JOB OPPORTUNITY: DIRECTOR OF FACILITIES

AGENCY: MAINTENANCE & FACILITIES

POSTING DATE: 3/16/2023 – UNTIL POSITION IS FILLED

POSITION SUMMARY: Under general supervision, directs overall facility and property maintenance programs, as well as safety and risk management programs under jurisdiction of the County Commissioners (e.g., building and renovation projects; capital improvements; renovations; energy evaluations; and conservation programs.)

QUALIFICATIONS: Completion of post-secondary education or completion of four (4) years of high school or equivalent education plus related experience. Minimum five (5) years in facilities management with procurement and vendor management experience. Must possess a valid Ohio driver’s license and be able to meet bonding requirements.

DUTIES: Coordinates projects with an makes recommendation to the Commissioners and other staff in order to determine the strategic plan for county facilities and properties; determines materials and human resources needed to complete projects efficiently; assigns projects according to urgency, need, and other considerations; ensures projects adhere to established timelines and budgets; develops and plans strategies for expeditious completion of unexpected or emergency maintenance projects; develops strategies and programs to provide preventive and ongoing maintenance and prevent or minimize premature failure of critical system components and processes; and develops and oversees an effective system to determine priority of incoming maintenance requests.

Oversees equipment inventories, parts and services related to facility maintenance operations, reviews and plans for emergency maintenance projects, establishes maintenance preventative processes and work orders to minimize shut downs, assigns priorities to maintenance tasks and work orders, oversees and ensures completion of projects within the assigned timelines, assists with energy evaluations at county facilities, oversees contracts services and vendor management.

Manages acquisition of contract services, when needed, to complete extraordinary maintenance services or capital improvement projects which exceed the capabilities or personnel available within the county maintenance department; develops cost savings contracts; ensures accurate and efficient inventory activity; oversees service and supply contracts and the development of standards for materials and supplies; ensures compliance with contractual obligations (e.g., executes purchase orders, suborder releases, and other contract documents; and meets with vendors; (e.g., interview vendors and dealers seeking county business; directs solicitation process; resolves conflicts with agencies, vendors, and the public).

Administers activities for the procurement of materials, equipment, supplies, and services necessary for facilities and property projects (e.g., revises and implements purchasing and procurement procedures for use in various county departments; researches sources for placement on vendor list, secures price quotes and places orders with vendors for purchases that do not require formal bids; oversees the publishing of specific contract procedures; coordinates with officials on policy, fiscal, and budgeting matters; prepares cost studies, collects and analyses data to ensure that performance levels are acceptable (e.g., analyzes price listings and changes in market trends; analyzes purchase requisitions to determine most efficient method of purchase.)

Supervises department staff (e.g., schedules and assigns tasks, interviews job applicants, recommends discipline, evaluates performance, receives employee complaints, approves leave requests, attends or participates in meetings in which policy questions are reviewed or discussed.

Prepares, submits, and monitors departmental budget.

Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions. Maintains required licensures and/or certifications.

Demonstrates regular, predictable, and punctual attendance.

HOURS

Monday – Friday, 8a – 5p with flexibility for after-hours emergencies

COMPENSATION

$75,000 - $85,000 annually
