technical certifications a plus.
  • Five to ten years of progressive management experience in leading a facilities operations and team required.
  • Experience in a K-12 or University setting desired.
  • Established customer service focus mindset with ability to interact with senior management, partners, employees, vendors, and clients from diverse backgrounds.
  • Demonstrated critical thinking and problem solving ability.
  • Project management, planning, and prioritization skills.

Technical Skills

  • Extensive knowledge of HVAC and building systems essential.
  • Knowledge of mechanical skills on various machinery and experience with using hand tools for minor repairs as needed.
  • Experience with managing a multi-building location required.
  • Extensive working knowledge of PC-based computer system.
  • Knowledge of BOCA, OSHA or similar safety codes.
