Data Analytics Manager- Data Governance will be responsible for leading and managing the City’s data governance group and data subcommittee; for developing, implementing and ensuring adherence to Citywide data governance policies; for working closely with ITS and the data subcommittee in establishing and implementing data standards, protocols for publishing/sharing data within and outside the City, and managing sensitive data; and for communicating data governance policies to the Chief Data Officer, subcommittee members, data stewards and any other relevant persons.

The position will maintain and update administrative directives related to data analytics and GIS and will collaborate and work with ITS and other City Departments to communicate and resolve issues regarding data governance.

• Facilitating the data and analytics governance subcommittee members in determining scope and goals of the effort
• Crafting a communication plan and message for subcommittee members, data stewards and City leadership.
• Leading the data and analytics governance subcommittee meetings, setting priorities and resolving conflicts.
• Signing off, approving and/or setting the primary benchmarks and targets for which the data and analytics governance program will be held accountable.
• Reviewing and analyzing available reporting/data regarding the state of conformance of information assets to policy, with the goal of providing status updates and communicating progress and benefits to the Chief Data Officer and the City leadership.
• Supporting the subcommittee in defining, documenting, and communicating data and analytics governance policies to key constituents including data stewards (workflow, processes, life cycle, business rules).

• Bachelor’s degree.

• 2 years’ experience in leading committees, a strong understanding of data governance principles and its applications in local government.

• A strong understanding of the principles of data and analytics governance.
• Ability to learn and apply effective emerging data governance methods.
• Ability to lead a large group of data stewards
• Ability to lead data subcommittee, delegate tasks to committee members and resolve conflicts
• Knowledge of data analytics, tools, software, specifically Tableau. ESRI GIS is a plus.
• Ability to establish and maintain an effective working relationship with all levels of management, city officials, vendors, other government agencies, other employees and the public.
• Ability to devise solutions to data governance problems and to plan, assign, delegate responsibility.
• Ability to develop and evaluate data governance policies and procedures.
• Ability to lead a program in a virtual environment.
• Ability to communicate effectively, at all levels, both orally and in writing.
• Ability to professionally communicate fluently in verbal and written English.
• Proficient in MS Office (Word, Excel, PowerPoint, Access, Teams) and other business tools.
