Job Duties

About Us:

Our mission is to serve injured workers and Ohio employers through expeditious and impartial resolution of issues arising from workers' compensation claims and through the establishment of adjudication policy.

The Ohio Industrial Commission (OIC), Office of Human Resources, is seeking an experienced Labor Relations/EEO professional with a strong knowledge of labor relations/collective bargaining. The ideal candidate must be a strong leader and possess excellent problem-solving and communication skills with attention to details.

What You'll Do:

Under the general direction of the Chief Human Resources Officer,

  • Directs all Labor Relation functions, Equal Employment Opportunity (EEO)/Affirmative Action (AA), & Americans with Disabilities Act (ADA) operations of Ohio Industrial Commission (OIC);
  • Represents management’s interests in all labor relations/collective bargaining matters, identifies existing & potential labor problems & recommends solutions;
  • Travels to regional offices as necessary to gather information & conduct investigations related to grievances & disciplinary issues;
  • Plans, develops & administers agency-wide EEO & Affirmative Action programs for the Ohio Industrial Commission, that includes implementation of agency policies, development & monitoring of the EEO Strategic plan, & related compliance programs, management of agency's EEO complaint process, ensures programs' compliance with state/federal regulations (including Civil Rights Act, Administrative Rules, Executive Orders, Age Discrimination In Employment Act & Americans With Disabilities Act), investigates, responds, writes & documents position statements, & resolves claims;
  • Makes recommendations to administrative authority regarding needed corrections or improvements;
  • Reviews anti-discrimination & ADA policies & procedures for agency, & supervises two staff;
  • Responsible for the ongoing development & implementation of the agency’s Diversity Recruitment Strategic Plan;
  • Assists the Chief HR Officer in designing overall agency performance goals, competencies & anchors & monitoring performance review compliance;
  • Serves as ePerformance Administrator for the agency by reviewing & approving all performance evaluations, on behalf of the Executive Director & the Chief HR Officer;
  • Must conduct themselves professionally at all times & in accordance with the IC’s standards of customer service which require employees to act in a respectful & impartial manner while providing accurate information & timely issue resolution & abiding by the agency’s Confidential Personal Information Policy.

Qualifications


3 yrs. exp. in collective bargaining, which included contract administration & management representation with regard to grievances &/or negotiated agreements (successful completion of the OCB Academy may be substituted for 6 mos. of required collective bargaining experience referenced in this portion of the minimum qualifications; applicants who completed OCB Academy prior to 1/1/2018 may substitute 12 mos. exp.).

  • Or completion of undergraduate core program in human resources management; 12 mos. labor relations/collective bargaining experience which included contract administration & management representation with regard to grievances &/or negotiated agreements (successful completion of the OCB Academy may be substituted for the 6 mos. labor relations/collective bargaining experience referenced in this portion of the minimum qualifications; applicants who completed OCB Academy prior to 1/1/2018 may substitute 12 mos. exp.).
  • Or equivalent of Minimum Class Qualifications For Employment noted above.


Knowledge of interviewing*; labor relations/ collective bargaining; personnel/human resources management, communication skills & techniques or public relations; agency &/or institutional policies & procedures*, technical or business writing; civil service laws, rules & procedures*. Skill in use of personal computer. Ability to deal with large number of variables & determine specific course of action; prepare & maintain accurate reports & records; gather, collate & classify information about data, people or things; handle routine & sensitive inquiries from & contacts with governmental officials, employees, general public & union officials.


This position is filled through an assessment consisting of a structured interview. The interview will be administered in person at the William Green Building in Columbus, Ohio.

TRAVEL IS REQUIRED.
