Purpose and Scope/ Job Summary
The Director will work closely with MBTA planning, operations, maintenance, public safety, system wide accessibility, procurement, and construction departments to procure, plan, implement, and oversee bus shuttle activities during planned and emergency diversions, and for long-term contracted bus transit services. The Director of Contracted Bus Services will oversee contracts with multiple vendors to provide services, develop policies, protocols, and metrics, and work with internal and external stakeholders to ensure safe, effective, and efficient service delivery to customers.

Duties & Responsibilities

  • Execute contracts to successfully deliver planned and emergency shuttle bus diversions and additional transit service programs.
  • Develop requests for proposals (RFPs) for shuttle bus contracts and service expansion pilots and oversee and manage existing contracts with 3rd party vendors.
  • In consultation with internal and external stakeholders, successfully explain shuttle bus and expansion program operations, plans, routing, wayfinding, and associated efforts, including at public events.
  • Assess and resolve incidents, disputes and complaints related to bus diversions and expansion programs.
  • Collaborate with a diverse group of internal and external personnel, including Procurement, Service Planning, Bus Transformation, Capital Delivery, Communications, Railroad Operations, Transit Services, and Government Affairs.
  • Develop and monitor budget associated with bus diversions and transit service programs, including managing/generating cost estimates, and keeping accurate records of data.
  • Manage vendor performance in relation to contractual agreements and ensure compliance to terms and conditionals of contract.
  • Respond to emergencies when necessary and resolve all immediate safety concerns.
  • Develop and manage reporting systems and procedures for contracted, and internally focused for bus diversions, including but not limited to hard and soft costs, materials, and oversight.
  • Identify and communicate risks to senior leadership. Develop and manage risk mitigation strategies for the implementation of large-scale programs/contracts.
  • Develop and manage metrics related to new service delivery products and bus shuttle diversion service delivery.
  • Assist in debriefings, resolving disputes, claims, litigation, and settlements.
  • Attract, direct, develop and manage a team of MBTA employees dedicated to the supervision and execution of the mission as defined by management.
  • Available to work as per assignment by the MBTA twenty-four (24) hours per day, seven (7) days per week as directed by supervisory personnel for severe weather conditions, emergencies or any other circumstances that may potentially impact service or the safety of service.
  • Uphold the rights and interests of the Authority while building and maintaining an effective relationship with contractors.
  • Assist in the management of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements and policies of the Authority including the EEO, Anti-Discrimination and Anti-Harassment and Anti-Retaliation policies.

  • Seven (7) years of relevant progressively responsible experience developing and managing performance systems to oversee contractor (s) related to the delivery of public services.
  • Five (5) years full-time experience of people management and/or project leadership.
  • Demonstrated experience and results in partnering with an executive team to drive organizations change.
  • Experience in managing risks and developing risk mitigation strategies for the implementation of large-scale programs.
  • Experience packaging financial analysis for executive board level presentations.
  • Demonstrated ability to effectively manage and motivate staff, particularly in a public sector environment.
  • Demonstrated ability to supervise and work effectively with a diverse workforce.
  • Ability to pass background screenings; and the MBTA’s drug and alcohol screening.
  • Handle sensitive and confidential information in an appropriate manner.
  • Ability to travel to locations throughout the MBTA’s service area.
