Leidos has a career opening for a Communications Specialist. We are looking for a strategic and collaborative individual to join our team of engineers, analysts, and task leaders in providing communications support to the Cybersecurity & Infrastructure Security Agency’s (CISA) Emergency Communications Division (ECD). Through persuasive marketing and customized outreach strategies, the Communications Specialist will lead a team that assists the Priority Communications Services (PCS) subdivision in bringing education and awareness to its suite of Priority Telecommunications Services (PTS) that support emergency preparedness and response activities conducted by a diverse group of stakeholders. The Communications Specialist will work with PTS program office, stakeholders, and supporting contractor teams to promote priority communications over current and next generation wireline and wireless networks.

Primary Responsibilities:

• Lead the Priority Services Production Team in the following activities:
  • Promoting user training and awareness for suite of telecommunications services (GETS, WPS, TSP) and next generation products to ensure there is a trained cadre of eligible personnel that can support disaster response and recovery efforts.
  • Maintaining a collection of materials used in outreach efforts, including brochures, fact sheets, infographics, articles, and other products, as identified.
  • Conducting research and interviews to support the writing of articles on program features/updates for distribution in stakeholder publications or government newsletters, websites, etc.
  • Providing support to the Priority Telecommunications Services Area Representatives (PARs) who work with potential PTS subscribers and conduct education on the importance of PTS in emergency management.
  • Supporting PCS staff and PARs on conference activities, including event identification, abstract submissions, slide deck creation, handout materials, and possible presence in CISA or ECD booths.
  • Overseeing the review and approval of new materials, to include securing approvals from PCS, submitting in CISA application for official review/approval, adjudicating any requested edits/feedback, monitoring status, and disseminating approved products.
  • Managing PCS portion of CISA website, to include keeping updated with current information and materials, adding content to keep dynamic and relevant, and maintaining quality controls.
  • Ensuring PCS and Leidos SharePoint sites include up-to-date materials created by Production Team.
  • Navigating any survey/focus group collections through the Paperwork Reduction Act (PRA) process required by CISA/DHS.
  • Identifying National Security and Emergency Preparedness (NS/EP) and Public Safety exercises and CISA internal and external partners for collaboration on promotion of PTS
  • Recommend and implement communication strategies that advance the ECD goal of 10M PTS users by 2023. Keep Strategic Plan on 10M goal updated as new strategies are identified and executed. Participate in task forces and working groups that support the 10M user initiative
  • Identify new products that would enhance current portfolio of outreach materials, including the development of videos and social media packages
  • Collaborate with cross-functional groups to advance PTS education and awareness initiatives, including PCS staff, ECD’s marketing team, ECD’s strategic communications team, and PARs
  • Respond to a myriad of ad-hoc requests from PCS, ECD, and CISA for information pertaining to PTS.

Basic Qualifications:

• Requires BS and 5 years of prior relevant experience or Masters with 2-3 years of prior relevant experience
• Candidates local to the DMV area
• Must have or be able to obtain a secret clearance.
• Must successfully obtain and maintain DHS Entry on Duty (EOD)
• Requires knowledge of marketing techniques and communication vehicles to support education and awareness activities, including experience in video and social media.
• Demonstrated ability to work independently to achieve day-to-day objectives and long-term results.
• Strong writing and oral communications skills.
• Experience with leading teams, especially in a virtual environment.
• Fluent in use of Microsoft Office Suite (e.g., MS Excel, Power Point, Word).
• Proficient in Drupal (CMS), 508 Compliance, and SharePoint.
• Strong in following and implementing processes and workflows.
• Strategic-focused.
• Positive attitude, with focus on customer service and quality.

Preferred Qualifications:

• Knowledge of current marketing/strategic communications techniques
• Previous experience managing teams

Additional:

• This is a National Capitol Region (NCR) telework position that involves participation in virtual meetings and occasional in-person meetings with Leidos team and Government staff at various locations in the NCR.
