Summary/Position Objectives:

This position is responsible for engaging community stakeholders (advocacy groups, members, etc.), service providers (hospitals, FQHCs, etc.), and faith groups to identify and address issues, concerns, ways to improve services and communication as they relate to the Maryland Physicians Care’s community stakeholders. This position will work in close conjunction with the organization’s partner agencies in a designated region: Western Maryland, Eastern Shore or Baltimore City to ensure consistent messaging throughout the respective regions. This position is directly responsible for managing and coordinating, in conjunction with the Manager, regular engagement with the respective region’s community partners. This position is expected to provide a level of expertise, guidance, and consultation for the department in the area of community relationships, partnerships, and organization.

Responsibilities:

  • Build relationships and collaborate with community service providers (hospitals, FQHCs, etc.), faith groups, and other community stakeholders (advocacy groups, members, etc.) to ensure respective issues, concerns, ways to improve services and communication as they relate to the health plan are addressed.
  • Provide on-going information, linkages, and advocacy for all other identified needs.
  • Creatively use and develop community resources to broker and/or link members to appropriate services.
  • Create annual engagement strategies for each county within designated region.
  • Maintain documentation standards as set forth by the Director to successfully document the progress of the organization’s community engagement efforts.
  • Responsible for generating monthly, quarterly, annual and ad-hoc reports for submission to management in a timely manner.
  • Responsible for monitoring community engagement outcomes and informing Director of any needs or changes that may be necessary.
  • Operates as the primary contact person for community engagement matters, to include responding to specific service inquiries for assigned region, and keeps the Director informed of such inquiries.
  • Educate, network, and represent health plan services to local agencies, community stakeholders, faith communities, etc.
  • Present to groups of diverse stakeholders and tailor presentations to diverse audiences to ensure presentation content is appropriate and reaches audience.
  • Maintain and execute confidential information according to HIPAA standards.
  • Represents health plan at appropriate events and venues in a manner reflective of the organization’s interests, values, and standards.
  • Prepare for and attend the bi-monthly health plan’s Marketing Committee.
  • Identify sponsorship opportunities for the health plan that align with the health plan’s overall marketing strategy as well as the mission of the organization.
  • Identify health plan member representatives to recommend for acceptance to the health plan’s Consumer Advisory Board.
Requirements:

Knowledge and Skills:

  • Knowledge of community resources within assigned region.
  • Ability to facilitate meetings with key community stakeholders and other service providers.
  • Ability to work independently and within a team environment.
  • Strong organizational, planning, ability to work in a variety of settings with culturally diverse persons and communities with the ability to be culturally sensitive and appropriate.
  • Ability to successfully utilize Microsoft Office 365 software applications (Excel, PowerPoint, etc.) and common computer and office hardware.
  • Excellent verbal and written communication skills.
  • Strong public speaking and presentation skills.
  • Highly motivated self-starter with the ability to coordinate multiple projects and/or task simultaneously.

Education and Work Experience:

  • Work requires a professional level of knowledge in community engagement/outreach as required through the completion of Bachelor’s degree in relevant field.
  • Work requires 2-4 years of Medicaid managed care experience and/or a minimum of 2 years Medicaid community outreach/organization experience.
