JOB SUMMARY

The Compliance Manager is responsible for subsistence collection and documentation and the discipline compliance for all residential clients. This position reports directly to the Assistant Residential ServiceDirector (Accountability and Compliance) The Compliance Manager will also be expected to provide group coverage and participate in training of staff. The Compliance Manager must consistently present a professional profile of Rock Valley Community Programs, Inc. to all contacts, including contractors, referral sources, RVCP staff and clients served by the program.

ESSENTIAL FUNCTIONS

· Coordinate and implement all aspects of the discipline process including monitoring incident reports and issuing demerits and phases for residents.

· All discipline matters will be handled in a timely manner, with no more than two business days lapsing from the time of the incident and the time the Compliance Manager meets with the resident (if indicated).

· Responsible for reviewing the incident reports, the status of the resident involving demerits and phases, and then meeting with the resident to issue the written report and any appropriate sanctions. All sanctions must follow the Phase/demerit system outlined in the Resident Handbook. Any deviation from the system must be approved by the Residential Director.

· The Compliance Manager will note comments to the incident report, demerit or phase stating what the outcome was for that incident.

· When issuing a sanction, a copy will be sent to the assigned case manager and the Assistant Residential Services Director (A/C Specialty) – ARSD - AC.

· In the case that the resident needs to attend the weekly Program Review Team (PRT), the Compliance Manager will schedule with the Director for their attendance at the next PRT meeting. The Compliance Manager will attend the PRT session with the resident and will follow-up with any required documentation.

· The Compliance Manager will work closely with the ARSD - AC in dealing with the residents who are consistently struggling to follow the rules.

· The Compliance Manger will need to have flexibility in their schedule to meet deadlines and accommodate meeting the residents who may be unavailable during the Compliance Managers regular work schedule.

· Subsistence: Collect and monitor all Federal client subsistence as outlined in the Statement of Work. Maintain accurate, up-to-date reports for the monthly billing and turn the proper paperwork and money into the Finance Department in a consistent and timely manner. Subsistence waivers will be submitted to the Residential Oversight Specialist when deemed necessary.

· Oversee incentive program for those residents that are demerit free for a calendar month. Ensure all eligible residents receive incentives in a timely manner. Enter SecurManage as an activity so it is captured in resident’s file.

· Coordinate social pass calls and Home Confinement calls.

· Oversee and act as staff representative for resident council on A & B wings. Assist council in appropriate areas of need (guidance, meeting posts, elections etc.)

· Attend State and Federal PRT weekly.

· Perform all other duties as assigned.

· Is expected to have regular attendance on the job in order to complete essential job functions. Regular attendance includes being on time and completing your shift. It also includes no more than 12 days per year without supporting medical evidence; this includes unpaid and paid sick time.

· A prompt response to all calls and messages is expected. Failure to return phone messages in a timely manner may result in discipline or termination of employment status.

· Maintain a favorable working relationship with all other agency employees to foster and promote a cooperative and harmonious working climate which will be conducive to maximum employee morale, productivity, and efficiency / effectiveness.

EDUCATION and/or EXPERIENCE

· Minimum of 4 years human service experience and/or experience working with correctional clients in a residential setting.

· Group Facilitation – minimum of one year experience.

· Efficient and accurate computer skills with minimum of 2 years of experience using Word / Excel.

· Efficiency and follow up of documentation in subsistence collection and incident reports.

· Mathematical ability and accuracy required.

KNOWLEDGE / SKILLS

· Must possess excellent communication, organizational and time management skills.

· Ability to work independently, accurately, and confidentially.

· Consistently present a professional profile to RVCP staff, residents, and community partners.

· Ability to relate to people in a fair, unprejudiced, and understanding manner with concern for their circumstances and feelings.

· Be knowledgeable and in daily compliance with the federal Statement of Work (SOW), Wisconsin Department of Corrections (DOC) and the Community Based Residential Facility (CBRF) licensing requirements.
