The Department of Public Health (DPH) is seeking a strong and experienced professional to support the Offices, including but not limited to, contracts and procurements, human resources, labor relations, and IT operations. The selected candidate will have additional ANF functions which include ensuring effective communication at all levels. To best support and meet these Offices' day-to-day administrative and contractual needs, the Deputy will manage, oversee and guide a 2-3 member team. Each team member provides dedicated expertise, data, and reporting needed for the team to ensure proper oversight, guidance, and planning. The incumbent will work with the team to develop systems to track, and manage procurements and contracts

The “Offices” is a consolidated Administration & Finance (ANF) unit under the Office's ANF Director. The Offices supported by this team include the Commissioner's Office, General Counsel's Office, Office of Preparedness and Emergency Management, Office of Local and Regional Health, Office of Population Health including Office of Data Management and Outcome Assessment, Office of Health Equity, and the Registry of Vital Records as well as special grants related to COVID-19 and Vaccine Equity and future public health emergencies.

Duties and Responsibilities (these are a general summary and not all-inclusive):

Contract Management, Administration & Fiscal Oversight

  • Reviews and processes contracts and commodity purchases within designated programs to assure conformity to Operational Services Division (OSD), Office of State Comptroller (CTR), and Executive Office of Health and Human Services (EOHHS) fiscal rules and regulations.
  • Assesses and processes multifunctional equipment lease agreements. Review and analyzes fiscal contract information submitted by DPH Offices or Programs and provider contract requests.
  • Oversees construction of contract packages, ensuring timelines, appropriateness as to form, consistency with DPH spending plan priorities, and accuracy of the content.
  • Provides guidance and oversight in developing tools, resources, and reports used by the Analysts and Specialist to provide comprehensive fiscal information to Office leadership.
  • Provides oversight, support, and assistance to the Offices ANF team around procurement and contracting.
  • Oversees Offices' tracking systems and processes to ensure consistency and accuracy among all Offices and report out to the Director at regular intervals.
  • Assists the Director with overall departmental operations responsibilities, including process flow evaluation, policy review and recommendations, participation in committees and groups.

Team Leadership, Personnel Management & Support

  • Utilizes team building strategies and provides direction, encouragement, support, and motivation to ensure the success of the team.
  • Oversees, supports, and provides input and guidance to staff regarding training and professional development.
  • Develops practical communication tools and feedback mechanisms to provide support, motivation, and feedback to the team.
  • Conducts annual performance evaluations of the staff they directly supervise.
  • Ensures staff members they supervise have the appropriate training to utilize the Commonwealth Information Warehouse, MMARS, Excel, and any other applications.

Leadership Support & Reporting

  • Provides contract and procurement analyses and services to the ANF Director as requested.
  • Ensures Offices align programmatic goals with the fiscal requirements needed to achieve those goals. Activities such as researching revenue enhancement, cost-containment initiatives, spending trends, financial analysis, budgeting, and staff resource planning.
  • Monitors, supports, and provides essential resources and training to their team, the ANF staff embedded within the Offices, the Office Directors, and other appropriate staff.
  • Provides technical assistance and training to senior program and fiscal staff.
  • Maintains active and efficient communications with key internal and external stakeholders.

Preferred Qualifications:

  • In-depth knowledge of the state budget process, accounting system, purchasing, revenue management and expenditures; an ability to learn MMARS, the Commonwealth Information Warehouse, and state/federal finance laws and regulations.
  • Strong staff management, team building and decision-making skills.
  • Demonstrated leadership skills including the ability to build productive teams and motivate individuals at all levels of an organization in the pursuit of the common objective.
  • Understanding of public health infrastructure and operational management.
  • In-depth knowledge of the state comptroller process and procurement law and regulations.
  • Comprehensive knowledge of the DPH mission, programs, and priorities.
  • Knowledge and understanding of procurement and contracting rules and regulations.
  • Exceptional communicator with strong written/verbal skills, solutions-oriented, creative and strategic problem-solver.
  • Understanding of and commitment to health equity, diversity, and inclusion.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
