DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS

District F is one of the most ethnic and economically diverse districts in Houston. City Councilmember Tiffany D. Thomas seeks a detail-oriented and highly motivated candidate to oversee District F constituent relations and contributes as a key member of the team. The Director of Constituent Services will act as a liaison to community organizations, homeowner associations and city departments for the Councilmember and will work directly with city employees, district residents, connecting them to services offered by government agencies and organizations.

The ideal candidate will need to exhibit great patience and tact when assisting constituents and will have some knowledge of local municipal government and desire to master city programs and ordinances. Candidate must embrace fast paced environments, high demand deadlines and takes advantage of quiet moments. Director of Constituent Services serves as a key support staff for Councilmember Thomas (District F) to assist developing and implementing community engagement plans and organizing community priorities.

WORK DUTIES MAY INCLUDE, BUT ARE NOT LIMITED TO:

  • Responsible for directing the office’s constituent relations, including representing district residents in matters before government agencies, social service agencies, and private companies.
  • Act as liaison to state departments, agencies, and private companies to resolve constituent issues, answer questions, and address concerns related to housing, infrastructure, public safety, and solid waste and various concerns addressed via 311.
  • Track and draft responses to verbal and written correspondence regarding pending ordinances and policy issues. Includes research of legislative issues broadly related to housing and community development.
  • Managing distinctly different community plans for Alief, Westchase, Tanglewilde, Westmont, Carver Crest/Blossom Heights and Briar Meadow.
  • Support District F Office (DFO) various special initiatives – District F Job Fair, Annual Public Safety Town Hall, Disaster Related responses, Loving Our Seniors with BOLD, National Night Out any future corporate or community partnerships.
  • Representing DFO with housing agencies such as Houston Housing Authority, and housing services partners such as Baker Ripley, Alliance, Coalition of Housing etc.
  • Supports the Housing and Community Affairs Committee as co-clerk – producing materials, managing time of public speakers, supporting Chief of Staff in various requests to support Chair.
  • Attend community meetings and events on behalf of the Councilmember, including occasional nights, weekends, and certain holidays.
  • Accompany the Councilmember on occasional meetings, panels, community discussions.
  • Manage the Councilmember’s internship program.
  • Other duties as assigned.
WORKING CONDITIONS

This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.


MINIMUM REQUIREMENTS

EDUCATION
Requires a Bachelor's degree in Business Administration, Political Science or a closely related field.
EXPERIENCE
Two years of administrative, research or closely related experience are required.
LICENSE
A valid Texas Driver’s License and compliance with the City of Houston’s policy on driving (AP 2-2).

PREFERENCES

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**


Five years knowledge and experience of community engagement.
Bilingual (any language).
Familiarity with City of Houston operations and procedures.
Knowledge of District F, issues, and stakeholders.
Highly organized with the ability to manage and communicate intelligently with a high volume of constitute concerns and needs.
Proactive in communicating issues, trends, and recommendations in written and verbal form.
Must be comfortable working with a spectrum of constituents regardless of their language, ethnicity, race or educational level.
Flexibility.

Factors used in determining the salary offered include the candidate’s qualifications as well as the pay rates of other employees in this classification.
