THE POSITION

The City of Sacramento requires all newly appointed employees to be fully vaccinated against COVID-19 as a condition of employment. Candidates seeking an accommodation from this requirement will be considered on a case-by-case basis.

The ideal candidate will have the ability to effectively communicate on multiple media platforms, provide excellent customer service to constituencies and manage projects in a timely manner. This position will require strong critical thinking skills, political acumen, judgment, and analytical skills to assess and respond to situations accordingly and effectively. Ideal candidates possess strong attention to detail, have a positive attitude, the ability to be flexible and calm under pressure, and be comfortable working with a diverse group of staff members, elected and appointed individuals, and community members. Candidates with strong writing skills, experience in constituent services, event coordination, administration and support, and experience working with local and non-profit groups are highly desired.

Under general supervision, the Council Representative supports the Council Member by performing a variety of administrative, legislative, project, community relations or constituency services and duties in support of the day-to-day operations of the office and needs of the district.
DISTINGUISHING CHARACTERISTICS
The classification is populated with multiple incumbents who possess a wide range of education, skills and experiences.
The incumbents provide a high degree of administrative, legislative, policy, project, and constituency support and are actively engaged with community members, organizations and businesses on behalf of the Council Member and may have frequent contact with constituents, other elected officials and their staff, city staff and others.
SUPERVISION RECEIVED AND EXERCISED
Immediate supervision is provided by the City Council Member to whom the incumbent is assigned and/or their designee. Lead direction may be provided by a Senior Council Representative or higher-level staff. Responsibilities may include supervision and training of interns or volunteers.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Plans and/or participates in community engagement efforts at a district or citywide level with neighborhoods, business or community groups or associations and other interested parties in the evaluation and development of programs or solutions to community concerns, issues and priorities.
  • Plans and/or participates in the development and implementation of projects and initiatives of the district or community.
  • Responds promptly to constituent complaints or inquiries by gathering information, coordinating with city staff or others; discusses complicated or complex constituent complaints or inquiries with the Council Member and receives direction; responds to constituents via letter, phone, or e-mail; researches and follows up on status of projects or pending issues.
  • Develops, administers, and interprets surveys; focus groups; statistical data and other methods of information gathering to gauge the needs of the community.
  • Draft memoranda and reports that articulate the Council Member's proposals, priorities and positions on matters of interest.
  • Produces communications or advisories for activities of interest, district events, special events or local media articles, as required.
  • Attends external meetings or events in the community, as self or liaison to the Council Member, during workdays and evenings, including neighborhood association meetings, community events or special meetings on urgent issues as required.
  • Attends internal meetings during both workdays and evenings, as self or liaison to the Council Member, as required.
  • Reviews expenditures and gathers documentation for payment.
  • Runs reports for analysis and alignment of expenditures with budgetary goals and needs.
  • Maintains web pages and/or social media sites.
  • Provides training or work assignments to interns or volunteers

  • Performs other or related duties as assigned.

QUALIFICATIONS

EXPERIENCE AND EDUCATION


Experience:

Two years of experience in a similar capacity that included administration, public or customer service, constituent services, community outreach, public relations, or communications.
Education:
Completion 60 semester or 90 quarter units in an accredited college or university, or a combination of college-level education.


Substitution:

Additional qualifying experience may substitute for the required education on a year for year basis.


Should education be used to qualify for this position, then proof of education such as, but not limited to, university/college transcripts and degrees should be submitted with your application and will be required at the time of appointment. Unofficial documents and/or copies are acceptable.

An applicant with a college degree obtained outside the United States must have education records evaluated by a credentials evaluation service. Evaluation of education records will be due at time of appointment.

SPECIAL QUALIFICATIONS
Driver License:
The employee is not required to hold a driver's license but must be able to arrange reliable and timely transportation through private or public transportation for attendance at off-site meetings, events, and trainings.
Other:

Employees may be prohibited from certain political involvement and activities during their tenure in this classification.

3. Screening Committee: (Pass/Fail) - All applications received by the final filing deadline or upon receipt of 100 applications, whichever occurs first, will be forwarded to the hiring department for review. The hiring department will select the most competitive applications for further consideration. Human Resources will only evaluate employment applications for the minimum qualifications, as stated on the job announcement, for applications selected by the hiring department.

4. Interview Process: Human Resources will forward applications to the hiring department. Those determined to be the most qualified candidates will be invited to participate in an interview process.

5. Conditional Hire: Upon receipt of a conditional offer, the selected candidate must complete and pass LiveScan/fingerprinting and provide proof of receiving a complete COVID-19 vaccination. If applicable, candidates may also need to pass a pre-employment medical exam, controlled substance and/or alcohol test, and possess any required licensure or certification prior to receiving a start date from the Department. Failure to meet these prerequisites will be grounds for withdrawal of your conditional offer of employment.
