General Job Description

Under minimal supervision, assists in the operation of the Horry County Code Enforcement system through offering assistance to the Director with the overall planning, organizing, directing and coordinating of programs and activities. Directs and evaluates assigned staff in the following functions: personnel, policies, budget and delivery of services. Supervises daily operation of the department’s task and activities of staff in order to ensure the proper administration and provision of services to Code Enforcement patrons. Provides evaluation and input into the development of goals and procedures. Administers provisions of building codes and regulations. Provides narrative and statistical reports as needed. Assumes responsibilities and functions of the Director in the absence of the same.

Supervises daily operation of the department’s task and activities of staff in order to ensure the proper administration and provision of services to Code Enforcement patrons. Provides evaluation and input into the development of goals and procedures. Administers provisions of building codes and regulations. Provides narrative and statistical reports as needed. Assumes responsibilities and functions of the Director in the absence of the same. SPECIFIC DUTIES AND RESPONSIBILITIES: 1. Assists in the management of Code Enforcement, including delivery of services, the hiring and supervision of staff, reviewing and approving building plans and specifications for code compliance, and with inspecting buildings and facilities for compliance with codes and regulations. 2. Plans, organizes and coordinates staff tasks and activities responsible for the procedure and administration of code enforcement services. 3. Provides input for the development and implementation of policies and procedures for department operations, standards and systems regarding the operation of the department. 4. Assists in preparing annual budget for department. 5. Receives, reviews and acts on citizen complaints. 6. Meets with contractors, architects, homeowners, etc. to mediate and arbitrate the review of staff decisions as needed. 7. Prepares various documents and reports including evaluations, daily reports, stop work orders, etc. 8. Directs, coaches and evaluates the performance of Plan Reviewers, Flood Control Officer, and Plans Expediters in Code Enforcement. 9. Oversees selection, review and evaluation of other Department staff, establishes performance standards. Directs and supervises duties of staff. Maintains standards and coordinate staff activities. Addresses employee problems, complaints, disciplines and discharges. 10. Assists the Director of Code Enforcement in all facets of the operation of the Code Enforcement system as necessary and appropriate. 11. Maintains updated knowledge as to all pertinent laws, regulations and standards concerning and affecting Code Enforcement procedure and operation. 12. Oversees compliance of Department with standards and policies established by the County and various regulatory agencies. 13. Acts as Director of Code Enforcement in absence of Director. 14. Position Minimum Requirements
  • MINIMUM TRAINING AND EXPERIENCE Requires vocational/technical degree in planning, engineering, construction or other related field, supplemented by a minimum of fifteen (15) years progressively responsible experience, with at least five (5) years of supervisory experience in building inspection, zoning, engineering, etc., or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must possess CBO certification which includes: ICC certifications in plumbing, building, mechanical and electrical inspection and a certificate or examination record from a recognized code organization, indicating that the applicant has been certified as a building official. Must possess a valid SC driver’s license. NECESSARY SKILLS: Physical Requirements Must be physically able to operate a variety of machines and office equipment including a computer, basic office equipment, drafting/measuring tools, vehicle, etc. Must be able to exert up to ten pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Occasionally requires standing or walking for extended periods of time. Interpersonal Communication Skills Requires excellent verbal and written ability to effectively convey information to staff, Director and the public. Ability to engage in public speaking with poise, confidence and clarity. Requires ability to deliver information, to explain procedures, to follow and provide verbal and written instructions, and to counsel and instruct employees. Must be able to communicate in a variety of contexts including personnel management, public relations, etc. Language Ability Requires the ability to read and interpret a variety of codes, laws, regulations, court decisions applicable to assigned areas of responsibility, policy and procedures related to the processing of building and zoning permit applications and their issuance, apply fee formulas to calculate building areas to specific buildings or projects, and correspondence, etc. with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control and confidence. Intelligence Requires the ability to apply logical thinking to define problems, collect data, and establish facts, and to draw conclusions there from. Requires the ability to deal with several abstract and concrete variables, and to apply personnel management techniques to staff oversight; to make independent judgments in absence of supervision, to acquire and maintain updated knowledge regarding topics concerning or relating to the operation of the Code Enforcement system. Must have the ability to comprehend and interpret laws and regulations as applied to code enforcement in building and zoning and policies to stay current in development of code enforcement trends. Numerical Aptitude Requires the ability to perform addition, subtraction, multiplication and division, and to utilize mathematical formulas with ease to determine percentages and decimals and to determine time and weight. Must have the ability to understand and implement algebra, trigonometry, and geometry in a practical application. Must be able to use practical applications of fractions, percentages, ratio and proportion and to understand and apply descriptive statistics. Motor Coordination Requires the ability to handle a variety of equipment including office machinery, including but not limited to computers, printers, scanners, telephone, two-way radio and to operate motor vehicles. Manual Dexterity Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, etc. Must have minimal levels of eye/hand/foot coordination. Interpersonal Temperament Requires the ability to interact effectively with County staff and management, Director, the public and community groups in a professional manner, and to convey necessary information in circumstances that may involve high stress, emergencies or deadlines. Must be innovative and open to new ideas, with a strong customer service focus. Ability to interact and serve diverse population with empathy and enthusiasm essential. Presentation and emphasis upon importance of maintenance of positive image within the County. Knowledge Requirement Strong knowledge of and ability to interpret and apply federal, state and local laws and regulations that govern the administration and conduct of building plan approval and permit process, inspections and enforcement of codes, law, and ordinances as they relate to building and zoning; supervision and training techniques; public relations; methods of budget preparation. Computer literacy important. Considerable knowledge of building and zoning codes, building permit and inspection processes, and basic construction and engineering principles required.
