About the Position: Director, Health & Financial Benefits Services - Benefits

In this exciting newly created role, the Director, Health & Financial Benefits Services will have the following key responsibilities:
  • Develop and leverage internal and external partnerships and networks to maximize the achievement of business goals by sponsoring and leading key community outreach and involvement initiatives; engaging key stakeholders in the development, executing, and evaluation of appropriate business plans and initiatives; and supporting associate efforts in these areas.
  • Partner and collaborate with the Design Team to determine overall global benefits strategies for the company and recommends a wide variety of innovative benefits offerings to fulfill such strategies in order to meet the workforce goals of the company by analyzing and understanding the needs of associates, their families, and associate segments; generating and proposing innovative ideas for benefits design improvements based on associate feedback; optimizing the overall value of benefits programs; designing and implementing benefits initiatives in conjunction with the company's total compensation objectives; analyzing trends, best practices, and the external competitiveness of proposed benefit changes; and coordinating proposals with internal and external stakeholders and industry experts.
  • Serve as a benefits expert by consulting with executive leadership on a range of benefits issues; conducting ongoing reviews of industry best practices and company plan performance; consulting with internal and external counsel; overseeing the forecasting and trend reviews; interpreting, developing, implementing and maintaining the systems and technology strategies and applications required for a wide variety of health and financial benefits offerings; and collaborating with internal teams (for example, Global Design, ISD, Payroll, Tax, Finance, Compliance, Communications, Compensation).
  • Analyze, forecast, and consult on a wide variety of global health and financial benefits by providing expert consultations on a wide variety of health and financial benefits related issues to company executives; completing and overseeing cost benefit analysis, forecasting, and trend reviews of current and proposed benefits offerings; benchmarking best practices; evaluating self-insured products and competitor and industry trends to develop recommendations for plan improvements; educating company divisions as to the market competitiveness of total benefits offerings across multiple industries; developing programs to attract, retain, and motivate the company's associates; demonstrating innovative health and financial benefit programs; and collaborating with the Finance Division on the short- and long-term costs associated with health and financial benefit programs including registration of company Stock.
  • Ensure compliance with legislative and legal requirements for all proposed health and financial benefits programs for the company by monitoring and responding to new and emerging health and financial benefits legislation; influencing emerging legislation; partnering with internal and external legal counsel to understand current and proposed legislation; developing, presenting, and executing proposed programs; presenting to executive committees and internal governing bodies to gain required approvals; preparing and maintaining required legal documents; overseeing corporate reporting including annual shareholder disclosure; ensuring adherence to legislation (for example, Sarbanes-Oxley (SOX), Employee Retirement Income Security Act (ERISA), Health Insurance Portability and Accountability Act (HIPAA), Consolidated Omnibus Budget Reconciliation Act (COBRA), Department of Labor (DOL), Internal Revenue Service (IRS), Securities and Exchange Commission (SEC)); serving as final sign-off authorization.
  • Determine overall operational and business strategies for managers who lead and supervise teams of experts who support the global associate base on multiple benefits plans by providing internal and external guidance, problem solving, and account resolution for all global health and financial benefits (for example, life, disability, medical, dental, profit sharing, 401k, stock purchase, internal health, financial plans, COBRA, critical illness, appeals, transplants, open doors, executive and officer plans, board of directors packages).
  • Manage external providers by providing leadership, setting strategy, directing execution, and managing internal senior-level relationships and a variety of external third-party administrators (TPAs) both domestically and internationally; negotiating terms and conditions of contracts; setting standards for acceptable outcomes; addressing performance issues and assessing penalties as needed; and establishing and reinforcing desired behaviors and service expectations to ensure accurate administration and compliance with tax codes and other applicable laws (for example, Employee Retirement Income Security Act (ERISA), Health Insurance Portability and Accountability Act (HIPAA), Consolidated Omnibus Budget Reconciliation Act (COBRA), Department of Labor (DOL), Internal Revenue Service (IRS), and Securities and Exchange Commission (SEC)); and ensuring financial accuracy of third-party administrators.
  • Develop, influence, and implement a variety of benefits policies, procedures, and initiatives by collaborating with government officials, business organizations, and other large employers on a range of health and financial benefits changes and transformational initiatives; developing presentations and providing updates and briefings to Administrative and Retirement Plans Committees and Walmart executives as needed; counseling executives about health and financial benefits issues to prepare them for participating in private meetings or speaking in public forums and presenting to government entities including congressional or legislative hearings; presenting health and financial benefits strategies and initiatives to senior Walmart officers; participating in media interviews; responding to media inquiries; developing health and financial benefits and healthcare presentations for a variety of audiences; and participating on a variety of boards and advisory panels on a state and national level.
  • Provide leadership and set direction for the Health and Financial Benefits and Strategic Services and Operations, Appeals and Transplant, and Executive Open Door areas by developing health, financial goals, budgets, and objectives; preparing realistic estimates of resource requirements; identifying specific action steps, accountabilities, and timelines for completion of Health and Financial Benefits and Strategic Services projects; ensuring benefit compliance; ensuring appeals protocol adheres to medical benefit plans; coordinating the planning of cross functional projects both internally and externally; implementing work process improvements; defining and communicating expectations for quality outcomes and process standards; staying informed of best practices within equity-based compensation, health and financial benefits and health care; and analyzing and evaluating issues and solutions for legal, regulatory, tax, compliance, accounting, and financial impact.
  • Provide overall direction by analyzing business objectives and customer needs; developing, communicating, building support for, and implementing business strategies, plans, and practices; analyzing costs and forecasts and incorporating them into business plans; determining and supporting resource requirements; evaluating operational processes; measuring outcomes to ensure desired results; identifying and capitalizing on improvement opportunities; promoting a customer environment; and demonstrating adaptability and sponsoring continuous learning.
  • Develop and implement strategies to attract and maintain a highly skilled and engaged workforce by diagnosing capability gaps; recruiting, selecting, and developing talent; supporting mentorship, workforce development, and succession planning; and leveraging the capabilities of new and existing talent.
  • Cultivate an environment where associates respect and adhere to company standards of integrity and ethics by integrating these values into all programs and practices; developing consequences for violations or non-compliance; and supporting the Open Door Policy.
