Bachelor’s degree and at least 10 years of management and decision making experience focused on fiscal and/or human resource oversight of an organization or other qualifying experience, including working knowledge of governmental operational practices and policies and the budgetary process.

Duties Description

Directly reporting to the Executive Deputy Commissioner, the Deputy Commissioner for Administration directs and coordinates the human resource, fiscal, audit and operations management activities for the Department of Health, in support of the Department’s mission to protect and promote the health, productivity and well-being of New Yorkers. DOH develops, guides and implements public health, health system and other activities throughout the state, oversees healthcare facilities and providers, and operates Helen Hayes Hospital, four veterans’ nursing homes and the Wadsworth Laboratories.

The functions of Administration are carried out through the Fiscal Management Group, Operations Management Group, Human Resources Management Group and Audit Services. The Deputy Commissioner leads these groups and is responsible for:

Oversight of the Human Resources Management Group. HRMG manages the agency’s staffing needs, oversees recruitment, hiring, onboarding and evaluation of staff, and provides essential personnel and labor relations services, professional development, workforce planning and management and succession planning to optimize the agency’s workforce and hiring infrastructure and ensure ongoing effective and efficient resource management.

Coordination of all human resource activities with internal and external stakeholders, including the Office of Employee Relations, the Department of Civil Service, Division of Budget, labor unions, and programs throughout the Department.

Development, submission and management of the agency’s annual budget exceeding $100 billion.

Fiscal oversight of the expansion of programs, reform initiatives and implementation of new laws and regulations including analysis and direction of the fiscal and budgetary activities for all programs, including the Medicaid program which is the most complex medical program in the State.

Oversight of Title XIX federal Medicaid reporting requirements to ensure continuity of federal reimbursements.

Working closely with Department programs to provide oversight of contracting, purchasing, accounting and grant awards related to over 30 federal fund accounts, over 90 special revenue accounts, and more than 800 local aid appropriations, involving approximately 20 major programs.

Management of internal and external audit functions; both DOH audits of funded programs and federal and state audits of DOH programs.

Oversight of the Operations Management Group that negotiates building leases and works with the Office of General Services and landlords to provide essential physical requirements (electricity, heat, security, pool cars, mail services, etc.) to programs and employees allowing the agency to carry out its mission in the central, regional and district offices throughout the State, as well as in the five health care facilities.

As part of the Department’s Executive Team, the Deputy Commissioner for Administration will collaborate with other executive managers to help the agency develop and implement efficiency initiatives to streamline and simplify departmental policies and procedures, strategic initiatives to further the mission and vision of the agency, and transformation efforts to better serve New Yorkers in an everchanging environment.
