Position Summary:

The new UAF Environmental Support Services unit will provide environmental services for military installations in Alaska. This is the first position created and hired under the new unit. This individual will provide direct environmental support services while also helping provide leadership to develop the unit itself. Candidates must have experience providing environmental support services for military installations in Alaska as well as have professional leadership experience.

Duties:

1-25Functions as technical expert in matters pertaining to historic legacy preservations, cultural resources. Represents the installation with respect to the cultural resources program in consultation with the Advisory Council on Historic Preservation, the AK State Historic Preservation Officer (SHPO), Tribal Governments and other agency and organizational representatives. Establishes and maintains liaison with Land Management Army and DoD Historical agencies, and state agencies. Represents Fort Wainwright at conferences, meetings and other events. Establishes professional contacts with other government and nongovernment agencies and universities to further CRM objectives and programs. Develops orientation programs and instruction for contract, government and tenant/short term test support personnel and training units to advise and inform them of Fort Wainwright’s cultural resources program in order to create an awareness of the necessity for preserving designated resources on a continuing basis.Essential
25Repetitively and routinely directs, coordinates, and performs field investigations to identify and inspect historical, and cultural resources. Performs on-site surveys and inspections to assess the condition of inventories resources and to locate and identify previously undesignated resources, evaluate the consequences of the damage, and determine long and short-term stabilization measures to be taken. Incumbent is required to make decisions of significance and sensitivity pertaining to items and areas; Decisions have a long-ranging impact on the ability of Fort Wainwright to conduct its DoD and Army test mission. Performs liaison with Federally recognized Native American tribal governments; is the technical authority and face-to-face representative during preparation, negotiation, and documenting agreements with affected Native American tribal governments and Fort Wainwright pertaining to identifying, protecting, remediating, repairing and preserving cultural sites and records. Activities in this regard affect not only Fort Wainwright but, by extension, the Army, Bureau of Land Management, Department of Defense, and the US Government. Prepares and approves those portions of resources. Coordinates with Public Works personnel and Material Test Command test project engineers to ensure construction requirements and test plans will not adversely impact archaeological and historic sites and other cultural resources. Supports NEPA coordination as required in support of test programs, installation mission and construction activities regarding cultural resources. Coordinates with test directors, engineers, public works personnel and the Fort Wainwright environmental engineering staff. Position requires mission competence within regulation.Essential
3-20Prepares, coordinates, and implements the Fort Wainwright Cultural Resource Management (CRM) plan in fulfillment of the above compliance requirements. Manages the Alternative Action Plan (AAP) for Fort Wainwright. Prepares briefings and coordinates site visits and stakeholder meetings. Attend pre-construction meetings, reviews documents and submits supporting documents for new and refurbishing construction.Essential
4-10Prepares, compiles, and maintains comprehensive control of all reports, documents, maps, files, papers, databases, records, audiovisual materials, artifacts, and any other information deemed valid to the CRM program. Controls access by others to sensitive data. Gives presentations and briefings on Fort Wainwright’s CRM program and the Army’s Alternative Action Plan (AAP) as appropriate and communicates responsibilities and issues inherent to the program.Essential
5-10Develops and implements CRM programs and projects. Analyzes programs and establishes criteria for assessing program effectiveness. Is the technical expert on CRM/Legacy Resource matters; Provides technical assistance, guidance and support to command and staff activities in CRM matters. Establishes long-range plans and develops budgets and identifies resource needs to carry out the CRM program. Serves as Contracting Officer Representative on all contracts issued primarily for historical, archaeological and consultation purposes, and as the COTR for appropriate portions of other contracts. Prepares detailed research designs, scoping and service requirements, requests for proposals, and other plans and procedures needed to issue and administer contracts and agreements for CRM projects at Fort Wainwright.Essential
6-10Responsible for project administration and program management activities and coordinating those activities with other operating elements of the Army’s Legacy Resource Management Program, Native American tribal governments, DoD, state, and local agencies as appropriate. Applies broad knowledge and understanding of cultural (including Cold War context), geophysical and natural resource statutes, regulations, principles, methods, techniques and procedures necessary for the accomplishment of the Legacy Program, to include the Army’s Alternate Procedures Program (AAP) specific to Fort Wainwright. Performs research, prepares and prioritizes Legacy Demonstration Project proposals for submission in accordance with the established legacy criteria. Serves as Alternate Contracting Officer Representative for environmental sciences support contracts.Essential

  • Demonstrated experience working in scientific field surveys ( such as archaeological/anthropological surveys).

Required Education or Training:
  • Bachelors of Science (preferred dominions: Archaeology or Anthropology)
  • Ability to gain CaC access and pass background checks.
  • Ability to access military installations in Alaska.
  • Possession of a valid driver’s license.
  • Graduate degree in a discipline for which UAF provides environmental services to Ft. Wainwright
  • Minimum five years of experience as a program manager in the environmental management industry.
  • Minimum three years of supervisory experience.

Salary Information:

This is a full-time, 12-month, exempt staff position complete with both a competitive salary and full employee benefits package. New hires will be placed on the UA staff salary schedule, Grade 81, based on education and experience.
