Responsibilities:
The Director of ECSE Program Operations will report to the Vice President of the Enhanced Capabilities for Subcritical Experiments (ECSE). The Director of ECSE Program Operations, working with the NNSS ASD Senior Team Lead (STL), is responsible for management, leadership, and execution of the NNSS portion of the Advanced Sources and Detectors (ASD) Project (nicknamed Scorpius), a $1.8 B investment in a new radiographic capability to diagnose plutonium hydrodynamics during subcritical experiments. In addition, working with the Vice President and the Neutron Diagnosed Subcritical Experiments (NDSE) and the Z-pinch Experimental Underground Source (ZEUS) teams, the successful candidate will support delivery of the NDSE/ZEUS capabilities, designed to diagnose the dynamic neutronic reactivity plutonium during subcritical experiments. Lastly, the Director, working with the Vice President, STL, and the ECSE line management, is responsible to recruit and hire personnel to ensure successful transition to operations for the Scorpius and ZEUS test beds. The design, fabrication, installation, and commissioning of the capabilities resides with the Director of ECSE Program Operations is funded by Defense Programs (NA-10).

Key Responsibilities:
  • Act as an adviser to peers and executive management team on issues that affect ECSE performance.
  • Establish policies defining management expectations for the ECSE Program Operations organization.
  • Lead the work to achieve the objectives of the ECSE portfolio.
  • Drive integration, safety culture, risk mitigation, process improvements, innovation, and developmental growth initiatives.
  • Attain ECSE objectives by organizing, developing, recruiting, managing staff, and developing directorate/division vision and strategies.
  • Work to improve organization's reputation among customers, sponsors, and stakeholders, through positive performance of the Enhanced Capabilities for Subcritical Experiments portfolio.
  • Oversee the management of administrative, costs, and schedule and performance of all functions supporting ECSE, including the evaluation of critical issues/impacts that determine corrective actions as required.
  • Develop metrics for review and performance monitoring.
  • Actively assist in defining technologies, competencies, and skill bases required to develop and accomplish the ECSE mission.
  • Ensure efficient operations, strive for cost reduction measures, and sustain quality services.
  • Collaborate with Sr. Management and other Directors relating to technical/policy matters.
  • Collaborate with heads of other organizational units to negotiate, decide on, and/or coordinate work-related changes affecting other organizations.
  • Develop strategic plans and approves operational and improvement plans driving toward the achievement of company business and financial goals.
Qualifications:
  • Master’s degree in related field or equivalent training and experience, plus a minimum of 20 years of related and progressively responsible experience.
  • Advanced degree in Science, Technology, Engineering, or Mathematics (STEM) preferred.
  • Extensive experience in the management and execution of mission projects.
  • Experience in personnel management and resolving personnel and programmatic conflicts including expert leadership skills and experience supervising others in a technical environment.
  • Specific knowledge of NNSA customers, stakeholders, and mission is required.
  • Experience working with DOE/NNSA Headquarters in both a technical support and program advocacy capacity is required.
  • Experience in technical proposal development.
  • Experience working with Project Control Specialists and procurement.
  • Exceptional communication and interpersonal skills and take responsibility for ensuring success for customers.
  • Excellent written and verbal communication skills, specifically the ability to explain and present highly complex ideas and concepts, as well as to influence employees and all levels of management.
  • Ability to delegate effectively and to lead, motivate and build highly motivated work teams.
  • Ability to travel and work non-standard hours on short notice if required.
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver's license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

(position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is: $206,315.20 - $340,412.80.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
