PURPOSE OF CLASSIFICATION

The purpose of this classification is to perform managerial functions associated with directing operations and activities of the county's Vector Control program.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Directs operations and activities of the county's Vector Control program.

Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; interviews candidates for employment and makes hiring recommendations; conducts staff training activities.

Coordinates daily work activities; organizes and prioritizes department workload; makes work assignments; monitors status of work in progress; inspects completed work; troubleshoots problem situations.

Ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; initiates any actions necessary to correct deviations or violations.

Ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals.

Consults with assigned staff to review work requirements, status, and problems; assists with complex or problem situations; provides direction, advice, and technical expertise.

Develops and implements departmental budgets; monitors expenditures.

Develops and implements long and short term goals and plans for the department.

Develops projects, researches designs, and coordinates/supervises studies.

Establishes and maintains procedures and requirements for department issues, including pesticide safety.

Directs/coordinates vector control activities to minimize the threat of arthropod-borne disease to county residents and visitors; determines purchase, use, storage, and disposal of pesticides; maintains appropriate pesticide licensure for all employees; prepares proposals for annual gypsy moth spray program; conducts annual gypsy moth egg mass surveys.-

Performs field inspections, consultations, and investigations; schedules field work.

Provides information to the public on departmental issues such as ecology, sanitation, rabies and rabies law, rodent control and rodenticides, pest control, pesticide safety, ectoparasites, integrated pest management techniques, source reduction, and related topics; prepares fact sheets; makes referrals.

Provides education to the community; gives speeches and presentations; prepares displays, educational materials, and handouts; conducts media interviews and special events.

Performs a variety of manual/general tasks associated with department activities, which may include spraying pesticides, identifying arthropods, sorting insects, dissecting insects, weighing matter, setting/monitoring traps, trapping/relocating pest species, capturing samples, measuring rainfall, calculating acreage, calculating chemical applications, building bat houses, constructing field equipment.

Operates a variety of machinery, equipment and tools associated with department activities, which may include a utility vehicle, ULV sprayer, handheld sprayer, radial arm saw, dissecting microscope, phase-contrast microscope, polar planimeter, chill table, digital scale, iridectomy scissors, forceps, teasers, binoculars, battery charger, CDC light trap, minnow trap, vertebrate live-trap, meters, gauges, sampling equipment, laboratory supplies, and carpentry tools.

Compiles and/or monitors various administrative and statistical data pertaining to departmental operations; performs research as needed; makes applicable calculations; analyzes data and identifies trends; prepares or generates reports; maintains records.

Processes a variety of documentation associated with departmental operations, per established procedures and within designated timeframes; distributes documentation or retains records as appropriate.

Prepares or completes various forms, reports, correspondence, purchase requisitions, budgets, performance appraisals, annual reports, proposals, travel requisitions, agendas, meeting minutes, press releases, invitations, presentations, educational materials, or other documents.

Receives various forms, reports, correspondence, insurance forms, laboratory reports, time sheets, job applications, pesticide records, field work records, invoices, budget reports, pesticide hypersensitivity registries, tax maps/records, maps, bulletins, textbooks, manuals, magazines, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.

Maintains files/records of department activities, including pesticides, field work, personnel, and fiscal records.

Maintains current information relating to pesticide law, hypersensitivity lists, and MSDS's.

Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections as appropriate; utilizes word processing, spreadsheet, desktop publishing, database, Internet, or other software programs.

Maintains inventory of departmental equipment and supplies; initiates orders for new or replacement materials; schedules routine and special maintenance and inspection of vehicles.

Communicates via telephone and/or two-way radio; provides information and assistance; takes and relays messages; responds to requests for service or assistance.

Communicates with supervisor, commissioners, board members, employees, other departments, officials, law enforcement agencies, state/federal agencies, municipal officials, schools, community organizations, the public, the media, vendors, insurance companies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.

Consults with local physicians and hospital personnel regarding Lyme disease, ticks, referrals, inservice programs, and related issues.

Represents the county with state organizations.

Maintains a comprehensive, current knowledge and awareness of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.

ADDITIONAL FUNCTIONS

Performs general maintenance tasks necessary to keep vehicles, equipment and tools in operable condition, which may include inspecting equipment, checking/replacing fluids, calibrating equipment, washing/cleaning equipment, and cleaning work areas; monitors equipment operations to maintain efficiency and safety; reports faulty equipment.

Conducts larviciding and adulticiding activities.

Copies and distributes forms, reports, correspondence, and other related materials.

Provides assistance or coverage to other employees as needed.

Performs other related duties as required.

MINIMUM QUALIFICATIONS

Bachelor's degree in Biology, Environmental Sciences, or closely related field; supplemented by six (6) years previous experience and/or training that includes vector control, public health, or related environmental agency operations; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain valid Pennsylvania Department of Agriculture Restricted-Use Pesticide License. Must possess and maintain a valid Pennsylvania Fishing License. Must possess and maintain a valid Pennsylvania driver's license.

Verbal Aptitude: Requires the ability to utilize consulting and advisory data and information, as well as reference, descriptive and/or design data and information as applicable.

Mathematical Aptitude: Requires the ability to perform moderately complex algebraic and geometric operations; ability to utilize principles of basic probability and statistical inference.

Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the direction, control and planning of an entire program or set of programs.

ADA COMPLIANCE

Physical Ability: Tasks require the regular and, at times, sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds).

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature extremes, machinery, traffic hazards, toxic agents, disease, pathogenic substances, animal/wildlife bites, or bright/dim light.
