Position Summary & Responsibilities

Position Summary:

This position is responsible for ensuring security is maintained in accordance with established policy and procedure, implement risk reduction and reentry initiatives and oversees the operations at the EDCF Southeast Unit.

Job Responsibilities may include but are not limited to the following:

Manages the operation of a 210 medium bed satellite unit of EDCF ensuring security, control and operational elements are performed in accordance within established policy and procedure and risk reduction and reentry initiatives are supported and properly implemented. Ensures support services, such as maintenance, medical, food service, laundry, canteen, library, hobby crafts, mail and visiting are conducted as prescribed by existing policy and procedure. Plans and directs rehabilitation programs at the units. Reviews and monitors admissions, orientation and classifications procedures. Performs investigations of property claims and illicit acts within the units; and works in conjunction with the Enforcement, Apprehension and Investigative unit to develop cases and information on criminal acts committed by offenders at the units. Conducts periodic evaluation of programs and operations to determine efficiency and effectiveness in achieving departmental objectives. Conducts periodic physical and procedural inspections and drills to monitor compliance with rules, regulations, accreditation standards, policies, general orders and other specified procedures. Develops & recommends appropriate alternatives to resolve identified problems.

Directs unit staff regarding assignments. Delegates specific tasks ensuring the workload is appropriate. Ensures that the administration of Unit Team functions is accomplished correctly, on time, and distributed to the appropriate staff or agencies. Initiates changes in operations and procedures as necessary to maintain the work flow of the Unit. Effects training of subordinates to ensure proficiency, accuracy and professionalism of the work produced. Disseminates relevant information and discusses problem areas and acts to maintain a cohesive professional work environment. Directs, assigns, monitors, and evaluates security, provides training and instructions necessary to maintain accountability, control and order through appropriate security measures.

Serves as a member of the Program Management Committee (PMC) for the Southeast unit to review and monitor custody and detail assignment, parole eligibility, program agreements and facility transfers. As a member of PMC for EDCF, is responsible to review recommendations pertaining to classification changes on every inmate on a 120 day basis, approving or disapproving recommendations from the Classification Department. Monitors preplanned and designed population control methods to remain with in population capacity, reduce inmate movement within the unit and to provide employment /program availability for all offenders willing and able. Oversees correctional and rehabilitative programs including academic, vocational education, classification and records, volunteers, religious, mental health and recreational activities. Reviews progress reports and other reports prepared by unit staff concerning offenders assignments to ensure public safety is not compromised. Coordinates work with other departments and community representatives through conferences and continuous exchange of information. Prepares reports and collects, interprets and utilizes data from reports on various aspects of offender management.

Administers programs for effectively maintaining the safety and security of the public, employees and offenders. Develops and monitors contingency plans for handling emergency situations in the event of a major disorder, riot, hostage situation or other emergency. Takes command, organizes and implements the strategy for resolution. Determines need, evaluates results and monitors all investigations and the collections and dissemination of intelligence information.

Directs the enforcement of discipline to ensure fair hearings and proper disciplinary measures. Responds to offender correspondence and deals directly with offender grievances and property claims.

Contributes to effective public relationship with the community and agencies where inmates are utilized. Attends community functions, meetings to promote positive and effective work relationship with those groups’ interactions with the units. Plans and organizes the assignment of facility work crews in response to approved community requests for offender labor.

Participates in committees and designated groups to examine issues regarding policy, legislation, training and rules and regulations. Assists with planning, development and administration of budget recommendations to central management. Prepares reports and other documents describing the operation of the facility. Meets with civic groups and other parties regarding relationships, problems or developments at the facility or within the Department of Corrections or the correctional field.

Performs inspections of the units to ensure all posts are properly manned and department and facility’s rules and regulations are adhered to. Makes weekly inspection tours of the units and notes and reports on safety, sanitation and operating conditions of the facility. Takes corrective action where deficiencies are noted. Assists in resolving conflicts between staff and between inmates and other persons. Periodically makes a tour of the units on 2-10 and 10-6 shifts to ensure consistency of operations.


Qualifications

  • Minimum Qualifications: Bachelor’s degree with major coursework in criminal justice, the social sciences, the behavioral sciences, or public administration and three years of experience in the field of corrections, including at least one year of supervisory and administrative/management experience (UTM/CSIII or above). Additional experience may be substituted for the required education as determined relevant by the agency.

    • Agency Approved Substitution for Required Education:

      • Completion of 60 semester hours of coursework from an accredited college or university, including 12 hours in criminal justice, the social sciences, or the behavioral sciences, and five years of experience in the field of corrections including at least three years of supervisory and administrative/management experience.

      • Ten years of experience in the field of corrections including at least five years of supervisory and administrative/management (UTM/CSIII or above)experience in the field of corrections.

  • Preferred Qualifications:

    • Incumbent must possess good overall physical and mental condition consistent with unassisted ability to perform, with or without reasonable accommodation, all statutorily defined activities, duties, and Essential Functions of managers/administrators.

    • Extensive knowledge of principles and practices of business or correctional administration. Thorough knowledge of factors which produce crime, and attitudes, problems and behavior of residents who are restrained in a correctional setting. Thorough knowledge of modern correctional methods, principles & practices. Comprehensive knowledge of principles & practices of correctional programs, security and support operations.

    • The ability to interact with co-workers, subordinate staff and residents to establish and maintain effective working relationships and carry out effective case management; ability to interpret and apply regulations, policies and procedures of the KDOC and general orders of the facility; strong writing skills; ability to develop and implement complex administrative procedures and operations and utilize computer software applications in evaluating their effectiveness and efficiency; and the ability to think and act quickly during an emergency.

  • Post-Offer, Pre-employment Requirements:

    • Candidate must take and pass a drug-screen test approved by the Division of Personnel Services unless promoting, transferring or demoting from another safety sensitive position within the agency.
    • Candidate must have a valid Driver's License and must be at least 21 years of age at the time of appointment.
    • Candidate must be free of felony convictions. Must be free of misdemeanor convictions involving domestic battery, as an adult, unless the conviction was for a battery committed prior to July 1, 1997 and has been expunged.
