The
Construction Surveillance Technician will observe non-cleared construction workers for any intrusion of hostile or non-permitted materials into a federal government construction project in Bethesda, Maryland.
Responsibilities:
- Actively watching and escorting non-cleared construction workers
- Denying introduction of prohibited materials such as explosives, weapons, electronic devices, or other items as specified by the Accrediting Official (AO) or designee
- Conducting random inspections of all site areas and bags to ensure no prohibited materials have been brought onto the site
- Keeping daily logs, photos, and writing incident reports as needed
- Reporting all anomalies and incidents of counterintelligence nature
- Handling various other duties as needed
- Other duties as assigned
- At least 5 years of experience in construction security surveillance, technical surveillance countermeasures, industrial or government security involving counterintelligence
- Must have a DOS (SE-630) Construction Surveillance Technician certification
- Knowledgeable of construction disciplines, structural designs and complexities
- Able to work a consistent full-time or part-time guard schedule
- Must have reliable transportation to and from the worksite
- Must be able to work workdays and most weekends
Knowledge, Skills and Abilities:
- Knowledgeable of all construction disciplines, to include civil, architectural, mechanical, electrical, and electronic engineering principals.
- Shall be capable of reading and analyzing designs and blueprints, and recognizing the architects intended use
- Shall be capable of analyzing designs and structural complexities, which are intended to mask an ulterior purpose not intended by the architect
- Shall have knowledge of Technical Surveillance Countermeasures, construction principles, and the types of devices used by hostile and friendly intelligence services for the purpose of clandestine surveillance
- Ability to become thoroughly knowledgeable of the customer’s security procedures and the level of security required in various parts of each facility under construction
- Must be able to write detailed reports in English and complete the analyses of issues, findings, and security situations which require staff action
- Shall be capable of independent decision making, possess a high degree of individual initiative and be able to function with minimal supervision

- The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.
